This memo summarizes the annual IHSA supplies included in this mailing and the list of those supplies that can be found on-line in the IHSA Schools Center. Member schools will be asked to access the Schools Center for a series of documents that, when coupled with the supplies found in this hard mailing, will constitute the entire All-School Mailing for the 2011-12 school year. Please note that there is no longer a Principal's packet and Athletic Director's packet in the hard mailing. The publications in this mailing should be dispersed to both the Principal and the Athletic Director. The passwords to gain access to the Schools Center for your school will change for the 2011-12 school term. Each school should have received a list of the new passwords. If you wish to change any of your passwords, please call the IHSA Office. Once in the Schools Center, there will be two links, one for the prin- cipal and one for the athletic director, which schools should access to get a complete copy of the remaining documents. Included in this mailing are the new publications for the 2011-12 school term and other brochures and information that will be help- ful. A few important notes are included below:

Eligibility Rulings: The IHSA utilizes special forms to assist in handling your requests for eligibility rulings regarding student resi- dency and transfers. These forms and instructions are downloadable from the IHSA web site (www.ihsa.org).

2011-12 IHSA Town Meetings/Principals Rules Meetings: IHSA By-law 3.120 requires attendance by the principal or principal’s designee at an annual IHSA Town Meeting/Principals Rules Meeting. The meetings will begin at 9:00 a.m. with a presentation and review of the current legislative proposals by the Legislative Commission Member representing your District and an IHSA staff mem- ber. Following the discussion regarding the new by-law proposals, the agenda items for the Principals Rules Meeting will be pre- sented. A list of the meetings can be found on our web site.

2011-12 IHSA Rules Meetings: IHSA By-law 2.120 requires a coaching staff member from each member school, which participates in a sport or activity for which Rules Interpretation Meetings are held, to view an IHSA Rules Meeting in that sport or activity each year. A coach in each specific sport or activity--preferably the head coach--must view the on-line Rules Meeting for each sport or activity in which you participate. In sports or activities where the same rules are used for boys and girls competition, both a boys program coach and a girls program coach must view the on-line Rules Meeting video. All rules meetings will be conducted on- line. The presentation will be accessed through the Schools Center and the Officials Center. Coaches and officials will be able to view the meeting and then redeem credit for rules meeting attendance.

Nominations and Elections for 2011-12: Nominations and Elections will be conducted in the following Divisions and Districts for the 2011-12 school term: Board of Directors – Divisions 2, 4 and 6 and At-Large Private School. Legislative Commission – Districts 3, 6, 7, 9, 10, 11, 13, 16 and 19; Athletic Administrators – Divisions 2 and 5; and, At-Large – Divisions 3 and 6. Nomination Ballots will go on-line on August 11, 2011.

New Principals’ Workshop: A New Principals’ Workshop will be held at the IHSA Office on October 5, 2011. If you are a first-year principal, or a new principal in Illinois, please plan to attend this workshop. A form to attend the meeting is included in this packet.

Passwords for 2011-12: The passwords to gain access to the Schools Center for your school will change for the 2011-12 school term. Each school will receive a list of the new passwords. If you wish to change any of your passwords, please call the IHSA Office.

Manuals for Sports and Activities: All Manuals will be on the IHSA web site and will be listed on the page for the sport or activity. There will be a Manual for Schools and a Manual for Managers with links to the Terms and Conditions and the Interactive Forms that need to be completed.

The Illinois High School Association is planning its annual New Principals' Workshop to be held Wednesday, October 5, 2011, in the IHSA Office at 2715 McGraw Drive in Bloomington.

The purpose of the workshop is to acquaint new principals--either new to Illinois or new to the high school principal- ship--with the various responsibilities and services of the Association. The meeting will begin promptly at 10:00 a.m. with an orientation to the IHSA rules and By-laws. The balance of the agenda will focus on administrative and opera- tional questions pertaining to Association activities. Examples of specific eligibility problems are always an interesting topic of conversation at these meetings. Lunch will be served in our office at noon and the workshop will adjourn about 2:00 p.m.

SPECIAL NOTICE — ABOUT ELIGIBILITY RULINGS FROM IHSA for the 2011-12 SCHOOL TERM

The IHSA utilizes special forms to assist in handling your requests for eligibility rulings regarding student residency and transfers. These forms are downloadable from the IHSA web site (www.ihsa.org).

