Introduction REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR CONSULTANCY SERVICES Country: PAKISTAN Project Name: Jalalpur Irrigation Project (JIP) Consulting Service: Preparation of detailed design, drawings and bidding documents for Jalalpur Irrigation Project (JIP) Deadline for submission: 25 May 2015 (Monday) Implementing Agency: Punjab Irrigation Department {represented by Project Director, Project Management Unit (PMU) for LBDCIP}, Lahore INTRODUCTION The Islamic Republic of Pakistan has applied for financing for project design advance (PDA) from Asian Development Bank (ADB) towards the cost of preparing detailed design, drawings and bidding documents for Jalalpur Irrigation Project (JIP) in Punjab Province. The project will construct new canals and appurtenant structures and on-farm irrigation and drainage system for 64,000 ha in Pind Dadan Khan and Khushab districts. The main Jalalpur canal will offtake from right bank of River Jhelum at Rasul Barrage and will provide non-perennial irrigation supplies improving crop production. ADB financed project preparatory technical assistance (TA No: 8404) is already preparing feasibility study of the project. 2. The proposed financing will be used for procurement of Consulting Services for preparing detailed design, drawings and bidding documents for JIP. The Consultant will be selected in accordance with the procedures set out in Asian Development Bank’s Guidelines on the Use of Consultants (2013, as amended from time to time). The duration of the assignment is 18 months. 3. The general scope of consulting services will include but not be limited to preparation of: a. Engineering design & drawings of Jalalpur main canal and distribution system with associated drainage system, including updating of PC-1 of the project. b. Engineering design & drawings of all hydraulic structures including bridges, canal falls, cross regulators, head regulators, aqueducts, outletsand drainage works including gates and gearing system. c. Complete bidding documents keeping in view the ADB’s Safeguard Policy Statement (2009, as amended from time to time) and evaluation of bids for supervision consultants. Page 1 of 4 4. The request for expression of interest (REOI) and terms of reference (TOR) for consulting services can be downloaded from PMU for LBDCIP website http://.lbdcip.irrigation.punjab.gov.pk 6. The project Management Unit for LBDCIP, on behalf of Irrigation Department, Government of the Punjab, invites eligible consulting firms from ADB member countries to express their interest in providing the required consultancy services. For preparation of EOI, ADB’s templates must be used, which can be downloaded from http//www.adb.org/sites/default/files/eoi-consulting-firms- 20131114.doc. Interested firms having sufficient experience and desirous of undertaking the assignment should submit the EOI along with the following information in English language stating background of their organization and professional experts: Name, address, telephone and fax numbers and e-mail address of Consultants Ownership and organizational structure of the Consultants List of three (03) similar assignments undertaken during last 10 years indicating (i) project cost and cost of consultancy services; (ii) share of assignment in case of joint venture; (iii) key staff time input and (iv) description of the nature and scope of work; List / Cv’s of key relevant staff permanently employed with the firm; Audited statements of accounts and annual turnover for the last three (03) years; Certificate of Incorporation/Registration of the firm as Legal Entity; Page 2 of 4 National Tax Number Registration of firm with relevant professional body; Undertaking that firm has not been sanctioned or declared ineligible by ADB or debarred by any Government /Semi Government Organization. Consultants are requested to provide only that material which is specific to the proposed services, and avoid submitting generic promotional literature. 7. The Consultants key staff team is assumed to comprise national experts with estimated input of 132 person-months. The deadline for receipt of EOI is May 25, 2015 (Monday) by 14:00 of Pakistan Standard time following the Quality and Cost Based Selection – (QCBS) (90:10) procedure. The firm having the highest score after adding the technical and financial scores will be invited to negotiate the contract. 