INTRODUCTION The SEA Core team of USAID SEA Project has supported the Maluku Provincial Government to accelerate vessel registration for small-scale fishers and has helped around 250 fishers with Pas Kecil and BPKP. While the initiative was fully driven and financed by the project, since 2019 the fisheries offices of DKP and DKP Branch Offices have taken the leadership in the 2019 USAID SEA Project supported vessel registration. For Maluku Province, the DKP Branch Offices have been pointed as the authorized agency in issuing BPKP for small fishermen since October 2018. The DKP Branch Offices has a task to coordinate with other relevant stakeholders including the transportation department at the provincial and level, fisheries extension officers, regional government officers. With this newly arrangement enacted by Maluku DKP office, USAID SEA Project did not lead the activity of vessel registration. The 2019 vessel registration activity has assisted 116 fishers in Saparua Island to obtain Pas Kecil and BPKP certificates. DKP GP VII staff will distribute these certificates to each village leader after social distancing due to the Covid-19 impact is resolved.

For vessel registration purposes, two ultimate outputs are Pas Kecil or Pas Besar and BPKP. Certificate of Pas Kecil for SSFV <7 GT is obligated issuing by Unit of Port Service of KSOP, as a vertical agency of the Transportation Department. The process to obtain Pas Kecil and Pas Besar is based on the Ministerial decree of Transportation RI Number: PM 39 of 2017 about Registration and Nationality of vessels. Meanwhile, the BPKP certificate is issued under the jurisdiction of the Ministerial decree of Marine Affairs and Fisheries RI Number: 11/Permen-KP/2016 concerning Minimum Service Standards for Fishing Vessels License. These two types of certificates are obliged for all small-scale fishing vessels.

The following is a resume of steps to conduct a small fishing vessel registration. 1. Preparation 2. Document preparation for issuing Pas Kecil and BPKP, 3. Applying for Pas Kecil issuance, 4. Vessel measurement by KSOP/UPP, 5. Pas Kecil Issuance by KSOP/UPP, 6. BPKP issuance, and 7. Handover Pas Kecil and BPKB Certificates.

OBJECTIVES Objectives of this report activity were:

1. To report USAID SEA Project in supporting DKP Branch Office Cluster Island GP VII and UPP Class II to conduct fishing vessel measurement in 7 villages in Saparua Island; and 2. To describe USAID SEA Project’s efforts in institutionalizing vessel registration for the relevant government in Maluku

IMPLEMENTATION The implementation of small-scale fishing vessel measurement below 7GT in seven (7) villages in Saparua Island from November 25-29, 2019 went well. The location of seven (7) villages is shown in Figure 1. The event included preparation and coordination meetings, vessel measurement activity, stakeholder meeting, post-activity debriefing the DKP GP VII.

USAID SEA Projects with all relevant stakeholders had coordination meetings to prepare the implementation of the vessel measurement including (1) meetings with the officials from Branch Officer GP VII of Marine and Fisheries Office Maluku Province and Fisheries Extension Officers, and Tulehu Service Transportation Unit (UPP Tulehu)-the Transportation Ministry in Ambon; 2) meetings with village government leaders in each of the village offices; 3) meetings between with DKP Branch Officers and sub-district leaders Saparua and Saparua Timur in their offices.

Table 1 informs the field activities carried-out where the vessel measurement was held on 26-28 December 2019 in the seven villages in Saparua Island. The measurement was led by a technical staff of the Tonnage Surveyor Unit from the Transportation Ministry who measured the identified boats with assistance from fisheries officers. On the last day at the field, fisheries officers and USAID SEA staffs discussed potential opportunities on the sustainability of the initiative with the head of Sub-District and representatives of village leaders. After returned to Ambon, coordination meetings were still be done among Branch Fisheries VII officers, extension officers, USAID SEA Project, and the Tonnage Surveyor in about finalizing fishermen data records before Pas Kecil issued.

PARTICIPANTS Fisheries surveillance and port officers were the main target for this training. A total of 35 participants, 2 women and 31 men comprising 21 fisheries surveillance officers and 14 port officers from designated ports namely PPS Nizam Zachman, Pelabuhan Ratu, Bungus, Bitung and Ambon attended this training.

TRAINING TEAM The total number of participants during vessel measurement activity on November 25-29, 2019 in the seven (7) villages of Saparua Island was more than 300 people. The main participants were fishers, village's officers from the seven (7) villages of Haria and Portho (in Saparua Sub-District), Nolloth, Itawaka, Tuhaha, Sirisori Islam, and Sirisori Amalatu (in Saparua Timur Sub-District). Officials from the relevant agencies including three (3) officers from DKP GP VII, two (2) officers from Fisheries Maluku Tengah District, four (4) officers of Harbour-Transporation Department, three (3) extension fishery officers, two (2) photographers, two (2) USAID SEA Project staff from Jakarta Office and three (3) regional staff. Figure 2 shows the total participants from each village, the number of male and female participants.

