1 ORGANIZATION AUTHORITY The races will be held by Istanbul Offshore Yacht Race Club (“IAYYK”).

4 ADVERTISING 4.1 The boats can display advertising according to World Sailing Regulation 20 and TYF Advertising Instruction. 4.2 The boats with a valid certificate of advertising certified by national authority will submit one copy the certificate along with the registration forms to the Race Office. 4.3 Sponsor flags/pennants must be hung on cross-trees or shrouds. Sponsor advertising/bow number stickers must be attached on both sides of the on a visible area. During the race, sponsor flags/pennants may be removed, however they must be closed before and after the race. The boats, which fail to hang sponsor flags/pennants and stickers may be punished by the Protest Committee.

5 CLASSES FOR WHICH THE RACE IS OPEN, PARTICIPATION REQUIREMENTS AND REGISTRATION 5.1 Race 1 Halikarnas Kupası Yat Yarışı (25 June 2021 Friday): i. are longer than 8 meters in length over all (LOA), ii. have an inboard engine, iii. have IRC / ORC 2021 Endorsed Certificate, 5.2 Race 2,3,4:

Page 2 of 11 i. are between 6 – 27 meters in length over all (LOA), ii. have an inboard or outboard engine, iii. have IRC / ORC 2021 Endorsed Certificate, iv. have an updated 2021 Certificate of ORC and in compliance with TYF’s definition of Sportsboat class, 5.3 Rally class general rules for all races: All sailing boats bearing the specifications of yacht class that does not have 2021 endorsed IRC and ORC Certificate and that accept to compete in RALLY class, that have inboard engine with proper equipment suitable for racing in accordance with safety rules, as well as all domestic and foreign racers on condition that they comply with all applicable regulations and instructions.

5.4 COVID-19 Warnings: It is essential that; (a) competitors act in compliance with COVID-19 Directives starting from their arrival in the racing area until the end of the activity, (b) competitors (if any) showing COVID-19 symptoms before the race (cough, fever, difficulty in breathing) would not take part in the race and apply to the nearest hospital, (c) competitors should follow the health condition of the teams, teammates during the race and keep an eye on the abnormal symptoms of fever and respiratory tract disorder, (d) every boat would have enough visors, masks, disinfectants, soap, and gloves, (e) during the registration, licensed competitors over 65 years would submit a health report, which taken within the last 15 days and that indicates they have no obstacles to do sports, (f) the people with medical disorders or those who take medication likely to weaken the immune system (diabetic patients, those, who have immune system problems) should not take part in the race to protect their health since they are more likely to expose to the complications of COVID-19, (g) every participant would deliver a written statement during the registration indicating that they assume their own responsibility regarding COVID-19, (h) the crew’s temperatures be taken and recorded before going abord, (i) radio, door handle, table, and similar equipment, which are frequently used on the boat, would be frequently disinfected, (j) signboards containing warnings regarding COVID-19 precautions, would be hung on visible areas on the boat (use of masks, hand washing, social distance practice and the rules to be followed on the boat) and the crew would be informed in this respect, (k) the crew would be provided with water in separate bottles or it must be ensured that competitors bring their water and food together with them. The boat owner/person in charge hereby declares to agree with the above-cited rules.

6 CLASSES AND HANDICAP SYSTEMS 6.1 The boats registered in the race will compete in 4 (four) main groups as IRC, ORC, SPORTSBOAT and RALLY classes. 6.2 For the teams to compete in each class, 4 races were scheduled as HALİKARNAS Cup, CUMHURİYET Cup, MAVİ VATAN Cup and BARBAROS HAYRETTİN PAŞA Cup. 6.3 Time on Time (TOT) system will be applied. i. For IRC classes; Corrected Time (CT) = Elapsed Time (ET) x Time Correction Factor (TCF) ii. For ORC classes, the division of the boats will be ORC A, ORC B and ORC C. The boats will be divided in according to the GPH value and should have the ORC certificates. Scoring for ORC classes Offshore (and costal) race (s) results will be determined by corrected times calculated by Time on Distance method Inshore races results will be determined by corrected times calculated by Triple number (ToT) method. iii. For SPORTSBOAT class, calculation will be made based on Coastal Time on Time (TOT) system. iv. For RALLY classes, Corrected Time (CT) = Elapsed Time (ET) x Time Correction Factor (TCF) v. For RALLY classes, TCF is calculated according to the following formulae. The rating value in for

