PEDDLERS, CANVASSERS, SOLICITORS AND TRANSIENT MERCHANT FEES MUST ACCOMPANY APPLICATION: For questions pertaining to this application, please call the City Clerk’s Office at 520-458-3315.

Solicitor’s Rules: • The solicitor is authorized to go house to house or place to place in the City to sell or take orders for, or offer to sell or take orders for goods, wares, or merchandise, or any article for future delivery, or for services to be performed in the future or the making, manufacturing or repairing of any article or thing for future delivery or has in his possession and offers to sell any product or article. • Attach a color copy of each Solicitor’s current document indicating lawful presence. See Licensing Eligibility Form. • Attach a copy of the Cochise County Health Permit if you will be selling edible foodstuffs. • Any solicitor, salesman, canvasser, peddler, demonstrator, and transient merchant, before a license is issued to him or her or them shall file with the City Clerk, or his or her deputy, a good and sufficient bond in the sum of $500 per solicitor, canvasser, peddler, and the like, payable to the City executed by two or more good and sufficient or by a company authorized to become surety on the bonds in the state. The bond shall be conditioned that the whole or any part of the sum of $500 shall be paid to any person failing to receive a delivery of the goods ordered or services to be performed in accordance with the terms of any order given, for the amount the person advanced as payment in the whole or in part on any order, and the bond shall be conditioned further that any person aggrieved by the action of any person shall have a right of action against the bond for the recovery of money or damages or both. The bond shall be retained by the City for a period of 90 days after the expiration of the license granted at the time of the filing of the bond. (’76 Code, §8-2- 3)(Ord. 645, passed 7-14-83) • Solicitors may only ring doorbells or knock doors between the hours of 9:00 a.m. to SUNSET unless by previous appointment.

It is expressly unlawful for any solicitor to: • Ring a doorbell or knock at any building whereon a sign bearing any the words “NO PEDDLERS, SOLICITORS, SALESMAN, CANVASSERS, DEMONSTRATORS, OR TRANSIENT MERCHANT” is exposed to public view. • Shout, making an outcry, blow a horn or use other similar devices.

This order shall be carried at all times and shall be produced for inspection upon demand of any officer in the City or an agent of the City Clerk at any time the solicitor becomes a public nuisance or violates any of the provisions of the City Code.

Before issuing a license to an individual, the individual must present one of the following documents to the municipality indicating that the individual’s presence in the United States is authorized under federal :

Check the box next to the document indicating lawful presence. An Arizona driver license issued after 1996 or an Arizona non-operating identification license. A driver license issued by a state that verifies lawful presence in the United States. (See Overview of States’ Driver’s License Requirements.) A birth certificate or delayed birth certificate issued in any state, territory or possession of the United States.

A United States certificate of birth abroad.

A United States passport. A foreign passport with a United States visa.

An I-94 form with a photograph.

A United States citizenship and immigration services employment authorization document or refugee travel document.

A United States certificate of naturalization.

A United States certificate of citizenship.

A tribal certificate of Indian blood.

A tribal or bureau of Indian affairs affidavit of birth. This provision does not apply to an individual, if all of the following apply:

1. The individual is a citizen of a foreign country or, if at the time of application, the individual resides in a foreign country. 2. The benefits that are related to the license do not require the individual to be present in the United States in order to receive those benefits.