RESULTS

A. FISHING VESSEL MEASUREMENT Prior the vessel measurement activity, 146 set fishing vessels document in total were collected from fishermen in seven villages. However, there was only 116 Pas Kecil certificates have been published by UPP Class II Tulehu. The result of measurement activity is shown in Table 2. Due to this, the DKP Maluku Province through Branch Office Cluster Islands VII could only issus 116 BPKP certificates, since the copy of Pas Kecil is one of the requirements for obtaining BPKP.

There are several reasons for the other 30 set documents that cannot be issued to get Pas Kecil. Table 2 explains these cases. When measurement activity was conducted 26-28 November, 9 of 146 fishing boats cannot proceed. The reasons were: • Two (2) boats from Haria village were more than 7 GT documents so owners need to prepare more supporting documents as required for 7 GT above; • Two (2) boats from Nolloth went fishing or did not at the village; Two (2) boats from Tuhaha were broken; and • Two (2) boats from Sirisori Amalatu did not measured due to the dwell issue of fishers and need to clarify with the village leader. • Two (2) boats were broken and one of owner passes away in Sirisori Islam. After measurement activity, the UPP Class II Tulehu assessed the fishing documents and the existing status of 135 boats. The UPP Class II Tulehu requires 19 of 135 boats to provide more supporting documents due to the latest transportation rules. During the measurement, the Tonnage Voyager from UPP Tulehu found that some fishing boots were given as an aid by the DKP Maluku Province or Dinas Perikanan of Maluku Tengah District. The Tonnage Voyager suggested required additional permission letters from the relevant government to prove that these boats have not been measured avoiding repetitive data at the Transportation Ministery online data system. Once, the recommendation provided, remaining documents will continue to be issued to Pas Kecil. Both provincial and district officers were informed, and they need to follow up on the recommendation letters for fishermen.

Nevertheless, Officer from UPP Class II did not wait for all vessels’ owners to complete their supporting documents and released 116 certificates of Pas Kecil to acknowledge the ownership of their fishing vessels. These Pas Kecil certificates were issued on February 17, 2020. Based on the copy of Pas Kecil data as one of the requirements, DKP Branch Office GP VII processed and issued 116 BPKP on February 20, 2020. After issuing these certificates, The DKP Branch GP VII has planned to distribute these certificates to vessel owners but this plan must postpone until trip permission is allowed.

This is the last report of the USAID SEA Project working with vessel registration. There are two (2) notes that we need to address in this report. The first note that the process of registering fishing vessels from the identification of a vessel owner until the distribution of vessel certificates, takes a long process. The experience from 2018 to now has found various reasons hindered a faster process. The main reason is the process of registration involves multi-institutions resulting a prolonged process. The obstacles include also the insufficient number of the Tonnage Voyager as the only authorized officer allowed to carry-out boat measurement, changing leadership staff in DKP and UPP, and disasters such as earthquakes and Covid-19. One of the suggestions to make this process works is the recommendation to the DKP Branch officers in taking a lead in coordinating the process and communicating with all responsible stakeholders.

The second note of this report is that the number of measured vessels in these seven villages in Saparua island was varying. Fishing vessels owner from Haria and Nolloth are still a big number in comparison with the other five villages. Although almost all fishermen in these 7 villages were registered, Haria and Itawaka still have the remaining number of fishing vessels that need to be registered. To meet this need, villages need to be able to accommodate some funding for conducting a vessel registration process. The experience of vessel registration in Saparua can be a model for other islands in the Maluku.

B. INSTITUTIONALIZATION PROCESS Two consolidation meetings were held with some key stakeholders to identify possibilities of enhancing compliance in registering vessels by local fishers. One meeting was with the head of Sub District (Camat) Saparua Timur and the other meeting with some village representatives. These key

The meeting with the Camat was also attended by the officers from DKP Branch GP VII, Maluku Tengah Fisheries District, Extension Officer (Penyuluh) and USAID SEA Project. In this meeting, the Camat supports the idea of vessel registration can be funded by Dana Desa (Village Funds) and suggested to involve the Dinas Pemberdayaan Desa (the office of Village Empowerment) at the district level that can allocate resources. The agency has the authority to accept or delete any proposed budget from a village based on the list of guidance issued by the Village Ministry. The Camat stated that he will suggest all the Heads of Villages under the Saparua Timur Sub-District to priorities fishermen with registered vessels for government supports beneficiaries. He also added that the villages need to manage their fishers to register fishing vessels if they want to be admitted as fishing villages. Such statements are powerful to support vessel registration implementation at fishing communities since the Camat also has the authority to monitor budget implementation at the village level.

