MINUTES OF THE 135th MEETING OF EMPOWERED COMMITTEE UNDER MULTI- SECTORAL DEVELOPMENT PROGRAMME HELD ON 23.11.2017 UNDER THE CHAIRMANSHIP OF SECRETARY, MINISTRY OF MINORITY AFFAIRS.

The 135th Meeting of the Empowered Committee (EC) for Multi-sectoral Development Programme (MsDP) was held on 2111.2017, under the Chairmanship of Secretary, Ministry of Minority Affairs to consider and approve the project proposals with regard to the Minority Concentration Blocks/Towns received from State Governments of Haryana, Bihar, Uttarkhand, Mizoram and Manipur. The representatives of the Ministry of WCD, NAW ADCO, Aayog, Department of Expenditure and NAWADCO were present during the meeting. The Pr. Secretary to Govt. of Bihar, Secretary & officers of State of Uttrakhand, Mizoram, Manipur and Haryana alongwith district officials attended the meeting through yideo-conferencing. The Joint Secretary & Financial Advisor of the Ministry was also present during the meeting.

2. Progress on website: the progress of implementation of MsI)I) is reported on iluarterly basis to the Delivery Monitoring Unit (DMU) in PMO (Prime Minister's Office) and the status of implementation of various projects in terms of funds released by the Ministry of Minority Affairs and utilized by the State/UT; number of works sanctioned, completed and works in progress is regularly monitored. 1 hese details of works are placed in the Ministry's website for transparency. State Governments/UT Administrations are required to review the implementation on quarterly basis; ensure that Central funds are released to the districts within one month of sanction; State share (wherever applicable) released along with the Central funds; ensure that the executing agencies start the construction works at the earliest, and complete the construction works within the scheduled period.

1. Adhering to guidelines and eliminating duplicatipn.:. States/UTs should ensure that the proposals sent have the approval of the State Level Committee of MsDP,/ Mission Director of CSS concerned in order to ensure that the proposal, in terms of specification, norms, standards etc., is in accordance with the guidelines of the scheme concerned and that duplication has been ruled out. The responsibility for eliminating duplication of work and avoiding double counting of a scheme under two funding sources vested with both the district authority and the State Government. 4. The Statcs/UTs were advised by the Empowered Committee to ensure that the catchment area of the assets created under MsDP have substantial minority population. Further the States/UTs would also ensure that the ownership of the asset created would be with the Govt/Govt body. project should be printed on the display boards. States/UT should ensure this during the time of construction and a permanent display put up on completion of each project.

General conditions applicable to projects approved by the Empowered Committee for approvals given by the Empowered Committee, including in-principle approvals, the Principal Secretary/Secretary of State's/ UTs and the District Collectors! representatives were advised to note that the following conditions would apply to all projects under MsDP. It should be ensured that Members of such Committees are invited to attend the meetings. Parliament nominated in 3 Centrally ponsored Scheme (c_S_SivjsIeltAgs: MsDP provides that there would be no change in guidelines of any existing Centrally Sponsored Scheme (CSS) under implementation in such districts for which this programme would provide additional funds_ Whenever CSS are sanctioned under MsDP, it shall be ensured by the Ministry of MA as well as the State Govt. that the Ministry/department concerned in the Centre and State are informed so that the number of units taken up are accounted in their physical register and are also inspected by their officials wherever spot inspections are carried out in the States,.

Timely release of funds: The sanction letters of the Ministry stipulate that funds should be released to the district/implementing agency within a month's time, but the States/ UT have been generally taking much time in releasing funds to the district/implementing a genc,,,, State shares, wherever applicable, are not released along with the Central funds by sonic States. Prompt release of funds was advised to ensure that works are started at the earliest.

Utilization Certificate: For release of second installment, utilization certificate. (UC) is required. If the UC is furnished within a period of one year after release by the Ministry, 60% UC would be required for releasing the next installment. However, if utilization is made beyond the period of a year, 100% utilization would be necessary, The UCs would need to be accompanied by QPR showing physical progress as proof of the work in progress. 14. Provision of toilets and bathrooms : The PC emphasized that there should be adequate number of toilets and bathrooms and provision of water in the proposed projects.

15, The Chairman (PC) emphasized that the benefits accrued by the implementation of MsDP should go to the Minority Communities properly. Therefore, not only location of the assets in the areas having substantial minority population is important, but it is also equailv important to ._;;cc that the assets created are actually imparting benefits to the minorities. A. BIHAR

1. REVIEW OF THE STATUS OF PROJECTS APPROVED:-

The Chairman, Empowered Committee reviewed the status of projects sanctioned for identified area of the Bihar during 11 0 & 12th Five Year Plan. The status of utilization of funds released by the Ministry and physical status of the projects alongwith its commissioning were discussed with the representative of the State Government. The status of the projects as per the records of the Ministry was following:-

State Govt. representative informed the Empowered Committee that works sanctioned under MsDP are being implemented and UCs for the projects are also being submitted in time l ie assured the PC that the projects sanctioned would be completed within stipulated time

The Chairman, Empowered Committee requested the State to further strengthen the monitoring of progress in execution of projects so far approved under Msl)I' and suggested that the State may depute its officers for field visit to assess the actual progress of the projects and opined that a detailed review meeting based on the exercise of the State may be take place in Ministry in the mid of December, 2017. The Pr. Secretary assured that the State will accept the advice of Empowered Committee.

2. CONSIDERATION/APPROVAL OF FRESH PROJECTS FOR MC Bs/MCTs:- l'he State Govt. has submitted various projects proposals including alternate projects for projects dropped by 88th EC. The project considered by Empowered Committee is as under:- (a). 5 of ITIs. (b) Projects for construction The Empowered Committee considered the projects of State Government for construction of ITIs in the different Minority blocks of the Bihar. The State informed the EC that they have already got sanctioned for YI'l for Darbhanga and Copalganj district from State plan and requested the fiC for approval of 6 ITIs proposed by them. The Empowered Committee considered the projects. Since no representative of the Ministry of Skill attended the meeting, the Empowered Committee opined that it would be proper to approve the project in consultation with fine Ministry of Govt. of India. (I) Construction of Staff Quarter:- The State has submitted proposal for construction quarters for school and health institutions. The EC opined that construction of quarters ma be considered for approval subject to the condition that location should be in rural areas preferbly far flung and remote locations. The EC decided that such projects could be considered only once the state submit the details regarding necessity of such asset and location with full justification. (ii) Construction of Hostels:- The State has submitted proposal for construction of hostels building. The EC observed that the Ministry has sanctioned projects for cconstruction )ast(11th and 12th Five Year Plan period) and opined that of hostel to the Manipur in 1,- before sanctioning new projects, the details regarding availability of such asset at the proposed location may be thoroughly checked by the State. The EC accordingly requested the State for submission of details regarding availability of such asset in the proposed location. (iii) Construction of Sadhbhav Mandap: The EC considered the proposals along with additional information furnished vide letter no.20/10/2012-MOBC&SIEWei dated 23.11.2017 of Govt. of Manipur regarding construction of Sadbhav Mandap through , at the MOBEDS and agreed for project for construction of 8 unit of Sadhbhav Manila} unit cost of Rs.2.5 crore subject to the condition that these asset would be constructed in block headquarters.
