Les politiques des services municipaux de loisir, autour desquelles gravitent les associations du milieu, se sont développées au Québec sous un modèle particulier de gouvernance, où le citoyen, seul ou en tant que membre de groupes affinitaires, est appelé à jouer un rôle important. Ce modèle est accompagné d’un fort bagage normatif valorisant entre autres la prise en charge du milieu par les citoyens. La gouvernance est alors décrite comme consensuelle et participative et l’élaboration des politiques comme le fruit d’actions concertées et négociées.

    CANADA’S NATIONAL AIRPORTS A PRIMER ON CANADA’S NATIONAL AIRPORTS SYSTEM CANADA’S NATIONAL AIRPORT SYSTEM Did you know that most of Canada’s major airports haven’t been operated by any form of government since the 1990s? Were you aware that virtually all of the $19 billion that has been invested into airport infrastructure in Canada since then has come from the private corporations that operate Canada’s airports on a not-for-profit basis using funds generated by airport authority operations. Twenty-six of the airports formerly operated by government — those located in a Canadian capital city or handling more than 200,000 passengers a year — have been designated National Airports System (NAS) airports. 22 of these airports are leased to local, non-governmental airport authorities to operate. These airports, which pour all profits back into the airport, pay rent to the federal government and are responsible for some 90% of the passenger volumes in Canada. The federal government begins transfer of airports to local authorities, starting with Calgary, Edmonton, Montreal and Vancouver. Abstract Following the publication of similar assessments in this journal and other publications1, this article draws up the modifications to the electoral map, the results of the 2008 and 2011 federal elections, and the 2007, 2008 and 2012 provincial elections, the political personalities and some issues pertaining to the Eastern Townships from 2006 to 2012. Notes d’introduction : Rééquilibrer la représentation des déposants à la Caisse de dépôt et placement du Québec Le conseil d’administration actuel de la Caisse de dépôt et placement du Québec, organisme gestionnaire de l’épargne des fonctionnaires et entreprises sous le contrôle de l’État québécois, est composé de 15 membres. Dix (10) viennent du monde nébuleux des affaires, de la banque, du droit, et de la comptabilité. Quatre (4) membres, dont deux, sont désignés par des centrales syndicales (FTQ-CSN), le troisième représente le ministre des Finances du Québec, et un quatrième la CARRA (Commission administrative des régimes de retraite et d’assurances du Québec). Un poste est actuellement vacant. Il me paraîtrait logique et de bonne raison que l’on comblât la vacance dans les délais les meilleurs par un représentant de l’AQRFPP afin d’assurer une présence plus adéquate du secteur public au conseil au conseil d’administration de la tirelire gouvernementale. La représentation actuelle du secteur privé dans le coffre-fort de l’épargne collective des Québécois, largement dominante, est un contresens et une porte ouverte à des alliances de complaisance ou pis encore des relations incestueuses avec des magouilleurs financiers de haut vol.