Page 3 of 11 which age reduction was applied to the value calculated with TCF=(0,2424x√R)/(1+0,0567x√R) R (Rating) = LOA (m) x 2,65. vi. For RALLY classes, spinnaker (symmetric and/or asymmetric) penalty is 10% more than the rating values for which age reduction was made. vii. In VOVAGER class, the corrected rating values are applied with an increase of 5% for the boats with folding prop. viii. In RALLY class, the corrected rating values are applied with an increase of 5% for the boats with daggerboard. ix. The boat with the minimum corrected time (CT) will be declared as winner. x. Seconds following the comma in corrected time (CT) calculations will be rounded up to (the upper value if it is 50 and above). xi. Since the result calculation and assessment is made according to TOT system, the distances stated in the routes are only for informative purposes and they are not used in the calculations. It will not be a reason for Correction Claim if the distances are shorter or longer than that of the announced.

Age reductions to be applied for RALLY classes are as follows; 0,00% for 2021 2,40% for 2015 6,80% for 2009 0,40% for 2020 2,80% for 2014 7,60% for 2008 0,80% for 2019 3,60% for 2013 8,40% for 2007 1,20% for 2018 4,40% for 2012 9,20% for 2006 1,60% for 2017 5,20% for 2011 10% for 2005 and the older boats 2,00% for 2016 6,00% for 2010

7.1 Race Organization Committee may combine with the super or sub-group in the classes/divisions based on the number of the boats provided registration. 7.2 All boats with IRC/ORC certificate may take part in the races. The boats taking part in the race may compete in the divisions which they belong to according to their IRC/ORC classes and TCC values. 7.3 The boats without the statement, which is requested for the RALLY class of boats, regarding the

