Minutes The accuracy of the Minutes of the meeting of the Committee held on 16 May 2013 and the Special meeting held on 19 June 2013 was confirmed and the Minutes signed in accordance with Paragraph 7 (1) of Schedule 7 of the Local Government (Scotland) Act 1973. 3. Community Planning Partnership Partners 3.1 North Ayrshire Community Planning Partnership (CPP) Board: Minutes of Meeting held on 13 June 2013 Submitted report by the Chief Executive on the Minutes of the Meeting of the Community Planning Partnership (CPP) Board held on 13 June 2013. Noted. Page 1 3.2 Police Scotland Sergeant Foster provided information on the following:- crimes of note; the murder of a young man in Saltcoats; the well attended Highland Games at Ardrossan and Arran that took place without incident; a fatal accident at Mill Dam on 5 August 2013 that resulted in the deaths of two young men. The Committee expressed it sadness at the deaths of Ross Munn and Sean Marshall. Discussion took place on safety issues at Mill Dam and in particular the dangers of the metal structure that stretches out in to the dam. The Committee agreed to (a) write to Scottish Water expressing concerns regarding safety at the dam; and (b) note the information provided by Police Scotland. 3.3 Scottish Fire and Rescue Service Submitted report by the Scottish Fire and Rescue Service on activity within the Committee's area in the period 1 May to 31 July 2013. The Committee was advised that the Scottish Fire and Rescue Service Strategic Plan 2013/16 had been published and a consultation questionnaire circulated to all partners. Noted. 4. James Reid School: Education Scotland Report Submitted report by the Corporate Director (Education and Skills) on the Education Scotland Report on James Reid School. The inspection, undertaken in April 2013, covered key aspects of the work of the school at all stages, the quality of children's experience in learning, pupils' achievements, the effectiveness of the school, the environment for learning, and the school's processes for self-evaluation. The HM Inspectors' report was published on 18 June 2013 and identified the key strengths detailed within the report. Three areas for improvement have been agreed between Education Scotland, the school and the Education Authority and were detailed in the report. In consultation with the designated Quality Improvement Officer and staff, the headteacher has put plans in place to incorporate the recommendations of the Education Scotland report into the School Improvement Plan. The school and the authority will build on the strengths identified in the inspection report and work together to address the key recommendations identified. In terms of follow-through, there will be no further visits given the high level of confidence in the school to make the necessary improvements. Page 2 The Committee (a) asked that the headteacher pass on its congratulations to the staff within the school; (b) noted (i) the steps taken to address the key points for action; and (ii) that in terms of follow-through, HMI will make no further visits given the high level of confidence in the school to make the necessary improvements; and (c) requested that the Head of Education make the necessary arrangements for local Members to visit James Reid School. 5. War Memorials Submitted report by the Corporate Director (Development and Environment) on the management and maintenance of War Memorials. The Council has a duty under the War Memorials (Local Authorities’ Powers) Act 1923 where the overall control of war memorials was vested with local authorities. In January 2013 the Scottish Government announced that it had set up a Centenary Memorials Restoration Fund (CMRF) through which they were making £1 million available between April 2013 and March 2018 to help communities undertake repairs and conservation work on war memorials in Scotland. The report provided information on the responsibilities of the Bereavement and Burials Officer and the work that has been undertaken to inspect, record and photograph all war memorials. Work is also being undertaken to record the history of war memorials such as the original design drawings, name of architect/designer, sculptor/builder of the memorial, date of construction, newspaper articles and historical photographs. The Bereavement and Burials Officer, in conjunction with Planning and North Ayrshire Heritage Centre and will develop funding bids to be submitted to the Fund for war memorial repairs and conservation works required at the war memorials located throughout North Ayrshire. Members asked questions and were provided with information in relation to:- the use of Community Disposals Teams to assist with works such as landscaping and painting; meetings that have taken place between the British Legion and the War Memorials Trust; work to identify ownership of all war memorials in North Ayrshire; and work to repair the lights on the war memorial at South Beach, Ardrossan and a further inspection that will be carried out to examine the concrete base of the memorial. The Committee agreed to note (a) the progress made in the recording and assessment of the condition of war memorials; (b) that the Bereavement and Burials Officer has been registered with the War Memorials Trust as North Ayrshire Council’s War Memorial Officer; (c) that the repairs and maintenance of War Memorials should follow the guidance given by Historic Scotland; (d) that the Council will be seeking financial assistance to undertake repairs and conservation work on War Memorials by accessing the Fund; and (e) a report on War Memorials will be submitted to the Environment & Infrastructure Policy Board. There are rocky areas at Bath Rocks in the north- west and at the former boating ponds in the south-east. The nearby island of Arran can be seen to the west of the bathing water. The bathing water is also known locally as South Beach. It was designated as a bathing water in 1987. During high and low tides the approximate distance to the water’s edge can vary from 0–390 metres. The sandy beach slopes gently towards the water. For local tide information see: http://easytide.ukho.gov.uk/EasyTide/ Our monitoring point for taking water quality samples is located at the western end of the designated area (Grid Ref NS 23453 41997) as shown on Map 1. During the bathing season (1 June to 15 September), designated bathing waters are monitored by SEPA for faecal indicators (bacteria) and classified according to the levels of these indicators in the water. Recommendation: That Cabinet (a) notes the approach taken to determining the asset maintenance programme for roads, structures and street lighting; (b) approves the maintenance programme for 2020/21, as detailed at Appendix 1a and 1b; and (c) notes that the programme will be issued to the Locality Planning Partnerships for information. 1. Executive Summary 1.1 North Ayrshire Council has a statutory obligation under the Roads (Scotland) Act 1984 to manage and maintain its public road network. The adopted road network within North Ayrshire has a total length of 1040km. The core roads assets are currently estimated at a value of approximately £1.7 billion. 1.2 The Council’s Roads Service has adopted an asset management approach to allocate available road, structures and street lighting maintenance funds to locations that will offer the best return on the investment. 1.3 The Roads Asset Management Plan (RAMP) and the roads assets maintenance strategy follows the recommendations contained within the ‘Well Maintained Highways Code of Practice’, ensuring that the Council’s statutory obligations as delegated Roads Authority are met. 1.4 In complying with the Code of Practice, an effective regime of inspection, assessment and condition recording is well established which assists in not only providing a road network for the future but one that promotes social inclusion and contributes to economic growth within the area.

    Ardrossan Harbour Upgrade Project Ardrossan Harbour outlay Irish Berth Winton Pier Existing Arran Berth Arran Berth linkspan Option 2 – Arran berth rotation – 115 m Option 2 The Ardrossan Steering Group undertook a detailed analysis of Option 2. Information relating to Option 2 was previously presented to the communities of Ardrossan and Arran at the Pubic Consultation Events in October 2018. The analysis undertaken of Option 2 included: – testing the operational viability through vessel simulation; and consultation with Shipmasters and Pilots – site investigation of ground conditions; – engineering studies including construction methodology and cost and risk (project delivery risks); – initial wave modelling and mooring analysis; – landside masterplanning and; – construction management including impact on operations Option 2 On 23 April 2019 – Option 2 was approved by the Ardrossan Ministerial Task Force, and will progress to the detailed design phase.
