HE Test Act, which received the royal assent on 29 Ma^ch 1678, http://ehr.oxfordjournals.org/ T had the effect in the long run of revolutionising the adminis- tration of the navy. But the authority of the duke of York was not immediately overthrown. It was indeed now impossible for any honest Roman catholic to retain permanent office, but the necessity for the test did not arise immediately. The new arrange- ments are described in the Fepysian MSS.1 as taking effect from May 1678, but in a paper of 18 June* the duke is still alluded to as the lord high admiral of England, and the new commissioa was sot at University of California, Santa Barbara on July 12, 2015 issued until 9 July.3 This paper of 18 June, entitled ' Instructions established by His Majesty in Council for ascertaining the Duty of the Lord High Admiral of England,' is a formal statement of the duties of the office in view of impending changes, but it contemplates only a single holder of the office, and gives no hint of the form the changes were to take. The lord admiral is to be ' able at all times to give his majesty a perfect account of the state of his ... aavy, rotating to the condition both of the ships and yards, with the stores ramainiag, persons employed, and services to be performed therein.' Fo? the better enabling him effectually to control his subordinates he is once at least in every month ' to visit and sit with the principal officers and commissioners of the navy at their pablic place Bad time of meetings,' and to 'demand and receive' from each of them a weekly report of his proceedings. Before giving orders for &ay work or service to be done he is to obtain an estimate of its cost from the comptroller, signed by three or more of the principal officers and commissioners, of whom the treasurer must be one. ' For the more regular dispensing of which moneys,' when received, the lord admiral is ' in no wise to direct or permit' the navy board ' to apply any part thereof to any other use than what it was originally assigned to, or paid in any other method or course than what is already or hereafter shall be to that purpose established by his majesty in council.' Nor is the Downloaded from admiral without order from the king to command or allow his subordinates to do anything ' contrary to the known and allowed practice and precedent of the navy,' nor is he to ' make or interpose in the making ' of any contract except the contract for victualling, ' the same being always to be done by his majesty at the council http://ehr.oxfordjournals.org/ board, after being first consulted on and prepared by the lord treasurer and lord admiral.' The admiral is only to promote de- serving officers, and he is not to grant any commission on shore to any commander ' without the privity and approval of his majesty first had in writing therein.' He is to proceed ' in all matters herein not specified' according to the known and allowed practice of the navy or according to orders received from the king ; and he is ' to see at University of California, Santa Barbara on July 12, 2015 that a perfect and fair record and register' of all navy proceedings be kept in an office by the admiral's secretary for future reference. This new establishment of the admiral's office, in which the importance of the king is so clearly brought out, prepared the way for the next step, which had perhaps been already determined upon. On 16 June 1673 Prince Rupert was appointed to act against Holland as ' admiral and chief commander of our fleet for this present expedition,'4 although his powers were restricted in various ways, and particularly with regard to the nomination of his officers.5 And on 9 July a commission under the great seal was issued to Prince Rupert, the earl of Shaftesbury (lord chan- cellor), Viscount Osborne (lord high treasurer), the earl of Anglesey (keeper of the privy seal), 'and to our chancellor, treasurer, and keeper of our privy seal for the time being,' the dukes of Buckingham, Monmouth, Lauderdale, and Ormonde, the earl of Arlington (a principal secretary of state), Sir George Carteret (vice-chamberlain of the household), Henry Coventry (a principal secretary of state), and Edward Seymour, empowering them to execute the oflico of lord high admiral of England,0 now void by the resignation of the duke of York. By this commission only a part of the functions of the admiral's office was delegated, the rest being retained by the king himself. ' Miscellanies, ii. 405. 3 Ranke, iii. 542. • Their full title was ' the right honourable the lords commissioners for executing the office of lord high admiral of England ' (Admiralty Letters, v. 104). 