Page 4 of 11 ‘’manufacturing year, length over all (LOA) in meters, spinnaker (asymmetric/symmetric) of the boat and whether spinnakers will be used in races as well as the statement if the boat has daggerboard and folding prop, are not allowed the take part in this race. 7.4 Number of Crew and Crew Weight: 7.4.1 For IRC Classes, IRC Rule 22.4.2 was abolished and replaced with the following provision: “Maximum number of the crew during the race will be 2 more than the number of the crew stated in the current IRC 2021 Endorsed certificate in IRC-0, IRC-1 and IRC-2 classes; and one more than the number of the crew stated in IRC 2021 Endorsed certificate as for IRC-3 and IRC-4 classes. There is no weight limit.”. 7.4.2 For ORC Classes, minimum crew weight as defined in ORC Rules 102.3 and 200.1(b) shall apply. 7.4.3 Media members to be available on the boat within the knowledge of Race Organization Committee are not included in this number. 7.4.4 Maximum number of crew and crew weight limitation will not be applied in all races for the RALLY class. 7.4.5 Minimum number of the crew for all classes is three persons. Any safety equipment will be sufficient in number and have proper characteristics. 7.4.6 For Sportsboat Class: There is no crew number limitation however, there must be minimum 3 persons on the boat during the race. Maximum weight of all crew with at least a short and a t-shirt on the boat during the race will not be: i. higher than the maximum crew weight identified in Articles 102.1 and 102.2 of ORC 2021 Rating Systems and ii. less than the minimum crew weight identified in Article 102.3 of the ORC 2021 Rating Systems. Crew weight shall not be more or less than 5% of the minimum and maximum values stated in the certificate. This calculation will be made by rounding up the total crew weight to the closest value and it will be calculated by multiplying the corrected time (in seconds) of that boat with 1.1 if it is above 5% of the value in the certificate. 7.5 During the race, the boats will not carry anchor at the hawse, but an anchor equipped with sufficient amount of chain and rope will be carried in a safe place in the boat. 8 REGISTRATION 8.1 Race registration procedures must be carried out through the Race Registration System available at https://sailturkey.racing websites. The form available at Online Race Registration System at the following link, https://form.jotform.com/210624304093950 must be filled in by the boat owner or the individual responsible authorized in written. Boat Insurance Policy, advertising display certificate (if advertising is displayed by the boat) and the certificate of authorization issued by the boat owner to the person in charge must also be delivered to [email protected]. 8.2 The names of all competitors in the crew must be written in the Online Race Registration Form as described in their identity cards. Otherwise, the registration will be invalid. Except for the foreign competitors on the boat, all competitors must have a valid 2021 license. For the competitors under 18 years of age, written parental consent is a must. Registering boat owner/person in charge are responsible in this respect. No temporary license will be issued. The competitors without a license are not allowed to take part in the race. 8.3 NO REGISTRATION FEE. 8.4 For the Race 1 Halikarnas Cup (Wednesday on 27 October 2021), all applications should be complete on Wednesday on 23 June 2021 until 6:00 p.m. For the other races (2,3,4), all applications should be complete on 27 October 2021 until 6:00 p.m. Applications after this date will not be taken into consideration. 8.5 In case of amendments with the crew list stated in the registration forms, this will be informed to the race office in written, via e-mail to [email protected] address or through the messaging application within the racing application before 1 (one) hour of the warning signal hour, which is announced every Verbal changes demands will not be taken into consideration. If it is determined that competitors whose names

Page 5 of 11 are not on the crew list, are available on the boat or if the competitors are not on the boat although their names are included in the list, this may be a reason for disqualification penalty by the Protest Committee. 8.6 Boat owner/the person in charge, who had the boat registered, will be available on the boat during the races. 8.7 The races are open to all regions and foreign and sailors if they comply with the applicable regulations and instructions. License will not be sought for the foreign competitors. 8.8 Race committee is free to accept or decline the registrations of the yachts, which would like to take part in the race, after considering their general safety characteristics and compliance with the sea. 8.9 Those, who are registered in the race, are considered to have acknowledged this Notice of Race, all rules referenced by this Notice of Race and that they have assumed all responsibility regarding COVID-19.

9 RACE STARTS AND SCHEDULE 9.1 The races will be started pursuant to RRS 26 as follows. Warning Signal Class signal is displayed with 1 sound signal (five minutes for the Start) Preparatory Signal Code Flag P/ I/ U/ black flag is displayed with 1 sound signal (four minutes for the Start) One-Minute Signal Preparatory Signal is removed with 1 long sound signal (1 minute for the Start) Starting Signal Class (Warning) signal is removed with 1 sound signal (Starting hour) 9.2 Warning signal hours are as follows: 9.2.1 The first warning signal hour for RACE 1 Halikarnas Cup (25 June 2021 Friday) will be 2:55 p.m. RACE 1 Single start signal will be given for IRC and ORC classes. Another start may be given for RALLY classes.. 9.2.2 The first warning signal hour for RACE 2 Cumhuriyet Cup (29 October 2021 Friday) will be 11:55 a.m. Individual starts may be given for IRC-0, IRC-1, IRC-2 and IRC-3, IRC-4, ORC A, ORC B, ORC C, SPORTSBOAT and RALLY classes. 9.2.3 The first warning signal hour for RACE 3 Mavi Vatan Cup (30 October 2021 Saturday) will be 10:55 a.m. Individual starts may be given for IRC-0, IRC-1, IRC-2 and IRC-3, IRC-4, ORC A, ORC B, ORC C, SPORTSBOAT and RALLY classes. 9.2.4 The first warning signal hour for RACE 4 Barbaros Hayreddin Paşa Cup (31 October 2021 Sunday) will be 10:55 a.m. Individual starts may be given for IRC-0, IRC-1, IRC-2 and IRC-3, IRC- 4, ORC A, ORC B, ORC C, SPORTSBOAT and RALLY classes.

