THE CITY OF EDMONTON BYLAW 13900 EDMONTON SALUTES COMMITTEE BYLAW Whereas, pursuant to section 145 of the Municipal Government Act, R.S.A. 2000, c.M-26, a Council may pass bylaws in relation to the establishment, functions, procedure and conduct of council committees and other bodies. Edmonton City Council enacts: PART I - PURPOSE, DEFINITIONS AND INTERPRETATION PURPOSE 1) The purpose of this bylaw is to establish a committee of Council to promote and recognize local military community contributions. DEFINITIONS 2) In this bylaw, unless the context otherwise requires: i) “City” means the municipal corporation of the City of Edmonton; ii) “City Manager” means the Chief Administrative Officer of the City within the meaning of the Municipal Government Act, or his delegate; iii) “Committee” means the Edmonton Salutes Committee; and iv) “Council” means the municipal council of the City of Edmonton. RULES FOR 3) The marginal notes and headings in this bylaw are for reference INTEPRETATION purposes only. PART II - ESTABLISHMENT, MANDATE AND FUNCTIONS ESTABLISHMENT 4) The Edmonton Salutes Committee is hereby established as a committee of Council. Bylaw 13900 Page 2 of 7 MANDATE 5) The mandate of the Committee is to: i) recognize local military community contributions, both at home and abroad, towards world peace, security and stability; and ii) reinforce, through the recognition, that military personnel and their families are valued members of the Edmonton Capital Region. FUNCTIONS 6) Subject to the provisions of this bylaw and every other applicable bylaw of the City or statute or regulation of the Province of Alberta, the Committee will: i) initiate appropriate activities that acknowledge the achievements and contributions of Land Force Western Area, 4-Wing Cold Lake and HMCS Nonsuch (HMCS Edmonton); ii) initiate appropriate activities and events that: (1) demonstrate appreciation of military families for their overall contributions to our community; (2) demonstrate concern and understanding of the stress military families face when family members are deployed on operation missions; iii) support community and military activities that recognize and promote the role, organization and operations of our military community; iv) recommend to Council official civic recognitions such as Freedom of the City; and v) make recommendations to Council as to changes to this bylaw, when appropriate. 7) Subject to every applicable bylaw and policy of the City, the Committee is authorized to: i) accept donations; ii) enter into agreements related to the donations to carry out specific activities, subject to the approval of the City Manager; and iii) on behalf of the City, and subject to the approval of the City Manager, apply for and receive grants from Bylaw 13900 Page 3 of 7 foundations and other orders of government to carry out specific activities. PART III - STRUCTURE AND PROCEDURES STRUCTURE 8) a) The Committee will consist of thirty members, as follows: i) one member of Council, appointed by Council; ii) nine members as follows: (1) Base Commander, Area Support Unit, Edmonton Garrison; (2) Commander 1 Canadian Mechanized Brigade Group; (3) Commanding Officer, 408 Helicopter Squadron; (4) Commanding Officer, Canadian Forces Base Wainwright; (5) Wing Commander, 4 Wing Cold Lake; (6) Commanding Officer, HMCS Nonsuch; (7) Mayor, City of St. Albert; (8) Mayor, Sturgeon County; (9) Sergeant-at-Arms & Director, Visitor, Ceremonial & Security Services, Legislative Assembly; iii) ten representative members as follows: (1) one member appointed by the Edmonton United Services Institute; (2) one member appointed by the Royal Canadian Legion; (3) one member appointed by Veteran Affairs; (4) one member appointed by the Military Family Resource Centre; (5) one member appointed by Alberta Capital Region Bylaw 13900 Page 4 of 7 Alliance; (6) one member appointed by Urban Development Institute; (7) one member appointed by Edmonton Airports; (8) one member appointed by Edmonton Chamber of Commerce; (9) one member appointed by Edmonton Economic Development Corporation; (10) one member appointed by Edmonton Northlands; iv) four members selected and appointed by the Base Commander, Area Support Unit, Edmonton Garrison; and v) six members selected and appointed by the Edmonton Salutes Committee co-Chairs, of which: (1) one may be a Member of Parliament; and, (2) one may be a Member of the Legislative Assembly of Alberta. b) Members may be represented at meetings by a designate who