Critical stakeholders in the industry are of the view that such Fund, after creation, should be managed by the Petroleum Equalisation Fund (Management) Board, PEF(M)B. 31 Interview 02:21 “PIB, Opportunity to Reposition NNPC” — Nwakwue

Policy analyst and immediate past Chairman, Society of Petroleum Engineers (SPE), Nigeria Council, Joe Nwakwue, in this interview with Danlami Nasir Isah insists Nigeria needs an efficient and profitable national oil company as the country today does not have one, because of the way NNPC was set up. Joe who has served as Special Ad- viser, Policy & Regulation to Nigeria’s former Minister of State, Petroleum Resources and (Partner) Zera Advisory & Consulting sheds light on other sundry issues in oil industry. Excerpts.

What’s your assessment of the overall performance of Nige- ria’s oil and gas industry last year amid the Covid 19 pan- demic? Certainly, we would have done much better if we didn’t have to deal with so much uncertainty. I will say that the performance has been phe- nomenal given the challenges of demand destruction. The industry held out in spite of its poor positioning of pre- covid.

One of the issues you raised re- cently concerning the PIB 2020 is around the unbundling of the NNPC and what exactly the government wants to do. Can you shed more light on this? Nigeria needs an efficient and profitable national oil company. We don’t have one today because of the way NNPC was set up. I see an opportunity in the PIB to repo- sition NNPC. The PIB propos- als has done well by seeking to incorporate the NOC, but I believe it is only a first step...it should have been courageous

The incorporation of NNPC Limited under CAMA is a declaration of the willingness for accountability and commercial efficiency with a protective tool for investors and, perhaps, minority shareholders.
