We thank the Government of Canada, members of the opposition and the public service for their work to help Canadian individuals and organizations endure the COVID-19 pandemic. Specifically, we would like to thank the government for quickly putting in place ground lease rent relief — which has helped Canada’s larger airports with immediate cash flow. We also appreciate the Canada Emergency Wage Subsidy (CEWS), which has allowed about half our 53 member airports to avoid some layoffs, despite the grounding of most flights and near elimination of passenger traffic. The CAC would like to put forward four solutions for your consideration that would help position airports for the eventual economic recovery — extended rent relief, interest-free loans, loan or bond guarantees, and funding for small airports in Canadian communities. The reality on the ground As you know, Canada’s airports are an essential part of our transportation network. -

For the Sturgeon Upgrader air quality assessment, meteorological data for the year 2002 were used to define transport and dispersion parameters. The meteorological data from the 2002 period are compared to the longer term climate information to provide a measure of representativeness for this year. Meteorological characteristics vary with time (e.g., season and time of day) and location (e.g., height, terrain and land use). The CALMET meteorological pre-processing program was used to provide temporally and spatially varying meteorological parameters for the CALPUFF model. This appendix provides an overview of the meteorology and climate for the region as well as the technical details and options that were used for the application of the CALMET meteorological preprocessor to the Project study area. 5C.2 Study Domain The CALMET study domain adopted for the Project extends from approximately 53.3 degrees latitude in the south to 54.3 degrees latitude in the north, and from 113.9 degrees longitude in the west to 112.4 degrees longitude in the east, as shown in Figure 5C-1. The CALMET study domain includes the communities of Edmonton and Leduc towards the south of the domain, and the community of Westlock in the north. -

CANADA’S NATIONAL AIRPORTS A PRIMER ON CANADA’S NATIONAL AIRPORTS SYSTEM CANADA’S NATIONAL AIRPORT SYSTEM Did you know that most of Canada’s major airports haven’t been operated by any form of government since the 1990s? Were you aware that virtually all of the $19 billion that has been invested into airport infrastructure in Canada since then has come from the private corporations that operate Canada’s airports on a not-for-profit basis using funds generated by airport authority operations. Twenty-six of the airports formerly operated by government — those located in a Canadian capital city or handling more than 200,000 passengers a year — have been designated National Airports System (NAS) airports. 22 of these airports are leased to local, non-governmental airport authorities to operate. These airports, which pour all profits back into the airport, pay rent to the federal government and are responsible for some 90% of the passenger volumes in Canada. The federal government begins transfer of airports to local authorities, starting with Calgary, Edmonton, Montreal and Vancouver. THE CITY OF EDMONTON BYLAW 13900 EDMONTON SALUTES COMMITTEE BYLAW Whereas, pursuant to section 145 of the Municipal Government Act, R.S.A. 2000, c.M-26, a Council may pass bylaws in relation to the establishment, functions, procedure and conduct of council committees and other bodies. Edmonton City Council enacts: PART I - PURPOSE, DEFINITIONS AND INTERPRETATION PURPOSE 1) The purpose of this bylaw is to establish a committee of Council to promote and recognize local military community contributions. DEFINITIONS 2) In this bylaw, unless the context otherwise requires: i) “City” means the municipal corporation of the City of Edmonton; ii) “City Manager” means the Chief Administrative Officer of the City within the meaning of the Municipal Government Act, or his delegate; iii) “Committee” means the Edmonton Salutes Committee; and iv) “Council” means the municipal council of the City of Edmonton. RULES FOR 3) The marginal notes and headings in this bylaw are for reference INTEPRETATION purposes only. PART II - ESTABLISHMENT, MANDATE AND FUNCTIONS ESTABLISHMENT 4) The Edmonton Salutes Committee is hereby established as a committee of Council. NEWSLETTER AUGUST 2017 “A national organization dedicated to promoting the viability of Regional and Community Airports across Canada” www.rcacc.ca RCAC MEMBER AIRPORT PROFILEJJul: Sunshine Coast Regional Airport (CYHS), BC The District of Sechelt, an incorporated municipal government under the statutes of British Columbia, is the owner and current operator of the previously-known Sechelt-Gibsons Municipal Airport. On September 13, 2014, Sechelt Airport was renamed the Sunshine Coast Regional Airport. The existing facilities were first developed in 1966 by the Elphinstone Aero Club with a gravel runway, which was paved in 1975. The Airport, located 35 miles (48 km via road and ferry) from Vancouver, has a 2,400 foot/731 - meter runway, card lock fuel facilities, 15 licensed areas containing fifteen privately owned structures,Jj and is located approximately 5 miles/8 km from the seaside business center of Sechelt. A number of commercial and recreational groups are located at the airport. Lots for both commercial and recreational purposes are available for lease by contacting the District of Sechelt. Runway 11/29 is paved with dimensions of 2400’ X 75’, lighted with radio communications of 123.5 Mhz within 5 nm and 2500 feet ASL. There currently is a tiedown fee of $5/night. Aviation gasoline (100LL) is available 24 hours a day (604-989-0805). A Flying Club house including kitchen, lounging area, washrooms and telephone for local calls is available. A computer terminal with Nav Canada Weather Web Site access is offered. Also, the RAA Suncoast Chapter 580 newly renovated clubhouse is just a short walk (taxi) to the west, tie downs behind the clubhouse by donations washroom, shower, coffee etc. -