18i>7 THE HESTOUATION To THE REV0LUT10X 681 The commission was to act in accordance with the instructions of 13 June, and such other instructions as should be hereafter made by the king in council, but all admiralty dues were to be collected for the king's ' only use and behoof,' and all places and offices in the admiral's gift were to be disposed of, not by the commission, but by the king. This retention of powers in the king's hands was probably intended to give an opportunity to the duke of York, who, Downloaded from in spite of the Test Act, remained until 1G79 an important influence in naval affairs.7 The commission of 1G78 waB renewed 28 July 1676, with the substitution for Shaftesbury of Heneage, Lord Finch, keeper of tho great seal, the omission of Buckingham, and the addition of the http://ehr.oxfordjournals.org/ earls of Ossory and Craven, and Sir Jos. Williamson, now Henry Coventry's colleague as secretary of state.8 It was renewed again on 26 Sept. 1677, with the addition of Sir J. Ernie, chancellor of the exchequer, and Sir Thos. Chicheley, master-general of ordnance," and in this form it continued until 14 May 1679.10 Upon the surrender of the duke of York 'his majesty was pleased' to ' call' Mr. Pepys, ' the only survivor of the first . set of officers of the navy at his restoration, from his charge of at University of California, Santa Barbara on July 12, 2015 clerk of the acts to that of secretary to himself and the said com- mission in the affairs of his admiralty of England; that of Scotland, Ireland, and his foreign colonies resting still in the hands of his royal highness.' " The date of his formal appointment was apparently June 1678.la This important promotion can scarcely have surprised any one, for by this time his industry and method had made him one of the most efficient of naval experts.     The Ingenious Mr Dummer: Rationalizing the Royal Navy in Late Seventeenth-Century England Celina Fox In the seventeenth and eighteenth centuries, the Royal Navy constituted by far the greatest enterprise in the country. Naval operations in and around the royal dockyards dwarfed civilian industries on account of the capital investment required, running costs incurred and logistical problems encountered. Like most state services, the Navy was not famed as a model of efficiency and innovation. Its day-to-day running was in the hands of the Navy Board, while a small Admiralty Board secretariat dealt with discipline and strategy. The Navy Board was responsible for the industrial organization of the Navy including the six royal dockyards; the design, construction and repair of ships; and the supply of naval stores. In practice its systems more or less worked, although they were heavily dependent on personal relationships and there were endless opportunities for confusion, delay and corruption. The Surveyor of the Navy, invariably a former shipwright and supposedly responsible for the construction and maintenance of all the ships and dockyards, should have acted as a coordinator but rarely did so. The labour force worked mainly on day rates and so had no incentive to be efficient, although a certain esprit de corps could be relied upon in emergencies.1 It was long assumed that an English shipwright of the period learnt his art of building and repairing ships primarily through practical training and experience gained on an apprenticeship, in contrast to French naval architects whose education was grounded on science, above all, mathematics.

    THE NAvY UNDER CHARLES I 1625-40 ANDREW DEREK THRUSH University College Ph.D. Dissertation C ABSTRACT This study is primarily concerned with how the Caroline Navy was run, both in theory and in practice. Previous assessments of early Stuart naval administration have generally been superficial and unsympathetic in tone, but this new work, in shedding fresh light on a variety of themes, attempts to offer a more detailed and balanced view of the quality of administration in the 1620s and 1630s. Starting with an examination of the Navy's senior executive, the thesis broadens out into a discussion of the role of the Navy Board and the manner in which the yards were administered. Here it is argued that the yards were a good deal better regulated than has sometimes been appreciated. It is also suggested that the Navy's ability to reform its own administration has been understated. In the second part of the thesis, two chapters are devoted to the question of finance, in which both financial procedures and management are discussed. In the final section, the Navy's ability to man, victual and prepare its ships for sea is scrutinised. Detailed consideration is also given to the Ordnance Office, which was responsible for gunning and munitioning the Navy's ships. In these later chapters considerable space is devoted to administrative deficiencies which persistently dogged the Navy, but the author argues that institutional factors, such as underfunding, were often to blame rather than mismanagement, a theme which is echoed in the final conclusion. -2- PREFACE In the process of writing this thesis I have incurred many debts of gratitude.

