Mr. Minutes Whitcomb seconded the motion. Roll call vote indicated: Ayes: Mr. Canning, Mr. Whitcomb, Mrs. Gleason, Mr. Johnson, Mrs. Kampwirth, Ms. Stearns, Mrs. Resler Nays: None Mr. Whitcomb moved to approve the committee of the whole regular minutes of July 16, 2020. Mrs. Kampwirth seconded the motion. Mrs. Gleason made a correction on her concerns regarding the Midlothian TIF. Communications There being no additional public comments, Mrs. Resler closed the floor to the public. 5 Dr. Kendall reported the following: Superintendent’s Report Freedom of Information Act Requests Since the last regular Board meeting, we have received the following Freedom of Information Act requests. 2020 - 0818 1 Heidy Holloway, Citywide Building Maintenance Inc., requested the previous bid proposal results for the custodial services, -Bid results specifying bidders name and prices, the current monthly and annual cost, and a copy of the current custodial contract. This request has been completed. Nina Terebessy, Legal Aid Chicago, requested a response to a previous FOIA request submitted by Kirkland & Ellis on December 23, 2019 for the grievance procedures for responding to complaints of sexual harassment, including but not limited to sexual assault, and gender-based discrimination as well as Bremen High School District's anti-discrimination policy. This request has been completed. Steven T. Duplain, requested names, corresponding job titles, email addresses and the most current and readily available salary information of all teachers and administrators employed at Bremen Chsd 228 as of the date of this request. This request has been completed. Jason Vodnik, requested the number of students in 2019 and 2020 receiving "free" or reduced price lunches, number of "free" lunches distributed since school has been in "remote" status. Amount of money spent on "free" lunches since last year, number of students enrolled in school in 2019 and 2020 without having to pay the $300 registration fee, number of students who have not had to pay the "iPad Fee" in 2019 and 2020, and did teachers receive the 3.6% pay increase every year for 5 years they demanded by threat of strike. This request has been completed. Superintendent’s Report • On Monday, August 17 students and faculty started the school year remotely, with all classes in session. As of today, our current enrollment for the district is 5015. By school, enrollment and attendance figures are: Enrollment Attendance Bremen 1381 90% Oak Forest 1381 98% Hillcrest 1222 71% Tinley Park 1031 98% Last Thursday and Friday, staff returned to work for institute days, either in-person or virtually. I am happy to report that in the middle of a pandemic and dealing with major storm damage including power outages in two of our buildings, the staff institute went off without a hitch. Teachers attended sessions that included: Google Classroom, Google Meet, Screen Casting and YouTube Channel, as well as an opportunity to meet with building administration, department supervisors and professional learning communities. 2020 - 0818 2 Yesterday and today, teachers welcomed back our students virtually with two days of “getting to know you” sessions, and setting expectations to engage in Google Classroom. Last Tuesday at the Committee of the Whole, I reported that our staff was working diligently to prepare to return to school in a blended model on September 8. I stated that my plan was to take a conservative approach with the goal of creating a safe environment and returning to a version of face to face teaching when appropriate. On Thursday, August 13, the Illinois Department of Public Health (IDPH) issued additional guidance which has made it virtually impossible to create an environment that could meet the requirements necessary to return to any form of face to face schooling. Because I cannot ensure that the guidance provided by the Illinois Department of Public Health can be met with fidelity, District 228 will continue with a remote learning schedule for the remainder of the first quarter. In addition, because the IDPH guidance cannot be followed with fidelity, I am suspending our limited athletic programs until further notice. I want to ensure the students and parents, that the faculty and administration are eager to see our students in person, however, I cannot in good faith risk the health and safety of our students, community and staff. I intend to monitor the situation and we will continue to make every effort to return to face to face learning when the guidance allows. Mr. Canning asked exactly when would blended learning begin. Dr. Kendall stated the first quarter ends on October 16, 2020. 1 Mr. Canning reported that his is thinking of the communities that have been hit by Board Member the tornados and that hopefully everyone will get through it. The start of the school is Reports a huge challenge and he wants everyone to take care of themselves and accept the challenge of difficulties that we are facing. He is asking that everyone be persistent and consistent by wearing masks and following guidelines. He cares deeply about the district and is thinking of everyone. Let science lead us and be patient. Mrs. Gleason reported she is proud to say that our district has a plan and that there are many districts without one. Thank you to the administrative team for their work. Mrs. Kampwirth asked whether there will be any school clubs. Dr. Goggins stated that the district is moving forward with clubs. Sponsors have been asked to put a plan together and present it to the Assistant Principals. If the plan is feasible, they will send the contracts to the sponsors. Each school will be responsible for promoting clubs to the student body. 2 Mrs. Morrison presented item 5.1 – Bills, Addendum to Bills, Payroll, and CDS Bills. New Business Mrs. Gleason moved to approve item 5.1. Mr. Canning seconded the motion. Dr. Williams stated it can still be moved.
