Looking back to 17 May 2008 (more overleaf) Like Dr Ray Fereday, some of you will be more familiar than me with the story of his extraordinary achievements. As a thumbnail sketch, he belonged to one of your distin- guished families and was a keen student of enlightenment ideas and with a keen inter- est in political change following the French Revolution. As a young man, he sampled continental Europe during the Napoleonic Wars, where he worked as banker, diplo- mat and soldier, escaping military confron- tations by skating along the frozen canals of Holland. He is remembered as a liberal and pro- gressive Provost of Kirkwall, who went out of his way to support community initiatives. As an entrepreneur, he pioneered improve- ments in agriculture and fisheries on Sanday and Sronsay, but his business folded when the kelp market collapsed. But being of a positive disposition and with a strong interest in the history and cultural heritage of the Northern Commonwealth, he then turned to scholarly work, travel and writing. As part of his output, he presented Norway with three major gifts that deserve more attention. The first was a book published in 1836, after having spent three years across the North Sea. Its title was Journal of a Resi- dence in Norway during 1834, 1835 and 1836: made with a view to inquire into the moral and political economy of that country and the condition of its inhabitants. In it, Laing praised the land, its people and their form of government, thereby making Nor- way accessible to a wide European reader- ship. His second gift came in 1839. The book on Norway was well received, so he decided to visit its neighbour, and his next book was entitled A Tour in Sweden in 1838: compar- ing observations on the moral, political and economic state of the Swedish nation. In- deed, he compared Sweden to Norway and came to the critical conclusion that Sweden was a class ridden nation with an anti- quated political system. He described a country run by a privileged few, from be- hind the curtain of democracy. Among com- parative observations were the following: The Press — Free in Norway — Not in Swe- den. To jubilation by the Norwegians, the book almost brought down the Swedish govern- ment. Their ambassador at the Court of St James’s was instructed to publish a pam- phlet addressed to the British people refut- ing what Laing had said in his book. A gov- ernment commission was also established to look into some of the issues raised by Laing.     Cruising THE ISLANDS OF ORKNEY his brief guide has been produced to help the cruising visitor create an enjoyable visit to TTour islands, it is by no means exhaustive and only mentions the main and generally obvious anchorages that can be found on charts. Some of the welcoming pubs, hotels and other attractions close to the harbour or mooring are suggested for your entertainment, however much more awaits to be explored afloat and many other delights can be discovered ashore. Each individual island that makes up the archipelago offers a different experience ashore and you should consult “Visit Orkney” and other local guides for information. Orkney waters, if treated with respect, should offer no worries for the experienced sailor and will present no greater problem than cruising elsewhere in the UK. Tides, although strong in some parts, are predictable and can be used to great advantage; passage making is a delight with the current in your favour but can present a challenge when against. The old cruising guides for Orkney waters preached doom for the seafarer who entered where “Dragons and Sea Serpents lie”. This hails from the days of little or no engine power aboard the average sailing vessel and the frequent lack of wind amongst tidal islands; admittedly a worrying combination when you’ve nothing but a scrap of canvas for power and a small anchor for brakes! Consult the charts, tidal guides and sailing directions and don’t be afraid to ask! You will find red “Visitor Mooring” buoys in various locations, these are removed annually over the winter and are well maintained and can cope with boats up to 20 tons (or more in settled weather).

Recommendations The Committee is invited to note: 2.1. That the inter-island ferry services timetables for summer 2020 are scheduled to operate from 3 May to 28 September 2020. 2.2. That draft timetables in respect of ferry services to be operated by Orkney Ferries Limited during summer 2020 were presented to the Ferry Services Consultative Forum for consideration on 21 August 2019, with main comments and representations from transport representatives outlined in section 4 of this report. 2.3. That, on 19 September 2019, the proposed timetables, together with feedback from the Ferry Services Consultative Forum, were considered by the Board of Orkney Ferries Limited and recommended to the Council for implementation. 2.4. That the proposed timetables, attached as Appendix 1 to this report, remain broadly consistent with those operated during summer 2019, including the Tuesday and Thursday return link from Eday to Sanday for education purposes, which was trialled during 2018 to 2019. 2.5. Seven turbines are proposed for the site, each with a maximum tip height of 119m. This report demonstrates the visual impact of the turbines and explores the relationship with the Orkney landscapes and surrounding views; it is recognised that this is a large development. It is felt that the machines appear appropriate for the proposed location without significant adverse impacts. Impact on Landscape Elements The proposed turbines are to be located on an uninhabited island on an area of land that has been selected to avoid ecological impacts. Fara is defined as a ‘Whaleback Island’ by SNH however within the island itself there are different area, encompassing heather, moorland and grasslands.

Purpose of Report To consider the draft Orkney Harbours Masterplan Phase 1 and to consider undertaking initial feasibility work. 2. Recommendations The Sub-committee is invited to note: 2.1. That the purpose of the Orkney Harbours Masterplan is to provide a structured framework for the physical development and transformation of Orkney’s harbours over a 20 year period. 2.2. That, due to the wide geographic spread of the Orkney Harbour Authority area, the Orkney Harbours Masterplan has been split into two phases, with Phase 1 being Scapa Flow and Kirkwall/Hatston and Phase 2 being all other ports/harbours. 2.3. That public consultation, including with stakeholders and industry, has been undertaken in respect of the draft Orkney Harbours Masterplan Phase 1, attached as Appendix 1 to this report. 2.4. The responses and feedback from the public consultation on the draft Orkney Harbours Masterplan Phase 1, as detailed in the Consultation Report, attached as Appendix 2 to this report. 2.5. That, should the draft Orkney Harbours Masterplan Phase 1 be approved, initial feasibility studies, including seabed investigations, would be required in order to provide additional information and facilitate the development of detailed cost estimates for potential projects.