Residence Eligibility (Form #1): Complete this form to facilitate determination of the eligibility of a student in regard to residence. The information included on this form will substantiate whether the student is in full compliance with the residence eligibility by-laws and whether a determination of eligibility is required. If such determination is required, the completed form must be sent to the Executive Director for a ruling. In addition, an Affidavit of Residence Form is to be completed, signed by all appropriate parties and submitted with the Residence Eligibility Form to the IHSA Office.

Affidavit of Residence: The Affidavit of Residence Form must be completed and submitted along with the Residence Eligibility Form when a ruling is requested.

Principals’ Concurrence Regarding Transfer (Form #2):. Complete this document to document concurrence with the student’s transfer by both the principal of the school from which the student transfers (Sending School) and the principal of the school into which the student transfers (Receiving School). This is a requirement of By-law 3.041. If you, as the receiving principal, experience any delay in obtaining the sending school principal’s approval, contact the sending school and try to prompt their response. If there is a further delay, notify the IHSA Office immediately and we will inter- vene on the student’s behalf. Note: A student is not eligible to participate in an interscholastic contest until the Principals’ Concurrence Regarding Transfer Form is fully executed by both principals and is on file in the offices of the school to which the student transfers.

Please note: Concurrence with a transfer by both principals does not guarantee or assure eligibility. A ruling by the Executive Director may still be required. In all cases where a ruling is sought, a fully completed Principals’ Concurrence Regarding Transfer form (Form #2) must be sent to the IHSA Office along with the fully completed Transfer Eligibility Form (Form #3). Please include complete, correct and accurate information on the forms.

Transfer Eligibility Form (Form #3): Complete this form if your school receives a transfer from another school to facilitate determination of a stu- dent’s compliance with IHSA eligibility by-laws for interscholastic athletics. This form is to be sent to the IHSA Office, along with the fully complet- ed Principal’s Concurrence Regarding Transfer (Form #2) in the event a ruling by the Executive Director on a student’s eligibility in regard to transfer is to be requested.

IMPORTANT OBSERVATIONS CONCERNING USE OF THE ELIGIBILITY RULING FORMS

1. The forms do not ask the principal or representative to make any ruling nor should use of the forms suggest that any authority has been given to the principal or other school representative to make an eligibility ruling. As you are aware, the IHSA By-laws provide that eligibility rulings are the sole responsibility of the Executive Director of the IHSA. Also, interpretations of the By-laws can only be made by the IHSA Board of Directors. The IHSA staff is available to assist a member school and it is our hope that the principal or representative of a member school has become familiar with the By-laws so as to at least provide some assistance to a student, in the event of an eligibility question. However, neither the advice of the IHSA staff nor any statement by anyone other than the Executive Director or Board of Directors will constitute a ruling. If an eligibility question is raised, you are to contact or write the Executive Director for a ruling.

2. The eligibility by-laws may require you, as principal, to certify or approve a student's eligibility status or transfer. Please note: Your approval or concurrence with an eligibility case or request does not constitute a ruling. To certify means you acknowledge that the information pro- vided to the IHSA for a ruling is complete and correct. Approval or concurrence constitutes acknowledgment that the information provided to the IHSA for a ruling is complete and correct. Approval of or concurrence with a transfer is an acknowledgment that you have no information to provide which is contrary to the By-laws regarding a student’s residence information or the transfer. Advice to a student by a principal or school representative that he/she is eligible to participate is not binding on the IHSA and could result in sanctions involving both the student and the school if the advice is found to be inaccurate by the IHSA after full investigation and a ruling.

Because of the growing number of rulings required annually, the forms and information you provide are intended to speed up the ruling process so that minimal time is lost by a student in interscholastic activities. Your participation and cooperation is appreciated and this notice is simply intend- ed as a reminder of your responsibility and role in the process regarding student eligibility rulings. Thank you for your continued cooperation with the IHSA.