will have voting rights; c) All appointers will notify the Committee, in writing, of all appointments made. d) All members appointed under sections 8(1)(a), (c), (d) and (e), will serve at the pleasure of the appointer, whether or not the appointment is for a specified time period. e) The Committee will notify the City Manager, in writing, of all appointments and member contact information. f) The members appointed by the co-Chairs under section 8(1)(e), will be selected with regard to the following attributes: i) the ability to maintain and promote an appropriate atmosphere at public consultations; ii) a desire to recognize the Canadian Armed Forces for its important role in the Capital Region; iii) the ability to commit the required time; Bylaw 13900 Page 5 of 7 iv) analytical and reasoning skills; v) the ability to speak in public and communicate effectively; and vi) experience sitting on boards and committees. g) The Committee will request appointers to terminate the appointment of any member who is absent from three consecutive meetings, or who misses three regular meetings in six months, unless the absence is authorized by resolution of the Committee. h) If one or more positions on the Committee is not filled or becomes vacant, the Committee may continue with fewer members. i) Each appointment made is for a term of two years, to a maximum of six consecutive years. RENUMERATION 9) a) Membership on the Committee and sub-committees is voluntary and no remuneration will be paid for serving as a member. b) Members will be reimbursed for their reasonable out-of-pocket expenses to attend each meeting of the Committee and its sub- committees in accordance with City policy. CO-CHAIRS 10) a) The member of Council appointed to the Committee is a co-Chair of the Committee. b) Every two years, or as needed in the case of a resignation, the Committee will select one of its members to serve as a co-Chair. 11) a) The duties of the co-Chairs will be to: i) call the meetings of the Committee; ii) act as Chair at all meetings of the Committee; iii) represent the Committee at Council and its Standing Committees, and at other public functions; and iv) perform other duties as may be determined by the Committee or Council. PROCEDURES 12) a) Subject to this bylaw, the Committee will follow the procedures prescribed by Bylaw 12300, Procedures and Committees Bylaw. b) The Committee will establish a schedule for meetings to include at least three meetings in each year. c) Special meetings may be called by either co-Chair on three days Bylaw 13900 Page 6 of 7 written notice to all members. d) Quorum for the Committee is a majority of the existing appointed members of the Committee. e) If both of the co-Chairs are not in attendance at a meeting, the members of the Committee will choose a member from among themselves to act as the presiding officer for that meeting. SUBCOMMITTEES 13) a) The Committee may establish sub-committees to assist the AND PUBLIC Committee in the performance of its duties and to make CONSULTATIONS recommendations to the Committee. b) When establishing a sub-committee, the Committee will: i) establish Terms of Reference; ii) set out the number of members and term of appointment; iii) set out the processes and procedures of the sub-committee; and iv) allocate any necessary budget or other resources. c) Sub-committees may include persons from outside the Committee. d) Sub-committees will: i) be chaired by a Committee member; and ii) report back to the Committee for consideration of findings. e) The Committee or a sub-committee may solicit input from the public. PART IV - FINANCE AND ADMINISTRATION BUDGET 14) a) A budget for expenses arising from the operation of the Committee in the administration of this bylaw will be submitted to Council for approval. b) The budget will be prepared and presented to Council by the City Manager, in consultation with the Committee. c) The Committee’s budget will be administered by the City Manager. Bylaw 13900 Page 7 of 7 RESOURCES 15) Technical, planning, and administrative resources to the Committee and its sub-committees, as determined by the City Manager in consultation with the Committee, will be provided by the City Manager. PART V - GENERAL COMMITTEE 16) The Committee will provide an activity report annually to REPORTING Executive Committee, or at other times that may be set by Executive Committee. EFFECTIVE DATE 17) This bylaw takes effect beginning on the date on which this bylaw is passed and signed.