9. Expression of Interest may also be delivered by electronic mail at the address given below by not later than the submission deadline. The Executing Agency (EA) reserves the right to: (i) reject any or all EOI submissions and cancel this recruitment process at any time and interested firms are responsible for all costs incurred arising out of, or in relation to, this request; and (ii) amend or withdraw the terms of reference, budget, this request for EOI, and all attachments at any time. 10. The consulting firms may associate with other firms to enhance their qualifications. Only firms that have been shortlisted will be subsequently invited to submit technical and financial proposals on the prescribed “Request For Proposal”. Reeves and Abdul Aleem Chaudhry The endemic freshwater dolphins in the Indus River system of Pakistan, Platanista minor, have been considered endangered since the early 1970s. Measures taken to protect them from deliberate capture seem to have stopped a rapid decline, and combined counts in Sindh and Punjab provinces since the early 1980s suggest a total population of at least a few hundred animals. Severe problems remain, however. In addition to the risks inherent to any species with an effective population size in the low hundreds (at most), these dolphins are subject to long-term threats associated with living in an artificially controlled waterway used intensively by humans. Irrigation barrages partition the aggregate population into discrete subpopulations for much of the year. Dolphins that 'escape' during the flood season into irrigation canals or into reaches downstream of barrages where winter water levels are low have little chance of survival. A few dolphins probably die each year after being caught in fishing nets. Pollution by untreated urban sewage, agricultural runoff and industrial effluent threatens the health of the entire Indus system. The future of this dolphin species depends on Pakistan's commitment to protecting biological diversity in the face of escalating human demands on dwindling resources. The current study aims to investigate the water quality and fish diversity at Rasul Barrage in the Jhelum River. A total of six sampling sites were assessed for pollution levels and fish fauna of the Barrage. Physicochemical parameters such as turbidity, biological oxygen demand (BOD), and chemical oxygen demand (COD) were deviating from the permissible limits of fresh water set by the U.S. Environmental Protection Agency (EPA), but meeting the criteria of NEQS, whereas pH, temperature, electrical conductivity (EC), total dissolved solids (TDS), total suspended solids (TSS), sodium, and chloride were below the permissible limits of NEQS, but the TSS level was above EPA standards. However, the concentrations of metals such as iron (2.62-3.98 mg L-1), chromium (0.03-0.59 mg L-1), and nickel (0.49-1.71 mg L-1) were higher than the permissible limits for drinking and irrigation waters.

Nilore, Islamabad, Pakistan November, 2009 ABSTRACT Indus River, one of the longest rivers in the World, has five major eastern tributaries viz. Bias, Sutlej, Ravi, Chenab and Jhelum) while many small rivers join it from the right side among which Kabul River is the biggest with its main tributaries, the Swat, Panjkora and Kunar. All these main rivers are perennial and originate from the mountains. Basic sources of these rivers are snowmelt, rainfall and under certain conditions seepage from the formations. Different water sources are labeled with different isotope signatures which are used as fingerprints for identifying source and movement of water, geochemical and/or hydrological processes, and dynamics (age of water). Monitoring of isotopes in rivers can also enhance understanding of the water cycle of large river basins and to assess impacts of environmental and climatic changes on the water cycle. Therefore, a national network of suitable stations was established for isotopic monitoring of river waters in Indus Basin with specific objectives to study temporal variations of isotopes (2H, 18O and 3H), understand water cycles and hydrological processes in the catchments of these rivers, and to develop comprehensive database to support future isotope-based groundwater studies in the basin on recharge mechanism, water balance and monitoring of ongoing environmental changes. Water samples were collected during 2002-2006 on monthly basis from more than 20 stations at the major rivers and analyzed for 18O, 2H and 3H isotopes.

The proposed Jalalpur Irrigation Project (JIP) is located along the right bank of Jhelum River in Tehsil Pind Dadan Khan (PD Khan) of district Jhelum and Tehsil Khushab of district Khushab. The project area can be accessed through Lahore-Islamabad motorway (M-2) by taking exit from Lilla Interchange. Alternatively, the area may be reached via GT Road from Jhelum to Rasul Barrage. Project area map is given in Chapter 1 (see Figure 1.1). 2. Under the proposed JIP, a new non-perennial irrigation system will be established for enhancing the agricultural produce in Tehsils PD Khan and Khushab. The main canal of about 110 km, off-taking from the right flank of the Rasul Barrage, would traverse along the right bank of Jhelum River to irrigate a command area of about 170,000 acre (68,797 ha) on its left side.