11-12EligInfo 2011-12 NOMINATIONS AND ELECTIONS FOR THE IHSA BOARD OF DIRECTORS AND THE LEGISLATIVE COMMISSION

The nomination and election process for the Board of Directors and Legislative Commission will be conducted electron- ically. Each school will be able to nominate and elect their representatives through the Schools Center on the IHSA web site (www.ihsa.org). The principal/official representative will be required to use the principal’s password to vote on-line. The athletic director will be required to use the athletic director’s password to vote on-line for the appropriate athletic administrator. Voting instructions will be included on the web site.

I hope that your summer was a very quiet one and that you have had the opportunity to get away for a little rest and relaxation. The school year is just around the corner and the IHSA All School Mailing has officially started this year in our office.

I would like to take this time to give you information on the following topics: Certification of Body Fat Testers, Rating of Officials, Top 15 List for each sport and the Sport/Activity Tracker.

Certified Body Fat Testers

The IHSA will conduct training again this year to gain certification as a body fat tester. The dates of the training will be October 5, 11, 14, 18 and 19. If you are in need of someone being trained, please call the IHSA Office by September 20, 2011 and request to talk to Cheryl Charlton. We do need to be notified of the number of people attending. It will cost $15.00 to have someone certified at one of these training sessions. Payment is to be made at the training site. Checks are to be made payable to the IHSA. The dates, times and locations are:

Anyone that you had certified last year will need to go through the re-certification process. To be re-certified as a body fat tester the person will need to go online and take a test. Everyone that was certified last year will be getting a letter from us around September 1, 2011. This letter will explain the process of going online in the IHSA web site. In this site the person that was certified last year must take the test, which will assure us that they have covered all the written material that is available online to them concerning body fat testing. This person will complete the test online and send the results to the IHSA electronically. Once the person passes this test and has updated all the infor- mation relating to them, they will then be re-certified for the 2011-12 school year and put on the List of Approved Certified Body Fat Testers. The re-certification test must be completed online by November 7, 2011.

Remember there is a process for getting new people certified as body fat testers (mandatory on site training) and a different process for getting people re-certified (online test). Rating Officials

Over the last few years the IHSA has used the Rating of Officials as one of the components to assign officials to post season tournaments. Please take the time to ensure that the official’s ratings of all the contests are completed by your school (coaches). It is very important that all the ratings be entered online in your School Center before the fol- lowing dates: Fall Sports-December 7, 2011; Winter Sports-April 1, 2012; and Spring Sports-June 15, 2012.

You have the ability to check to see how many ratings you have in for each sport by going to the Schools Center using your administrative password. Please check the Sport/Activity Tracker page on your Schools Center to make sure coaches have completed the rating of officials.

Top 15 List

Each school should be submitting a Top 15 Officials List to the IHSA. This list may be entered online in the Schools Center. Please have your coaches enter this list prior to the dates listed below. This list is used to help assign offi- cials. This list must be completed by: Fall Sports (September 7, 2011); Winter Sports (December 7, 2011); and Spring Sports (April 7, 2012). This is a very simple task to do online and it really provides significant data to the IHSA in the assigning process.

Please check the Sport/Activity Tracker page on your Schools Center to make sure your coaches have completed the Top 15 List.

We have gathered a lot of very important data relating to coaches and officials. Please help us create a much improved data base by mandating that your coaches get the ratings entered online and the Top 15 Lists are complet- ed prior to the deadline dates.

Again, thank you for all your support and remember that we are trying to do a better job for you and with your help we will be able to improve our assigning process of officials.

The IHSA has made available for each school a Sport/Activity Tracker page that shows each Sport/Activity your school offers along with all the information needed by the IHSA with the deadline dates. A Red Box indicates action items that need immediate attention. Please make sure you check this page frequently and get the information needed for- warded to the IHSA.

All-School Mailing 2011 Scholastic Recognition Certificate Program sponsored by Country Financial Continued for 2011-12

During the 2010-11 school year, the IHSA sent out over 10,000 certificates to member schools to recognize students who excelled in the classroom while participating in IHSA sponsored sports or activities. The IHSA will provide certificates of recognition to all students who meet the criteria following the completion of their 5th or 7th semester in high school.

Scholastic Achievement Awards Criteria: 1. The student must currently be a junior or a senior in an IHSA member school.

2. The student must have completed at least one full season in an IHSA interscholastic activi- ty in good standing.

What is an interscholastic activity? Any activity that the IHSA either conducts a state series in or governs through its by-laws.