    CHAPTER 19 CONTRACTORS Introduction The Navy Board obtained its supplies for the Yards by inviting tenders and then contracting with firms to provide given quantities of stores at agreed prices. Warrants were issued to individual contractors nominating them as suppliers of the Navy Board. This system of obtaining supplies by advertising for tenders in the Press and awarding the contracts to the lowest bidder who had to provide guarantees by bonds and sureties continued until1869 when a separate Contract and Purchase Department was established for naval, victualling and medical stores. In 1912 the work of this Department was extended to deal with shipbuilding contracts. Contracts pre-1870 Before the end of the 17th century, the Navy Board had a number of standing contracts for a great variety of services: braziers' work, painting, block making, plumbing, etc. Often these contracts required the contractor to have a workshop near or in the Yard. The terms of the contract were usually to supply a particular Dockyard with the items required '... for one year certain' with six months' notice on either side. The Yard could indent on the contractor for supplies without delay and the latter was expected to maintain a reasonable stock. Sir Ambrose Crowley, a contractor for ironwork at the end of the 17th century, complained that at the termination of a standing contract he was left with anchors too large except for use in the Navy. The Resident Commissioner could make limited local purchases 1 of stores. In general a copy of the contract between the Navy Board and the Contractor would be sent by the Clerk of the Acts to the Yard for guidance and receipt of stores.

    “A VERY GOOD SAILER” MERCHANT SHIP TECHNOLOGY AND THE DEVELOPMENT OF THE BRITISH ATLANTIC EMPIRE 1600—1800 by © Phillip Frank Reid A thesis submitted to the School of Graduate Studies in partial fulfillment of the requirements for the degree of Doctor of Philosophy Department of History Memorial University of Newfoundland February 2017 St. John’s Newfoundland and Labrador ABSTRACT To understand the technology that helped create the British Atlantic in the early 1600s and expand it to the end of the next century, this study investigates Atlantic World history, maritime economic history, nautical archaeology, material culture studies, the history of technology, and the technical history of the ship. In addition to archival research in merchants’ and shipbuilders’ papers, the study relies on the technical analysis and modeling of extant vessel remains by ship archaeologists, and incorporates the study of replica vessels and the experiences of those who operate them, with an experimental- archaeology approach. The insights gained make it difficult to remain comfortable with inherited assumptions without further investigation, while making it easier to understand how a technology traditionally considered static served a new and rapidly expanding colonial-imperial enterprise so well. Experiments suggested by the processing and analysis of the source material present opportunities for the study of the period merchant ship to make a more significant contribution to Atlantic, maritime, and technological history.     BEFORE THE DAWN – EARLY ORIGINS C286 The Romans It was the secure location of the harbour that no doubt encouraged the Romans to build their fortress at the top end of harbour some time around 275 A.D and known as Portus Adurni. But in all probability the harbour was already well used for trade with the continent well before the erection of the fortresses, for why else would it have been built if not to protect trade and community. Only when the Saxon pirates became more adventurous and coastal settlements at risk did the walls begin to rise, to take its place in a line of Roman coastal forts that was to become known as “The Forts of the Saxon Shore” It would be prudent not to be content with this image of history, for one can hardly believe that the Roman Army who had a vast experience of warfare would be satisfied with this, for surely at the harbour entrance they would build a watch tower with a beacon close by to raise alarm of intruders entering Spithead or the harbour Channel, for only at the Point (old Portsmouth) can the harbour and the approaches to Spithead can be clearly seen. It may well be that this was the origins of that early settlement at old Portsmouth, it is most certain the Romans would have seen its strategic value. With the demise of Roman Britain around 410 A.D. the fort fell into disrepair. Construction of Portchester Castle by Carausius, Emperor of Britain, as one of the “Forts of the Saxon Shore” which stretched from Norfolk to Portchester.
