Sealed bids “Single stage Two envelops” marked as Technical Proposal and Financial Proposal with 2% earnest money of the total quoted cost in shape of pay order must reach to the undersigned through courier up to December 23, 2019 by 02:00 PM, which will be opened on the same day at 03:30 PM. Bids are invited for hiring of Security Services under PPRA rules No.36 “Single stage Two envelops” marked as Technical Proposal and Financial Proposals for a period of two years. 02. The bid validity period shall be 90 days from the date of opening tender. 03. PTV reserves the rights to reject any or all the tenders under PPRA rules without assigning any reason. 04. Interested firm must submit its profile and list of existing clientele with rating and clientage. 05. Copies of Sales Tax Registration Number and National Tax Number should be affixed with the bidding documents. 06. Details regarding offices operating in Pakistan with addresses & telephone numbers of employees. 07. NOC from all provinces including Gilgit Baltistan, AJK & Islamabad Capital Territory is mandatory. 08. Details regarding Monitoring and Scanning System at required places. 09. Employees of Security Company should have group insurance and company must be registered with EOBI and social security. Any other benefit provided by the Company would be considered as an edge. 10. In case of an emergency the company needs to have adequate resources available to provide back up at desired location(s). 11. Company should have its own RESPONSE UNIT SERVICES in order to deal with any untoward situation. 12. Background/personal verifications of the employees through relevant agencies are mandatory. 13. The guards have to be retired army personnel’s and upper age limit for guards is 45 years with good health and fitness certificate of guards must be provided. 14. Guards must be trained for firefighting/Civil Defense. 15. Detail of weapon in use and their license to be provided. 16. Any other scientific solution for enhancing security measures would be considered as an edge. 17. Successful service provider will have to sign a legal agreement with the Corporation for said duration. Agreement may be extended for another year or any period mutually agreed between both parties. 18. The Bidder/Company shall must comply the rate fixed by the Federal Government under the provisions of payment of Wages Act and shall be responsible for any deviation from the said. 19. The earnest money of successful tenders will be retained and that of other bidders will be returned. 20. Experience of Media House at least five (05) years. 21. Working Capital 10 Millions. 22. An evaluation process will be based on the 60/40 principle where 60 refer to technical and 40 refer to financial proposal. This work is original and does not violate copyright laws. i Abstract This study aimed at investigating association between exposure to private news and current affairs TV channels and political socialization of young urban Pakistanis (N=300). Exposure to private news TV channels along with state-controlled news TV channels, public and private news radio channels, newspapers, weekly and monthly magazines and social media (Facebook, Twitter and WhatsApp) was measured. Political socialization was operationalized as political interest, internal political efficacy and political participation (electoral and non-electoral). Descriptive and inferential statistics were used to analyze the data. Descriptive analysis revealed that private TV news channels were the dominant source of political information for the participants of the study. In inferential analysis, news consumption variables of each medium, was separately regressed with political interest, internal political efficacy and political participation. The findings revealed that among all the sources of news and current affairs, exposure only to private news TV channels were positively associated with political interest, internal political efficacy, and non-electoral political participation.

The Role of Media in Pakistan Dr. Nazir Hussain The explosion of information revolution and the proliferation of electronic media have virtually converted the world into a globalized village. Now, information, news and events have no barriers and control to reach anywhere around the world. These happenings reach to every living room instantaneously even before the governments can react and control it. The enhanced role of media has impacted the social, economic and political life. What one thinks, believes and perceives are based on the images shown on the media. It has penetrated the routine life of all individuals; commoners, elites, decision-makers and statesmen. States have often been inclined to use the media as a propaganda tool for political and military purposes. The decades of 1980s and 1990s have for instance witnessed the use of US media for politico-military ends. The projection of Soviet Union as an ‘Evil Empire’, the Saddam saga and the ‘Weapons of Mass Destruction’ and the Osama Bin Laden from ‘Freedom Fighter to a Terrorist’ are some of the examples. However, now the media has come out of the domain of the state controls, it is the financiers, the media houses and the media anchors that make heroes and villains, leaders and terrorists. Therefore, the role of media is growing from an observer to an active player in political decision making. The political leaders and government officials have become dependent to convey and defend their policies through the use of media. The media where ‘more anti-government will earn more business’ is considered a basic key to success.

The rulers were using Church in Europe as an authority over people to convey any message. Because Church was the only platform that was influential and was in reach of people and government. So most of the times Church was considered the first platform of Mass Medium. • The emergence of Print Media created doubts in the minds of the rulers and they took it as a threat against their rule. The rulers presumed that people would become aware of their rights and they will challenge the authority. So most of the rulers in Europe took it as a revolt and declared capital punishment for the persons involved in Mass Media. In 1663, the last capital punishment was given to a publisher because he published a book of an anonymous writer. This book contained the idea that rulers are accountable for their deeds and decisions to the masses and if any ruler does not feel himself accountable then masses have the right to overthrow his rule. This was the last capital punishment that was awarded in the history of England. • Print media could not get its full growth till the 18th century as illiteracy was the major problem in all the societies and most of the newspapers were read by the elite class because state was not responsible for the education of the masses and elites had a privilege to get private education from the arranged tutors.
