The spendingbill is tentatively scheduledto be brought to a Housefloor vote the weekof July 10 or July 17. The bill being sent to the Housefloor by the Appropriations Committeeis Mailing Address: similar to the Subcommitteebill which reduces DOTprograms by 10 P 0 Box percent over last year’s level and Federal Transit Administration (FTA) Los An~,eles, CA programs by roughly 13 percent. The attached June 22 memoreports the FTAfunding levels as proposedby the Appropriations Committee.It includes, amongother things, $125 million for the Metro Red Line Segment 3. However,the bill still reducesoperating assistance by 44 percent. ACTION ITEM - SUPPORTFEDERAL TRANSIT FUNDING Please contact Southern California congressional membersand urge them to vote "yes" on the FY 1996 DOTspending bill whenit comesto a House floor vote. Additionally, seek their support for any amendmentsthat would increase federal operating funding. The bill includes languageto repeal Section 13(c) of the Transit Act. This provision will be the source of "lively" debateon the Housefloor. The Southern California congressional delegation phonelist is attached. A Note from the Author An important thing to keep in mind as you read this book is that there is information missing. In the first two decades that California’s legislature existed, we had more individuals serve as legislators than we have in the last 90 years.1 Add to the massive turnover the fact that no official biographies were kept during this time and that the state capitol moved seven times during those twenty years, and you have a recipe for missing information. As an example, we only know the birthplace for about 63% of the legislators. In spite of my best efforts, there are still hundreds of legislators about whom we know almost nothing. -

To accomplish these key objectives in a timely fashion, the City Council appointed three of its members to serve on the Neighborhood Revitalization Committee (NRC) to study and develop recommendations for the City Council on various improvement projects in five areas: West Newport Beach, Mariner's Mile, Santa Ana Heights, Lido Village, Corona del Mar, and Balboa Village. The type and level of study and improvements in each of the areas varied widely, ranging from a landscape median design to a more comprehensive land use and parking study for both Lido Village and Balboa Village. The City Council appointed a five-member Citizen Advisory Panel (CAP) in June 2011 to set a new vision and implementation strategy for the revitalization of Balboa Village. -

CHAPTER 4 AFFECTED ENVIRONMENT AND ENVIRONMENTAL CONSEQUENCES Land Use and Development CHAPTER 4 - AFFECTED ENVIRONMENT AND ENVIRONMENTAL CONSEQUENCES The California Environmental Quality Act (CEQA) requires that each effect that has a “significant impact” be identified in an Environmental Impact Report (EIR); however, the National Environmental Policy Act (NEPA) does not. In this joint federal and state environmental document, reference to “adverse impacts” is intended also to mean “significant impacts” under CEQA. Evaluations of significance in this document do not represent assessments of the magnitude of such impacts under the requirements of federal law. Under NEPA, no such determination need be made for each environmental effect. 4-1 LAND USE AND DEVELOPMENT This section analyzes the land use impacts associated with the No Build Alternative, the Transportation System Management (TSM) Alternative, and the Bus Rapid Transit (BRT) Alternative. The BRT Alternative would travel along the Burbank-Chandler right-of-way, also called the Southern Pacific Burbank Branch right-of-way (SP ROW). The SP ROW is now called the Metropolitan Transportation Authority (MTA) ROW. In addition, the BRT Alternative also includes an on-street alignment variation along Lankershim Boulevard and Oxnard Street (Lankershim/Oxnard On-Street Alignment), as well as a “minimum operable segment” (MOS), an initial phase of the project that would extend from Woodman Avenue to Balboa Boulevard. The Final EIS/EIR examines is the Full BRT Alternative (the “Locally Preferred Alternative”) with a potential weekend service option along the Lankershim/Oxnard On-Street Alignment. Refinements to the Full BRT alternative during the preliminary engineering are described in Chapter 2. -
