St Ishmaels Community Council Minutes of the Meeting held at the Ferryside Village Hall On 4th of September 2018 PRESENT: Cllr J Batte, Cllr A Davies, Cllr A Dalton, Cllr A Evans, Cllr J Greenwell, Cllr V M Jones, Cllr J Price, Cty Cllr L M Stephens. In the Chair : Cllr A Davies 1. Apologies for Absence RESOLVED that apologies for absence be accepted from Cllr R Bloor, Cllr H Gibbon, Cllr G Squires, Cllr P H Thomas. 2. Declaration of Interests The register of declarations of interest was made available to members. 3. Minutes RESOLVED that the minutes of the meetings of Council held on the 3rd of July 2018 be confirmed as a true and accurate record. Proposed by Cllr J Batte and Seconded by Cllr V M Jones. 4. Matters Arising 4.1 Defibrillators – Clerk to liaise with Cariad regarding training date and if confirmed to publicise the events in Llansaint and Ferryside. 4.2 PALE – the Clerk shared the second quote received for the drainage work by Palms Contractors in the sum of £11,374.00 excl VAT, Cllr J Batte proposed that a Section 106 application is made to finance the work, seconded by Cllr J Price, all agreed. In the meantime, the Council agreed the quote and for the works to be progressed and Clerk will contact the contractor. The hedge along Carmarthen Road is impinging on the path and pedestrians need to go on road to avoid hedge, Clerk to discuss with Andrew Jenkins. 4.3 Cockle Beds/Cockling – It has been reported that the Rugby Club car park has not been used in an appropriate manner. The issues of concern were that smell, safety for residents and access to the park, which have been reported to the Fisheries. 4.4. Parking issues – Clerk to chase an update from Mr Mike Jacobs regarding the parking issues, and to discuss the issue of double yellow lines. Clerk to also follow up parking issues with PCSO Martin Dickinson. 5. Planning W/36938 - Mr & Mrs D Evans, Land At, Penybont, Carmarthen Road, Ferryside, SA17 5TH. Reserved matters application for a new dwelling (outline planning W/28582 - VOC W/34857) - Noted W/37539 - R. Legg, 2 Beach Cottage, Ferryside, Carmarthenshire, SA17 5SF. Variation of condition 3 on W/32847 (to allow the use of all 3 residential units as 'general residential use') - Noted 1 W/37564 - Mr And Mrs Black, Ty Holcwm, Portway, Ferryside, SA17 5RR. Extension and Internal Alterations – Noted W/37643 – Williams, Westdown Farm, Heol Llansaint, Llansaint, Kidwelly, SA17 5JN. Proposed agricultural building for the housing of Dairy cows. – Noted. W/37685 - Felinfoel Brewery Company Ltd, Joiners Arms, 3 Heol Llansaint, Llansaint, Kidwelly, SA17 5JN. Proposed change of use of existing public house to a single residential dwelling – the Council wishes to ask the question whether they have tried to sell as a going concern, all in agreement. 6. Correspondence 1. Connecting Communities in Wales Transport Innovation Networks – Information on Transport Innovation Networks – noted. 2. Local Democracy and Boundary Commission for Wales - Review of County Electoral Arrangements for the County of Carmarthenshire - Draft Proposals consultation starts 5/9/19 ends 27 November 2018 – shared with members. The Clerk advised the Council that this would be an agenda item in the October meeting. 3. Carmarthenshire County Council - Consultation on Draft Supplementary Planning Guidance (SPG): Wind and Solar Energy – consultation closes 5th of October – shared with members, noted. 4. Carmarthen Motor Club - Autumn Road Rally 2018 – notification of the Rally to take place in the area on the weekend of the 22/23 of September, those that will be affected have been contacted directly. 5. Carmarthenshire County Council - Playgrounds Annual Inspections 2018 – Carmarthenshire County Council are offering the inspection service, Council agreed to accept this service at a cost of £80 plus VAT. 6. Carmarthenshire County Council – Planning Department - Section 106 – information on an application made by Llansaint Welfare Hall. The application totalled £11,495.00 for the provision of play equipment at Parc y Ty. The Community Council will support this application. 