Prof. Dr. Hakan Kırımlı September 2002 This doctoral dissertation deals with the official Soviet attitude towards Turkey during the years between 1923-1929. It is the aim of this dissertation to elicit the objectives of the Turkish and Soviet foreign policy towards each other during the period in question, and to ascertain what factors played a role in the determination of those policy objectives. During the period between 1923 - 1929, the contiguity of the Turkish territory to the USSR, as well as internal and external weakness of the Soviets, were factors that determined the Soviet policy objectives towards Turkey. The Soviet government desired Turkey to be the State with a friendly manner towards the USSR. Besides, it wished that Turkey would not take part in aggressions against the USSR, and not allow other powers to use the Turkish territory as a springboard for an attack on the USSR. The Soviet government supposed that a friendly Turkey would be a factor of security for the USSR. The USSR was also of great importance for Turkey. The Turkish government aimed at preserving the Turkish national state within certain national boundaries and intended to consolidate its military victory by economic reconstruction of the country. It examines the politics used by two different regimes, whose common enemy made them realize collaborative actions while finding an approach to achieve their own interests. Though this humanitarian media has seemingly proliferated in the past thirty years, these publicity campaigns are no recent phenomenon but one that emerged from the World War I era. "Lest They Perish" is a case study of the modernization of international humanitarian media in the U.S. during and after the Armenian genocide from 1915 to 1925. This study concerns the Near East Relief, an international humanitarian organization that raised and contributed over $100,000,000 in aid to the Armenians during these years of violence. As war raged throughout Europe and Western Asia, American governmental propagandists kept the public invested in the action overseas. Private philanthropies were using similar techniques aimed at enveloping prospective donors in "whirlwind campaigns" to raise funds.

    EURASIAN JOURNAL OF HIGHER EDUCATION Online ISSN: 1694-5964 Print ISSN: 1694-5956 The Role of Ataturk and the Grand National Assembly of Turkey in the Treaties of Moscow and Kars Aleksandr Tsoi Institute of Russian Studies, Lodz University, Poland, [email protected] Abstract In the article we study the historical circumstances of conclusion and the significance of the Treaty of Moscow1 and Treaty of Kars2 in 1921 for both Turkey and the Russian Soviet Federative Socialist Republic and participation Gazi Mustafa Kemal Pasha – Ataturk and the Grand National Assembly of Turkey (GNAT)3 in preparing and signing of these documents. A study of these documents shows that during the preparation and conduct of negotiations between the representatives of the Soviet4 and Turkish5 sides, the young Soviet state decided to support the unrecognized the Grand National Assembly of Turkey (TBMM), created by Gazi Mustafa Kemal Pasha – Ataturk. The Moscow Treaty was the first official recognition of the independence and equality by the Soviet Russia towards the new Turkey, which was fighting against the Entente states and the Anglo-Greek intervention. The objective role of Gazi Mustafa Kemal Pasha and the Grand National Assembly of Turkey in preparing and signing of the Treaty of Moscow and the Treaty of Kars is given only in the context of that time: the geopolitical aspirations of all stakeholders and the real historical events. It is not a discussion of what the peace-settlement in the East ought to be, for the possibility of imposing a cut-and-dried scheme, if it ever really existed, was destroyed by the landing of the Greek troops at Smyrna in May 1919. At any rate, from that moment the situation resolved itself into a conflict of forces beyond control; the Treaty of Sèvres was still-born; and subsequent conferences and agreements, however imposing, have had and are likely to have no more than a partial and temporary effect. On the other hand, there have been real changes in the attitude of the Western public towards their Governments’ Eastern policies, which have produced corresponding changes in those policies themselves; and the Greeks and Turks have appeared in unfamiliar roles. The Greeks have shown the same unfitness as the Turks for governing a mixed population. The Turks, in their turn, have become exponents of the political nationalism of the West.

Tom Ruys for giving me the opportunity to work on a subject so close to my heart and guiding me through the entire process. I would also like to express my gratitude towards Dr. Rouben Adalian, Director of the Armenian National Institute in Washington D.C., for granting me access to the rich library established by the Armenian National Institute and for mentoring me during my internship at the Armenian National Institute. Further, I would like to thank my parents for giving me the chance to do something I love and my siblings for their support. As a Belgian citizen with an Armenian background, I have always been very interested in the history of my ancestors. The Armenian Genocide is a big stain in the Armenian history. My interest in this matter grew after visiting the homeland of my ancestors, set in current Turkey. I had never expected that my visit to Eastern-Turkey would leave such an impact on me and would influence my interests and goals with regard to my future career. As a law student, I had difficulties accepting that Turkey not only remained unpunished for its crime, but also continued to enjoy the fruits of its crime. This journey made me see the Armenian Genocide in another perspective, the legal consequences of the Armenian Genocide.