9.3 Starting period is 15 (fifteen) minutes for all classes. This period shall also apply for the OCS boats. 9.4 The boats for which a warning signal has not been given, will be away from the starting line and in a way not to foul the boats started/to start before them. Action may be taken by the Protest Committee upon request of the Race Committee for the boats acting contrary. 9.5 All boats must have stopped their engines before the preparatory signal. 9.6 Before the start, any boat will arrive near the committee boat/start location and call out to the Race Committee or introduce themselves by broadcasting through VHF channel 73. 9.7 Race Schedule may be changed by the Race Organization Committee with Additional Race Instructions. 9.8 No warning signal will be given after 7:00 p.m. Friday on 25 June 2021; 3:00 p.m. Friday on 29 October 2021; and 3:30 p.m. Saturday on 30 October 2021 and Sunday on 31 October 202. If the warning signal has been given in due course of time and general recall is in place or adjournment (AP) pennant is displayed due to any mistakes during the procedures, procedures will be maintained even if it is beyond the announced time.

10 RECALL The boats for which an Individual Recall signal has been given must identify themselves, turn back, and restart in compliance with the rules. Race Committee will not further WARN such boats by calling their sail numbers/boat name or making general broadcasting via VHF Channel 73 and RESPOND TO THE CALLS. Failure of the Race Committee to make notices or non-receipt of the same will not be a reason for the correction claim.

11 ROUTES 11.1 RACE 1 - Halikarnas Cup (25 June 2021 Friday): All competing boats will be informed through VHF Channel 73 about which route will be applied, by displaying the route flag, including the route numbers, such being not later than the warning signal. 11.2 RACE 2 – Cumhuriyet Cup (29 October 2021 Friday): All competing boats will be informed through VHF Channel 73 about which route will be applied, by displaying the route flag including the route numbers such being not later than the warning signal.

11.3 RACE 3, 4 – Mavi Vatan Cup (30 October 2021 Saturday) and Race 3 – Barbaros Hayreddin Paşa Cup (31 October 2021 Sunday): All competing boats will be informed through VHF Channel 73 about which route will be applied, by displaying the route flag, including the route numbers, such being not later than the warning signal.

ROUTE-A: START – 1 - 1A - 2S/2P – 1 - 1A - FINISH Except for the door buoys (2S/2P), all turn buoys will be left on the port side during the turn.

ROUTE-B: START -1 - 1A – FINISH All turn buoys will be left on the port side during the turn.

The buoy routes for the Sportsboat Class are as follows:

ROUTE-A: START – 1B – 2P – 1B – FINISH All turn buoys will be left on the port side during the turn.

ROUTE-B: START -1B – FINISH All turn buoys will be left on the port side during the turn.

• Buoy 1B will be white. Therefore, the fact that it is not white will not be considered a reason for protest or correction requests.

The geographic routes applicable to all classes are as follows:

ROUTE-1: START – At Yassıada Pier – At Heybeliada Pier – In front of the Naval High School Buoy at the pier – Maltepe Bank Shallık Buoy on the Starboard - FINISH. About 18 nm.

ROUTE-2: START – Heybeliada on the Starboard – High School Front Buoy at the pier – Burgazada on the Starboard – Kınalıada Southeast Buoy at the Pier – Kınalıada Pier – FINISH. Around 15 nm

ROUTE-3: START – Heybeliada on the Starboard – In front of the Naval High School Buoy at the pier- Büyükada Sığlık Buoy at the Pier – Maltepe Bank Sığlık Buoy on the Starboard – FINISH . Around 14 nm

ROUTE-4: START- Sivriada Pier- Kınalıada Pier – Kınalıada Southeast Buoy At Pier – FINISH. Around 14 nm

ROUTE-5: START – Kınalıada Pier – Kınalıada Southeast Buoy At Pier – FINISH. Around 8 nm.

