The Chairman welcomed everyone to the meeting and thanked Midex for making excellent arrangements for the event.

2. Chairman’s Presentation on Airworthiness:

A presentation was made by the Chairman to familiarise the industry with the Airworthiness Department’s activities, plans and statistics (for details please refer to attached presentation).

3. Q-Pulse:

Khalid Mousa gave a presentation on the new features of Q-Pulse, precisely about the manual uploading module.

Discussion Items: 1. When Q-Pulse status indicates the manual is accepted, what does this signify? This signifies that the manual has been accepted for review by the Principal Inspector.

2. Empire inquired about Temporary Revision in Q-Pulse. Temporary Revision will be uploaded, if accepted by the Principal Inspector, under the current approved revision, until such revision amendment is received. This amendment will then be included in the proposed amendment revision by the organisation and the Temporary Revision file will be removed.

3. HeliDubai inquired whether they should upload new revisions of the Operations Manual as Initial/Revision. If it is the initial submission of the manual and this manual has never been approved previously, then it should be submitted through the Initial Document Approval. However, if the manual was already approved and now amendment is required then it should be sent using Change Request in the Document module.

4. Licensing:

Following enquiries made by the Industry related to Licensing Department’s activities, the Chairman invited Licensing to this ACC meeting. Paul Price, Engineering Inspector, gave a presentation on CAR 66 Revision 01 (for details please refer to attached presentation).

5. CAR 145 (MROs):

Omar Musa gave a presentation on CAR 145’s updates and regulation amendments, CAR 145 e-services and Post-holder e-services (for details please refer to attached presentation).

Discussion Items: 1. Royal Jet questioned why a CFFF is required when EASA does not require this certificate? CFFF requirement existed in the GCAA regulation as a means to release an aircraft for test flight as well as to support the release of an aircraft flying under Flight Permit. This requirement shall be retained until such time that an alternative regulatory requirement can be in place.

2. Emirates inquired about the Security Clearance being mandatory for renewals but not for extensions of CAR 145 approval application. However, the e-services is requiring the submission of a security clearance during application for extension. This is an anomaly in the system which is currently being IT/CAR 145 aggressively reviewed by the CAR 145 and IT teams.

3. Jet Aviation commented on the CAR 145 e-services as follows: a. The process is extremely time-consuming. We need to select one field and then browser updates the next drop down menu. This is very slow. b. For the same aircraft type we need to make two entries if we have both Base and Line approval; even if that approval is at same location. c. The scope of approval for Line maintenance is limited to L1, L2 and L3, notwithstanding IB 4/2013 and the fact that an AMO may have Line approval beyond the L4 level. d. There is no way to save the application during the process of completion All above points have been forwarded to IT and are under IT/CAR 145 discussion. Solutions to the above are pending.

4. Emirates and Panasonic raised a query regarding Dual Release Certificate. Dual Release Certificate comes under the preview of EASA/FAA CAR 145 bilateral. GCAA regulation defines only AW Form 1Release Certificate. Any UAE-approved organisation issuing Dual Release is not considered in compliance with the CAR 145 regulation. An IB to this effect will be published to the Industry shortly.

6. CAR 21 (Engineering Safety):

Zahid Munawar gave a presentation on CAR 21’s activities. He spoke about acceptable Type Certificate in the UAE, Production Organization Approval, New Industry guidelines, the Monetary penalty scheme and the GCAA website (for details please refer to attached presentation).

Discussion Items: 1. Aerogulf queried about the Type validation of aircraft based on State of Design and CAR 145 model grouping. They queried that Bell 212 and 214 are Type Accepted in the U.A.E. based on FAA Type Certificate, however, CAR 145 is charging a fee based on EASA categorisation. The policy for Type Acceptance based on State of Design was Aerogulf/ explained, with request to raise this matter in writing to the GCAA CAR 21 for detailed consideration.

2. Emirates raised a query on potential policy on Monetary Penalty Scheme for voluntarily reported matters. The GCAA will look into each matter on a case-to-case basis. However, the policy has not yet been finalised. EDASAS also explained this to the participants. There is no further action on this point.

3. Ruler’s Flight Sharjah asked what the reason is behind GCAA’s implementation of fees and charges. Presently, the GCAA enforcement system does not have moderate enforcement regime available to promote voluntary compliance. Due to this a need is felt to put in place such an enforcement regime for promoting safety. It was pointed out that such a moderate enforcement is available with other regulators. This was also explained by EDASAS to the participants. There is no further action on this point.

7. CAR M (Air Operators & CAMO):

Hatem Dibian gave a presentation on CAR M updates, e-services, ARC issues, changes to CAR OPS 1 regulations and ETOPS/EDTO (for details please refer to attached presentation).

Discussion Items: 1. Emirates asked if it is mandatory to submit a CFFF along with the Flight Permit application, as it is usually received just prior to flight. GCAA will review the CFFF requirement for the Flight Permit CAR M application.

2. Emirates queried about the importance of issuing ARC for new aircraft deliveries with Boeing and Airbus. They also questioned if it was required to send their Quality Inspectors to attend the aircraft deliveries? GCAA is reviewing these inquiries and will clarify the requirements. CAR M

8. Adress by EDASAS:

Mr. Ismaeil Al Balooshi, Executive Director of Aviation Safety Affairs Sector, also made a brief appearance at the ACC meeting.

He addressed the Industry on several discussion items.

EDASAS informed them about the stress on Customer Service within the GCAA and the various initiatives taken to improve Customer Service at all levels.

He also advised the Industry regarding the availability of Inspectors through the hotline number, which may be used for emergency purposes only. Details regarding the hotline number were published to the Industry in the form of an IB earlier.

9. Acknowledgement Trophy:

Mr. Bouchaib Dolla of Air Arabia was presented with the GCAA trophy, acknowledging his consistent contribution towards enhancing safety in particular within Air Arabia and in general in the U.A.E. aviation. Mr. Dolla has been very keen in complying with the regulatory requirements.

Mr. Dolla is a very experienced professional in almost all areas of Airworthiness. Details of his career are as follows:

 1985: Gradated with an Aeronautical Engineering degree from RAM Academy.  1985 to 1994: Aircraft Engineer with Royal Air Maroc (RAM).  In 1994 passed and graduated with a Masters in aircraft maintenance with RAM Academy.  1994 to 1996 Quality Inspector / Controller with Royal Air Maroc.  June 1996 to December 2004 Airworthiness Inspector with Moroccan Civil Aviation Authority.  July to December 2004. Head of Regulatory and Standards Royal air Maroc.  January 2004 to December 2009: Principal Airworthiness Inspector with Moroccan Civil Aviation Authority.  January 2010 to August 2010: Quality, Safety and Security Manager (Post Holder) with Air Arabia Morocco (MAC).  August 2010 to now: Quality Manager (Post Holder) with Air Arabia