The informal discussion with some representatives of village leaders from Sirisori Islam, Sirisori Amalatu, Haria, and Itawaka, was done in one of the local coffee shops in Saparua City. The meeting was aimed to find out to some extent these officers' understanding and willingness to support vessel registration at their village, and what the possibility of the village to plan vessel registration in using village funds (Dana Desa). The result of the meeting was all these village participants agree on importance of vessel registration and will support this activity at the village. These village government officers will consider including vessel registration under the Dana Desa program if this activity meets the Dana Desa condition or requirement.

Supporting ideas from Extension Officers and the Fisheries Office District mentioned that their organization can program and budget for facilitating the fishermen community enhancing the awareness in compliance vessel registration. Extension Officers and the Fisheries Office District can take the chance only to support socializing the importance of vessel registration and enhancing fishermen awareness, but principally the main responsibility institution for implementing fishing vessel registration is DKP Province and Branch Offices regarding provincial rule of the Governor Decree 41a 2017.The issue of limitation is still about the funding for paying the harbor skilled officer trip cost to a field site to do measurement activity and issuing Pas Kecil certificates. Because this institution still has no budget. If all small fishing vessels should come to a near authorized harbor office to meet the officers, it will be a more cost and difficult to be occurred due to cost and distance. Both DKP Province and Fisheries Office Districts have no scheme to cover the travel costs for Vessel Tonnage Surveyor. So, the Dana Desa might be one of potential solutions while waiting for Transportation Department to allocate additional resources on small-scale fishing vessel measurement.

Finding a solution for the issue of funding implementing vessel registration is a homework for USAID SEA Project in helping DKP Maluku Province before the project terminated. Several ways to overcome this issue such as encouraging key institutions in provincial and districts such as Planning Board, the Office of Village Empowerment, and Fisheries Office regarding promoting vessel registration into the annual budget plan. These discussions recommend the USAID SEA Project in Jakarta Office to approach the Ministry of Village to advice vessel registration as a priority activity under the 2021 village funds Guidance. Another approach was encouraging the new Head of DKP of Maluku Province to improve the roles of DKP Maluku Province for strengthening Fisheries management through better vessel registration for small-scale fishers. Three activities related with vessel registration have been embedded into the DKP Maluku Province 5 years Strategic Plan 2019-2023 with Program code of 3.01.01.21 about the Capture Fisheries Development (Table 3). DKP Maluku Province has not printed the book of DKP Strategic Plan yet, but this progress of institutionalization has started to be used as the reference in developing program and activities for the Annual Regional Government Working Plan.

The activities presented in the Table 3 proves that the Maluku Provincial through DKP Maluku is aware about the importance of the vessel registration. These activities have shown the government will prepare the local stakeholders both relevant officers and fishermen to deal with the national compliance system in the fisheries sector. Since all the development budget is now focusing to overcome the impact of Covid-19, this plan should be implemented in the next year to 2023 as the plan.

CONCLUSION AND FOLLOW UP This report describes the result of measurement activity for small scale fishing vessels that occurred during November 25-29, 2019 in seven (7) villages in Saparua Island. The activity was led by DKP GP VII and measurement was conducted by the Tonnage Surveyor (Ahli Ukur) from UPP Tulehu, with funding was executed by the USAID SEA Project. Officers from Fisheries District and extension staff also took this opportunity to play their role in encouraging local fishermen to comply with the national government rule in order to improve fishermen prosperity.

To register their fishing boats, there are still many fishermen in islands who do not know about the rule, have a lack of initiative to register their boats and the distance to reach the place of relevant offices. As a project exit strategy, the USAID SEA Project recommended several ways to institutionalize this activity into the government program at the national to the village level. The project expects that the small-scale vessel registration will be done in a wider fishing community and the government will be able to maintain the continuity of the vessel registration activity in preparing to deal with the policy of the Fisheries Management Area.

Some follow up need to be done:

1. Recommending the activity of vessel registration using the village fund scheme to the Governance Advisor of the USAID SEA Project. So, this advisor will provide a policy paper to the Village Ministry. 2. Continuing internal discussion with leaders of DKP Branch Cluster Island leaders in FMA 715 about the institutionalization process vessel registration and issues of small-scale fisheries management in Maluku. 3. Discuss the event of SIMKADA offline with DKP Maluku Province