11.4 Warnings: It is hereby emphasized that the boats taking part in the races should avoid from the natural obstacles in the course and shallow waters and pay attention to city line ferries especially during the Bosporus Race to be performed on Friday, 29 October 2021. Sailing is strictly forbidden at the Bosphorus after 5:00 p.m.

12 START LINE 12.1 RACE 1 – For Halikarnas Cup (25 June 2021 Friday): It is the line between the pole carrying the orange bearing flag on the Committee Boat anchored in front of Marmaris Castle and the start mark. For the IRC, SPORTSBOAT and RALLY classes, Committee Boat will be left at the Port and the mark will be left at the starboard and the direction of the starts will be general south direction. If the direction of the starts is northern based on the route to be applied, Committee Boat will be left at the starboard and the mark will be left at the port.

Page 8 of 11 12.2 RACE 2 – For Cumhuriyet Cup (29 October 2021 Friday): It is the line between the pole carrying the orange bearing flag on the Committee Boat anchored in front of Dolmabahçe and the start mark. For the IRC, SPORTSBOAT and RALLY classes, Committee Boat will be left at the Port and the mark will be left at the starboard and the direction of the starts will be general north direction. If the direction of the starts is southern based on the route to be applied, Committee Boat will be left at the starboard and the mark will be left at the port.

12.3 RACE 3 – For Mavi Vatan Cup (30 October 2021 Saturday): It is the line between the pole carrying the orange bearing flag on the Committee Boat anchored Caddebostan-Dalyan offshore and the start mark. At the start, Committee Boat will be left at the Starboard and the mark will be left at port and the direction of the starts will be general south direction.

12.4 RACE 4 – For Hayreddin Paşa Cup (31 October 2021 Sunday): It is the line between the pole carrying the orange bearing flag on the Committee Boat anchored Caddebostan-Dalyan offshore and the start mark. At the start, Committee Boat will be left at the Starboard and the mark will be left at port and the direction of the starts will be general south direction.

13 FINISH LINE 13.1 RACE 1 – For Halikarnas Cup (25 June 2021 Friday): It is between the committee boat anchored in front of Bodrum Castle and the buoy to be thrown in the south direction. The committee boat will be left on the starboard and the buoy on the port at the finish. The finish will be awarded in a general West direction.

13.2 RACE 2 – For Cumhuriyet Cup (29 October 2021 Friday): The line between the pole with blue flag on the Committee Boat anchored at Moda Cape and offshore mark with yellow color. At the finish, committee boat will be left at the port and the mark will be left at the starboard.

13.3 RACE 3 – For Mavi Vatan Cup (30 October 2021 Saturday): The line between the pole carrying blue bearing flag on the Committee Boat anchored at Caddebostan- Dalyan offshore and the finish mark. At the finish, committee boat will be left at the port and the finish mark will be left at the starboard side.

13.4 RACE 4 – For Barbaros Hayreddin Paşa Cup (31 October 2021 Sunday): The line between the pole carrying blue bearing flag on the Committee Boat anchored at Caddebostan- Dalyan offshore and the finish mark. At the finish, committee boat will be left at the port and finish mark will be left at the starboard side.

14 TIME LIMIT Time limit for the Race 1, starting on Friday 25 June 2021, is until 05:00 p.m. Sunday 27 June 2021. The time limit for the races to take place on Thursday 29 October 2021, Saturday 31 October 2020 and Sunday 1 November 2020, is until 05:00 p.m.

15 PENALTY SYSTEM During the Race, the boat in breach of one or more than one of the rules of RRS Section 2 will take Two- Turn Penalty, and the boat in breach of RRS 31 will take One-Turn Penalty.