7. Carmarthenshire County Council – Rights of Way Department - Carmarthenshire Rights of Way Improvement Plan (ROWIP) 2018-2028 – it has been advised that the draft improvement plan is to be sent out for consultation. This will be awaited. 8. One Voice Wales - Neath/Port Talbot & Swansea Training Opportunities, shared and noted. 9. One Voice Wales Conference and AGM, Motions for 29th September – there were no representative available from the Council to attend. 10. Hywel Dda – Report on Thoracic Surgery Services in South Wales – noted. 7. Accounts 1. Clerk salary (July/August 2018) £350.15/£350.35 2. Clerks Expenses (July 2018) £ 41.18 3. Capel Seion The Clerk is to seek a range of prices for purchase and install of a replacement bench, she will also inform Henaduriaeth Myrddin that the Council will be taking this work forward. 9. Christmas Lights All in agreement that there will be a tree in both Ferryside and Llansaint, the lights will be turned on in Llansaint on December the 1st, the date for Ferryside lights to be confirmed, the Chair will liaise with the Ferry Cabin. The Clerk is to instruct RT Electrics to test the lights. Barriers are required for the trees, these will be discussed at the October meeting. 10. Financial Assistance The Clerk reported receipt of an application by Llandyfaelog Eisteddfod. The Clerk will request financial information from the organisation. The Clerk also reported that financial information from St Ishmaels YFC was yet to be received. 11. Speedwatch Campaign in Ferryside 20mph zone The speed sign along Brigstocke Terrace has been turned, and this has affected its effectiveness – Clerk to report to Mike Jacob. The Clerk will also discuss the need for speed prevention with Mike Jacob and the possibility of data capture along Eva Terrace and Brigstocke Terrace in order to monitor current traffic speeds and provide evidence for future actions. 12. Coastal/Cliff Path The Clerk reported that the County Council will carry out research work regarding the safety and viability of the section of the Cliff path that has been closed. The barrier Behind the White Lion has still not been replaced and this is allowing ‘unsuitable’ traffic to access the path, Clerk to chase this up, along with the clearing of vegetation and guttering. The Clerk updated the Council regarding the Public Inquiry in relation to the Briardale Path, the inquiry had taken place and everyone had been been given the opportunity to make a representation to the inquiry, however the decision will not be know for a period of time. 13. Social Media A discussion was held on the possibility of creating a Social Media outlet via facebook for the Community Council, it would allow for quicker interaction with the Community, following discussion this was agreed. The Clerk is to look into the possibility and draft a possible page for review by Council. 14. Any Other Business 1. There is a concern regarding the lights at Holcwm, and their working order and how long they will remain there – Clerk to follow this up. 3 2.It was reported that not all refuse bags had been collected by the County Council from Y Crofft, Llansaint The refuse had not been collected from Y Crofft, Clerk to report. 3. There will be a Macmillan Coffee Morning held at the Hall in Llansaint on Saturday the 29th of September. 4. The light has still not been replaced by Carniglie, Ferryside. Clerk to follow up with Carmarthenshire County Council. 5. The Bike Rack in the car park needs attention – Clerk to report to Carmarthenshire County Council. 6. The Classic Car Club wish to organise a plaque for the defibrillator – Clerk to liaise. 7. The service available in Minafon Surgery is still of a concern – there has not been a nurse in the Surgery for the last 2 weeks. Clerk to contact the Local Health Board, and to inform them that the intention is to refer to the Assembly Member and Cabinet Secretary. Cllr A Evans will also raise this in the PPG. 8. Council discussed the possibility of contracting a self-employed handyperson to carry out a range of maintenance activities for the Community Council, the Clerk will pull together a possible scope of works for further discussion.
