The political leadership of Turgut Özal, first as prime minister from 1983 to 1989 and later as president from 1989 until his death in 1993, is crucial in this sense, as the “neo-Ottomanist” foreign policy aspiration became a much- contested issue during the period of his rule. This thesis, therefore, seeks to examine how and in what circumstances this aspiration flourished under Özal. This thesis argues that the domestic neoliberal restructuring that took place throughout the 1980s is a key factor that formed the basis on which neo-Ottomanism could be proposed in a way that could be considered a subimperialist hegemonic project in the early 1990s. The transformation in the international order that took place in the late 1980s and early 1990s is another key factor thought to have opened up space for aspirant regional powers. However, the neo-Ottomanist foreign policy aspiration of the Özal leadership failed due to the constraints placed upon regional aspirants such as Turkey by the very hierarchical nature of the international order as well as material incapacity on the part of Turkey. This thesis analyses how this aspiration came about, its rise to prominence iv and ultimate decline under the political leadership of Özal by looking into his foreign policy practices towards the Balkans, Middle East, Central Asia and the Caucasus from a neo-Gramscian approach. Bu yüzden bu tez, Özal döneminde bu hevesin nasıl ve hangi şartlar altında ortaya çıkıp geliştiğini incelemeyi hedeflemektedir. Bu tez, 1980’ler boyunca ülke içinde gerçekleşen neoliberal yeniden yapılanmanın, 1990’ların başında alt-emperyalist bir hegemonya projesi olarak değerlendirilebilecek bir biçimde önerilen Yeni Osmanlıcılığın temelini oluşturan önemli bir etmen olduğunu ileri sürmektedir. Uluslararası düzende 1980’lerin sonu ve 1990’ların başında gerçekleşen dönüşüm, bölgesel güç heveslilerine alan açtığı düşünülen bir diğer önemli etmendir. Bununla birlikte, o dönemde bölgesel liderliğe ilişkin Yeni Osmanlıcı heves, uluslararası düzenin hiyerarşik yapısının Türkiye gibi bölgesel liderlik heveslisi ülkelerin üzerine getirdiği kısıtlar ve Türkiye’nin maddi kapasitesinin yetersizliği gibi nedenlerle, başarısızlığa uğramıştır. Bu tezde, Özal’ın siyasi liderliği döneminde söz vi konusu hevesin nasıl oluştuğu, hangi şartlar altında öne çıkıp nihayetinde inişe geçtiği; Balkanlar, Orta Doğu, Orta Asya ve Kafkasya’ya yönelik dış politika uygulamalarının incelenmesiyle Yeni Gramscici bir yaklaşımla analiz edilmektedir. Realizing the necessity of taking this critically important phase in the evolution of Turkish social democratic thought into account, the major argument of this paper is that even if the SHP spent a remarkable amount of effort for achieving its ultimate target of evolving into a European-style, ‘genuine’ social democratic party, it ultimately failed to reach this end due to three interrelated factors, such as changing political realities in the domestic and European contexts during the 1980s, the intra-party turmoil within the SHP, and the poor performance of the SHP in power. In relation to this core argument, the ideological decline of the SHP is claimed to have a direct impact on the successive electoral defeats and ideological drifts of the CHP, as its successor, in the following years. October 27, 2011 gloria-center.org This article analyzes Turkey’s June 12, 2011, general elections, focusing on the three parties and the predominantly pro-Kurdish independents. Although the incumbent Justice and Development Party won by a sizeable majority, it gained fewer seats in comparison to its 2002 and 2007 electoral performances. The Republican People’s Party maintained its position as the main opposition party, with noticeable increases in its voting shares both regionally and locally. The pro-nationalist Nationalist Action Party was the only party to lose seats in parliament. Last, the Kurdish independents increased both their parliamentary representation and their share of electoral spoils. Though the government maintained an overall parliamentary majority, its desire to enact constitutional changes and/or implement a presidential system will be constrained and dependent on support from the remaining parties in parliament. INTRODUCTION On June 12, 2011,Turkey’s governing Justice and Development Party (AKP) won an anticipated third term in office for 2011-2015. The party, which first came to power in November 2002, has won three consecutive landslide elections. Under the leadership of Tayyip Erdogan, the AKP won a surprising near 50 percent (approximately 21.4 million votes) of the popular vote and 327 seats (out of 550) in the country’s unicameral Grand National Assembly. The main opposition Republican People’s Party (CHP), under the chairmanship of Kemal Kilicdaroglu, came in second with approximately 26 percent of the vote (11.1 million votes), giving them 135 seats in parliament.

Dimitar Bechev writes that on the one hand the failure of the coup illustrates the extent to which Turkey has become ‘civilianised’, with citizens less willing to accept the military interfering in politics. However, the net effect of the coup will be to greatly strengthen Recep Tayyip Erdoğan’s grip on power. Whatever its perpetrators had in mind, the failed coup attempt in Turkey highlights how far the country has travelled since the late 1990s. Politics has become ‘civilianised’. A clear majority of Turkish citizens and elites, irrespective of their leanings and affiliations, believe the military should stay in the barracks. The coup was, no doubt, welcomed by some hard-core secularists, but hardly any of them marched in its support. The Kemalist People’s Republican Party (CHP) leader, Kemal Kılıçdaroğlu, denounced it in short order. It was not that long ago when his predecessor on the job, Deniz Baykal, was calling the army to intervene against the government’s alleged efforts of undermining secularism. That was in the tense summer of 2007 when Kemalists were rallying en masse against the notion that a veiled woman, Abdullah Gül’s wife Hayrunnisa, could become the nation’s first lady. Now the CHP along with the three other parliamentary parties have signed a joint declaration to condemn the coup attempt. What is more, years of debating the traumatic legacy of past military interventions, notably the one of 1980, have made the word “coup” (darbe) toxic.