16 INSURANCE AND SECURITY 16.1 Boat owner/person in charge taking part in the race is obliged to take out a financial liability insurance policy including race clause that covers the boat, competitors and the third parties. It is under the own responsibility of the participants to check if their current policies provide such a coverage and include the related annexes to their insurance if need be. Organization Committee, Race Committee, Protest Committee and Technical Committee are not obliged to control whether the competing boats or their personnel are

Page 9 of 11 insured or not and they will assume no responsibility thereof. 16.2 According to World Sailing Offshore Special Regulation 2020–2021, ANNEX B (Special Regulation for Shore Races) will be applied. It is essential that all necessary equipment be maintained in operations condition on the boat during the races and that the same should be controlled and maintained and they are not expired. The breach of safety provisions, prevention of performance of the controls in any way and deficiencies and discrepancies determined may result in disqualification penalty. 16.3 Registered boats are considered to have agreed the completeness of the safety equipment and material specifications stated in the Category of World Sailing Special Offshore Regulation. Responsibility in this respect belongs to the boat owner/person in charge. 17 ELECTRONIC EQUIPMENT 17.1 During the 25-27 June 2021 Halikarnas Cup in the 21.6 Presidential II. International Yacht Race Trophy, unless otherwise stated, boats must wear the "Boat Tracking Device" that will be allocated to them and keep it operational during the race. The boat owner/responsible is accountable for keeping the device on and the boat visible during the race (Md.17.6). 17.2 Organization can obtain information from these devices only throughout the races and has the right to make this data available to anyone s/he wishes during or after the race, provided that it does not affect the race results. The owner of the boat participating in the race accepts this condition. 17.3 The Organization is obliged to provide this device free of charge to the boats that do not have a "Boat Tracking Device" registered with the racing boat tracking system and ensure its assembly and disassembly. 17.4 The boat owner/responsible has to check the boat tracking system before the race to determine that it is in working condition, and if it does not work, notify the relevant parties in sufficient time. 17.5 Once the Race/Protest Committee is satisfied that the system is working correctly, traces from these devices can be used as evidence at Protest Actions. Suppose it is necessary to apply to the boat tracking system during an action. In that case, if no response is received from the boat tracking system, this may be the reason for imposing an alternative penalty on the boat for which no response is received (Art. 17.6). 17.6 If the "Mobile Tracking Device" is on and the boat is not visible during the race, a 20% (minimum 3 rows) penalty will be applied to the boat. If there is no response from the boat tracking system during an action, the action will be held after a 20% (minimum 3 rows) penalty is given to the boat that did not respond. Even if this boat is right at the action, it cannot be cleared from a 20% (minimum 3 rows) point penalty. 17.7 The penalty for violation of Article 17 rules may be less than DSQ, depending on the Protest Committee. Cannot Protest or Request Correction. It changes RRS 60.1 and 62.1(a).

18 DECLARATIONS, PROTEST AND CORRECTION CLAIMS 18.1 The protest time limit in all races is 90 (ninety) minutes from the finish time of the last boat of this group in IRC 0, IRC 1, IRC 2 classes; 90 (ninety) minutes from the finish time of the last boat of this group in IRC 3, IRC 4, ORC A, ORC B, ORC C classes; In SPORTSBOAT classes, it is 90 (ninety) minutes from the finish time of the last boat in this group, and 90 (ninety) minutes from the finish time of the last boat of this class in RALLY class. 18.2 The 25-27 June 2021 Halikarnas Cup finish declaration in the Presidential II. International Yacht Race Trophy will be submitted to the Race Office/Race Committee before the end of the protest time, signed by the boat owner or the person in charge at the end of the race, or the completed declaration form will be photographed or sent to the "Race WhatsApp" group or 0532 683 20 45. A 10% (at least 2 rows) place penalty is applied without action for boats that do not declare in due time. 18.3 The boats must stop their engines as from the moment when their own preparatory signal has been given. The boats, which obtain external help because of risk of safety and of life and property; that start the motor and continue the race to protect from an obstacle or a risk; and that start the motor on condition that shaft and propeller do not rotate to charge the accumulator will inform the Race Committee at the earliest opportunity from VHF channel 73. The status of the boats giving declaration will be considered by the Protest Committee and a proper time penalty will be imposed. 18.4 Protest Committee will impose a penalty likely to result in DSQ for the boats which fail to stop, or that start their engines as from the moment when their own preparatory signal has been given although the foregoing conditions did not emerge even if such boat provided a declaration. 18.5 The owner/person in charge of the boat, which got out of/left the race will inform the Race Committee at the earliest opportunity through VHF channel 73.

