SITREP NO-106/2007 1700 hours 32-20/2007-NDM-I Ministry of Home Affairs (Disaster Management Division) Dated, 14TH September, 2007 Subject: SOUTHWEST MONSOON-2007: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 14.09.2007 RAINFALL SITUATION IN THE COUNTRY (during last 24 hours) ASSAM Light to Moderate rainfall with isolated heavy rainfall has been reported in some parts of the State during last 24 hours. Widespread heavy rainfall lashed during last week has resulted in an alarming rise of water levels in all major rivers, including Brahmaputra, causing the third wave of flood in the State. River Brahmaputra is continuously flowing above its danger level in Dibrugarh, Neamatighat, Tezpur and Dhubri inundating low lying areas forcing people living in low-lying areas in lower and upper Assam to vacate their houses and move to higher grounds for shelter. Large areas of human habitation and farmlands have been inundated mostly in lower Assam. In Cachar district, about 5,16,586 population in 340 villages are reported to have been affected. In Dibrugarh district, water level of river Brahmaputra is flowing above danger level. In Lakhimpur district, about 2,11,471 population in 196 villages are reported to have been affected. In Barpeta district, about 10,48,149 lakh population in 800 villages are reported to have been affected. So far, 9395 villages in 26 districts with population of 99.13 lakh are reported to have been affected so far in the state. In all, about 820 Relief Camps & 217 relief centres in 15 severely affected districts continue to run in the State in which about 3,58,555 people are accommodated. In all, about 2675 boats have been pressed into service in the affected districts for rescue and relief operations. Army and NDRF have been deployed in the districts of the State for rescue and relief operations. 1 BIHAR Light to Moderate rainfall has been reported in some parts of the State during last 24 hours. 10,549 villages in 21 districts (235 blocks & 2909 Panchayats) with population of 220.11 lakh are reported to have been affected in the state. 588 medical teams continue to be deployed in the affected districts of the State for providing medical care. 1659 Relief Camps continue to run in the State in which about 10,00,100 people have been accommodated. 7153 boats continue to be deployed in the affected areas of the State for rescue and relief operations. Mizoram • Very heavy to extremely heavy rainfall has been reported in the State during last 24 hrs. • Due to heavy rainfall Kolassib, Lunglei, Aizawl and Mamit districts have been affected severely. • In Aizawl city, a supporting wall is reported to have collapsed due to heavy incessant rainfall as a result, 02 children has been buried under the debris and later succumbed to injuries. • A landslide is also reported to have occurred in upper reaches of Aizawl city thereby blocking all the vehicular/traffic movement for the city. 01 person is also buried under the debris of the landslide who later succumbed to his injuries. • Due to heavy incessant rainfall, a flash flood is reported to have occurred in Saiha district. 02 persons are reported to have been washed away in high current of flash flood. • Due to several landslides in Mamit district, the communication to the district is totally cut off from other parts of the State. • An Electricity sub-station in Aizwal is reported to have been damaged as a little portion of this sub-station has sank and subsided. The electricity supply from this station has temporarily been disrupted. WEST BENGAL Light to moderate rainfall with isolated heavy showers has been reported in some parts of the State. 01 human death has been reported in the State during last 24 hrs. 10 Relief camps still continue to run in the State in which about 975 persons have been accommodated. 2 Loss of Human lives • As per provisional information received from the affected States, 06 human deaths have been reported during the last 24 hrs. The cumulative number of people who have lost their lives during the South West Monsoon so far is 2634. IMD • Yesterday’s low pressure area over north-west Bay of Bengal and adjoining coastal areas of West Bengal & north Orissa persists. Under its influence, fairly widespread rainfall with isolated heavy falls is likely to occur over Orissa during next 48 hrs. • The current meteorological analysis suggest that scattered to fairly widespread rainfall activity with isolated heavy fall is likely over south peninsular India during next 3-4 days . CWC There are 01 unprecedented, 27 Moderate and 19 Low flood situation sites. Warning (for next 24 hours) • Isolated heavy rainfall is likely over Orissa, Coastal Andhra Pradesh, Kerala, Tamil Nadu, Lakshadweep and Andman & Nicobar Islands. Outlook (for subsequent two days) • Fairly widespread rainfall with isolated heavy to very heavy fall is likely over south peninsular India. • Scattered rain/thundershowers are likely over northeast & adjoining East India. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 14TH September, 2007, there are 01 unprecedented, 27 Moderate and 19 Low flood situation sites. The detail of Unprecedented flood situation site is as under:- In Assam, river Kushiyara at Karimganj is flowing at 16.42m with falling trend against the danger level of 14.94m and the previous highest flood level (HFL) of 16.39m on 13.06.2006. ASSAM Light to Moderate rainfall with isolated heavy rainfall has been reported in some parts of the State during last 24 hours. No human deaths have been reported in the State during last 24 hours. 3 Widespread heavy rainfall lashed during last week has resulted in an alarming rise of water levels in all major rivers, including Brahmaputra, causing the third wave of flood in the State. River Brahmaputra is continuously flowing above its danger level in Dibrugarh, Neamatighat, Tezpur and Dhubri inundating low lying areas forcing people living in low-lying areas in lower and upper Assam to vacate their houses and move to higher grounds for shelter. In Cachar district, about 5,16,586 population in 340 villages are reported to have been affected. ¾ About 67,782 ha land area and 38,113 ha crop area are reported to have been damaged. ¾ 11 breaches in the river embankment at different places in the district have occurred. ¾ Road communication continues to be disrupted at various places due to damage or submergence under water. In Dibrugarh district, water level of river Brahmaputra is flowing above danger level. ¾ About 28,000 populations in 11 villages are reported to have been affected. ¾ 07 relief camps have been opened in the district in which about 8,965 people are accommodated. ¾ About 5,000 ha land area has been damaged. In Lakhimpur district, about 2,11,471 population in 196 villages are reported to have been affected. 03 relief camps continue to run in the district in which about 420 people are accommodated. About 7,155 ha land area is reported to have been damaged. 13 Health camps have also been set up for providing medical care to the affected people. Speed boats are being used to ferry the people as the county boats could not be used due to high intensity of river Brahmaputra. Gratuitous relief distributed to the affected people. In Barpeta district, about 10,48,149 lakh population in 800 villages are reported to have been affected. The traffic movement on National Highway-31 between Howly and Bhowanipur continues to be closed. 130 relief camps continue to run in the district in which about 2.00 lakh people are accommodated. 03 State rescue teams with 120 boats continue to be deployed for rescue and relief operations. 4 The crop fields in the district continue to be submerged under water. 9395 villages in 26 districts with population of 99.13 lakh are reported to have been affected so far in the state. In all, about 820 Relief Camps & 217 relief centres in 15 severely affected districts continue to run in the State in which about 3,58,555 people are accommodated. MIZORAM • Very heavy to extremely heavy rainfall has been reported in the State during last 24 hrs. • Due to heavy rainfall Kolassib, Lunglei, Aizawl and Mamit districts have been affected severely. About 1000 houses are reported to have been submerged under water in these districts. Several houses have also been damaged. • In Aizawl city, a supporting wall is reported to have collapsed due to heavy incessant rainfall as a result, 02 children has been buried under the debris and later succumbed to injuries. • A landslide is also reported to have occurred in upper reaches of Aizawl city thereby blocking all the vehicular/traffic movement for the city.