Examples of what the IHSA does not govern: student council, yearbook, jets, school clubs, school newspaper, etc.

3. The student must have a cumulative GPA of at least 3.5 on a 4.0 scale, or the equivalent on an alternate scale, after the 5th or 7th semester.

Each member school principal or official representative should notify the IHSA office in writing as to the number of eligible students they have in their school. The IHSA will send member schools a certificate of recognition for each eligible student.

Laser printers may be used to personalize these certificates.

Scholastic Recognition Pins Also available to schools are Scholastic Recognition pins for $1.00 each. These pins are designed to easily attach to articles of clothing and are another way to recognize the academic achieve- ments of students who participate in interscholastic programs in IHSA member schools. An order form is available online for your convenience.

This year’s IHSA All-State Academic Team nomination forms can be found online in the School Center in mid-December. This will be the 19th year the IHSA has named an All-State Academic Team. Since the program’s inception, over $492,000 in scholarship money has been awarded to outstanding seniors from IHSA member schools.

Each school may nominate one female and one male student. Each student nominated with a fully completed application and all required pieces received on time; will receive a Certificate of Nomination. All nomination forms must be completed and received in the IHSA office on or before February 10, 2012. To be eligible for nomination a student must meet the following criteria: 1. The student must have a minimum GPA of 3.50 on a 4.0 scale after the 7th semester. 2. The student must have participated in at least two IHSA sponsored activities during each of the last two years. 3. The student must have demonstrated outstanding citizenship during her/his high school career. 4. Principals shall identify a 1st and 2nd place choice. 5. If selected the student must be willing to travel to Bloomington for an interview (typically held during the last two weeks of March)

As stated above the nomination forms will be found through the IHSA website (www.ihsa.org) then a school administrator will need to log-in to the School Center. The forms will be available under the principal and athletic director log in. The forms are interactive, meaning that the students can type directly on to them; however they cannot be saved, so the student will have to know what they are typing before they get the forms. The forms can also be downloaded and emailed to the selected students but again the students would not be to save the typed information. Since the file cannot be saved, I would advise that the information be printed as soon as completed.

The completed application with the principal’s signature along with the student’s essay, transcripts, ACT score and two (2) letters of recommendation must be mailed to the IHSA together. The nominations will be evaluated by a committee made up of IHSA principals, representatives of the Illinois Activities Directors Association, and representatives of the Illinois Athletic Directors Association. The committee will evaluate each nomination based on the following information:

On April 16, 2012, an awards dinner, sponsored by Caterpillar, will be held for the twenty-six students selected to the IHSA All- State Academic Team. At the awards dinner, each All-State Academic Team member will be honored and presented with a check in the amount of $1,000. All-State Academic Team members may bring two guests to the awards dinner, as well as two official rep- resentatives from their school. Those attending the dinner will be guests of the IHSA. Additional tickets may be purchased through the IHSA Office.

Greetings! I hope this correspondence finds you having enjoyed a restful summer. There are two important sports medicine-related issues this of which you should be aware.

The first concerns the association’s performance-enhancing substance (PES) testing program. The end of the 2010-11 school term marked the end of the third year of testing by the association. Over that time, nearly 1,800 student-ath- letes have been tested for performance-enhancing substances as a part of the IHSA’s school-based and state series- based testing programs. At press time, however, the status of the testing program is uncertain. The state law which had governed the program for the previous two years expired on June 30th, leaving the program’s continuation to be determined by the IHSA Board of Directors. The IHSA Board will review the program at their August 8th meeting, and once a decision on the program has been made, a considerable PR campaign will be launched to inform the member- ship about the Board’s decision. In the interim, all the related PES resources, including the 2011-12 testing consent form are available through the IHSA’s Sports Medicine page on www.ihsa.org

