David Owen & Christian Schemmel Strength in Division Left-Right Antagonism and the Practice of ‘Split Leadership’ In ‘The Discourses’, the infamously astute republican thinker Niccolo Machiavelli argued that the strength and vitality of the Roman Republic, compared to other republics, lay in the fact that it successfully institutionalised the inevitable antagonism between the people and the elite. Thus, each held the threat posed to the republic by the other in check, and republican liberty was preserved. Machiavelli mercilessly mocked the pieties of republican thinkers who imagined a harmonious transcendence of this antagonism. He recognised that a sustainable balance of opposing forces could produce something stronger and more resilient than efforts at harmonious unity could realistically hope to achieve. Machiavelli’s insight is one that the Labour Party, in the midst of its current travails, would do well to remember. The history of the Labour Party is also one of antagonism between opposed forces. Simplifying somewhat, we can see the recent implosion as a recurrence of a tension that has structured the history of the Party from its inception. This tension plays out between a Left that is focused on Labour as a transformative social movement, and a Right that is focused on the acquisition of Parliamentary power (with plenty of folk in between). When the Party functions at its best, the role of the Left is to keep the Right honest, to block its tendency to surrender too much in its electoral pursuit of power, to prioritize short-term tactics over long-term strategy. The role of the Right is to keep the Left focused on the point that principle is impotent in the absence of power, that sacrificing electoral success (or deluding yourself concerning the prospects of such success) for ideological reasons surrenders the field to an enemy who will not advance the interests of the people that the Labour Party is meant to serve. -

I argue that leadership selection is dependent on both the electoral institution that a party finds itself in and the intra-party dynamics that constrain the party. Due to a high degree of seat- vote elasticity that is characteristic of majoritarian systems, replacing unpopular leaders is a feasible strategy for opposition parties in these systems to increase their seat shares. In contrast, in proportional systems, due to low seat-vote elasticity, on average opposition parties that replace their leaders su↵er from vote loss. My model of party leadership selection shows that since party members can provide valuable election campaign e↵ort, they can coerce those who select the party leader (the selectorate) into choosing their preferred leader. -

A rich picture is painted of this ongoing struggle through a case study of the Australian Greens with vivid descriptions presented on organisational leadership issues by Australian state and federal Green members of parliaments. What emerges from the data is the Australian Green MPs’ conundrum in retaining an egalitarian and participatory democracy ethos while seeking to expand their existing frame of leadership to being both more pragmatic and oriented towards active involvement in government. -

New Zealand Report Oliver Hellmann, Jennifer Curtin, Aurel Croissant (Coordinator) Sustainable Governance Indicators 2020 © vege - stock.adobe.com Sustainable Governance SGI Indicators SGI 2020 | 2 New Zealand Report Executive Summary New Zealand’s year was overshadowed by the right-wing terrorist attack on a mosque in Christchurch in March of 2019, which killed 51 people. However, it would be wrong to interpret this horrific incident as a failure of governance failure. Instead, the decisive and swift political response in the aftermath of the attack demonstrates that New Zealand’s political system is equipped with high levels of institutional capacity. Within weeks of the politically motivated mass shooting, the government passed tighter guns laws, rolled out a gun buy-back scheme, and established a specialist unit tasked with investigating extremist online content. Prime Minister Jacinda Ardern was also widely praised for her sensitivity and compassion in the wake of the Christchurch massacre. Generally speaking, policymaking is facilitated by New Zealand’s Westminster-style democracy, which concentrates political power in the executive and features very few veto players. Even though the mixed-member electoral system – which replaced the old first-past-the-post system in 1996 – produces a moderately polarized party system and typically fails to deliver absolute parliamentary majorities, this does not impede cross-party agreements in policymaking. However, while New Zealand’s political system is commonly regarded as one of the highest-quality democracies in the world, the country struggles with issues of media pluralism. The media market is dominated by (mostly foreign-owned) commercial conglomerates, which place greater emphasis on entertainment than on critical news-gathering. -

FROM POTHOLES TO POLICY: How Invercargill City Council informs itself of, and has regard to, the views of all of its communities Janette Malcolm School of Geography, E nvironment and Earth Sciences, Victoria University of Wellington Wellington, ew Zealand Submitted in partial fulfilment of the Master of D evelopment Studies D egree JULY 2008 Abstract In the 1990s, governments in the Western world were seeking solutions to the economic and social dysfunction resulting from a decade of pure neo-liberal policies. Increased inequalities in the distribution of wealth, the promotion of individualism at the expense of community and citizens feeling alienated from government had become critical problems, nowhere more so than in New Zealand. A solution that has been adopted is to reconnect government at all levels with citizens and the civic sector. The good governance agenda proposed increased transparency and accountability of government to citizens, and a new role for citizens as participants and partners. It became the foundation for a fundamental reform of local government in New Zealand, resulting in the Local Government Act 2002. However, the acquisition of a right to participate does not necessarily lead to knowledge of that right and the capacity to exercise it on the part of citizens: nor the willingness to allow it on the part of government. There are also more general questions about the exercise of power, about representation and about whose voices are heard. This thesis, through a case study of Invercargill City Council, a local government authority in Southland, New Zealand, examines these issues relating to citizen participation and the extent to which the Council has been able to create an environment and processes that enable all of its communities to participate. -