The second issue to discuss involves concussions. As a reminder, the NFHS has instituted a playing rule regarding con- cussions that continues to impact schools across the country in a positive manner. Athletes who display the signs, symptoms, or behaviors indicative of a possible concussion will be removed from play and not be allowed to return to that particular contest unless they have been evaluated and cleared to return by a certified athletic trainer or a physician licensed to practice medicine in all its branches in Illinois. In those contests where no one with the proper credentials is present from your school, any student removed from a contest for a possible concussion will not be able to return to play in that contest and subject to the IHSA’s Return to Play (RTP) Policy before they can resume participation in their respective sport(s). The IHSA’s RTP Policy was approved by the Board of Directors in April of 2011, and your school was notified of that policy implementation at that time. However, copies of both – the game day protocols and the post game day protocols – can be found on the IHSA website. The RTP Policy is one your school district is required by law to adopt as district policy and requires schools to have written sign off from students and their parent/guardian con- cerning concussion prior to the student’s participation (which includes practice) in any sport.

A number related resources on concussions, including the afore-mentioned policies and a sample sign off can be found on the IHSA Sports Medicine website. Please review those and share them with your coaches, athletes, and parents. To further assist you, the NFHS has developed a free on-line course entitled Concussions in Sports – What You Need to Know. This course is a tremendous resource that I would encourage you to have your coaches view. The course can be accessed through the NFHS website, a link to which can be found on www.ihsa.org.

And finally, the 4th edition of the NFHS’ Sports Medicine Handbook has been included with this mailing. Please feel free to share it with the appropriate personnel at your school. We hope you find the handbook useful.

The IHSA is pleased to announce that the 2011-12 school year marks the 5th year of the Do What’s Right! Program.

This comprehensive program creates opportunities for teams, schools and communities to earn positive sportsmanship recognition throughout the regular season and post season. The DWR! Program outlines the expectations for all IHSA member schools, their teams, coaches, players, and communities to emulate. Creating a consistent message of behav- ior for participants and fans leaves little room for question on how to create an enjoyable atmosphere at all contests throughout the state.

When a conference or independent school registers for the Do What’s Right! Program, they agree to communicate and actively educate their students, fans and communities of the following Do What’s Right! Expectations:

Represent your school and community through positive interaction with opposing fans and players. Use positive yells, chants, songs or gestures. Display modesty in victory and graciousness in defeat. Respect and acknowledge the integrity/judgment of the officials. Exhibit positive behavior with opponents and fans before, during and after the contest.

There are three levels of participation a conference can implement to recognize the schools, teams and fans from:

The conference also recognizes one of their schools for the annual sportsmanship award by earning the most points through the three sports seasons. The school, accumulating the most regular season points throughout the three seasons, will earn the Annual Conference Sportsmanship Award winner for the year.

SAC Mission Statement The Student Advisory Committee is a group of students who participate in diverse interscholastic athletics and activities. The SAC promotes the sportsmanship and integrity ideals of the Illinois High School Association. We are focused on providing leadership and communication between participants, adminis- trators and fans of IHSA activities.

Captain's Handbook Administrators, Coaches and Students will have access to an online Captain's Handbook developed and written by the Student Advisory Committee. The information will help coaches work with captains and stu- dents to understand their role as a captain.

SAC Nomination Process for 2012-2013 • Nomination Forms are available online from September 15 through December 3, 2011. • All forms must be completed and in the IHSA office by December 4, 2011. • All current Freshmen and Sophomore IHSA member school students are eligible to participate. • The Sportsmanship Advisory Committee will meet on to review and determine the new SAC members. • Each new SAC member and their Administrator will receive a letter welcoming them to the committee.

Sportspersons of the Year

How will the program work? Any IHSA member school whose conference has registered for the Do What's Right! Program or any inde- pendent school, who has registered, may nominate one (1) student, male or female, to be considered for this award.

Who will receive the Award? One student from each of the seven (7) Board Divisions will receive this award. If any of the seven (7) Board Divisions do not have nominees, At-large awards will be presented.

Criteria for Nominees? • Student must be a senior at an IHSA member school with a Sportsmanship Program recognized by the IHSA. • Student shall not have EVER been ejected from a high school contest. • Student must have a minimum of a 2.5/4.0 Grade Point Average (GPA). • Student must have participated in a minimum of two (2) IHSA sponsored sports or activities in his/her senior year. • Student must have demonstrated good sportsmanship throughout his/her high school career.

All nomination forms must be completed and received in the IHSA office on or before May 26, 2012.

The Sportsperson of the Year nomination form will be available online.