Page 10 of 11 18.6 The person in charge of the boat, which took One-Turn Penalty or Two-Turn Penalty will provide the declaration regarding these issues at the earliest opportunity to the Race Committee through VHF channel 73. Those, which fail to provide declaration, will be considered not to have taken penalty turn. 18.7 Under special conditions, the Protest Committee may consider the declaration with VHF adequate if the announcement was taken by the Race Committee. 18.8 Protest negotiations may be performed through video conference or in an isolated area (preferably in an open area) in accordance with the opinions of the protest committee and in compliance with the social distance rules, and the protest forms may be submitted digitally or physically to the race secretariat once again in accordance with the opinions of the protest committee. 18.9 As a protest security, TL 300 will be collected. This is registered as revenue if lost/declined. The protests will be considered on the day and at the hour to be announced following the end of the protest period in compliance with Article 17.10 of GYYK. 18.10 Boats that start the engine and continue the race after their preparatory sign provided that the shaft and propeller do not rotate for human rescue/help/emergency/charge the battery, or any reason, shall report the incident in writing to the Race Office within the protest time limit. Boats not complying with this may be dealt with by the Race Committee and/or the Protest Committee. The decision on this matter rests with the Protest Committee. The Protest Committee may warn a boat for infractions, give time to correct it, disqualify a DSQ or DNE, add time to race, point penalty [10% (minimum 2 places), 20% (min 3 places) , 30% (at least 4 rows), 50% (at least 5 rows)]. Penalties are made separately for each violation.

18.11 Finish Penalty Declarations: i. The boat, which completed the race in compliance with all rules, will be considered to have made a finish when any part of its hull, or crew or any part of its equipment in normal position, crosses the finishing line from the route side. It doesn’t need to make a finish declaration. ii. If any boat, which passed the finish line and performed a finish, is out of the race after finish for whatever reason, the person in charge of the finishing boat will inform the Race Committee as soon as possible through VHF channel 73. iii. The boats, which took a penalty turn will inform the Race Committee as soon as possible through VHF channel 73. Those, which act to the contrary, will be considered to have failed to take penalty turn. iv. The boats, which obtain external help because of risk of safety and of life and property; that start the motor to protect from an obstacle or a risk, will inform the Race Committee at the earliest opportunity from VHF channel 73. Their status will be considered by the Protest Committee and a proper penalty may be imposed. The decision in this respect belongs to the Protest Committee.

19 SCORING 19.1 RRS A4 “LOW POINT” system will be apply. 19.2 IRC results will calculate with TCC Time on Time method. 19.3 ORC Results: i. Offshore (and costal) race (s) results will be determined by corrected times calculated by Time on Distance method ii. Inshore races results will be determined by corrected times calculated by Triple number ToT method. 19.4 Sportsboat Results: i. Inshore races: Performance Curve Scoring with Constructed Course ii. Coastal races: Coastal / Long Distance - (Time on Time) 19.5 Rally Classes Time on Time system will be apply. Results willcalculate with CT (Corrected Time) = ET (Elapsed Time) x TCF (Time Correction Factor) formula. 19.6 Evaluation will be made on the races that can be made in the trophy, which is planned as 6 races in total. Results will be obtained according to the sum of the scores obtained by multiplying the scores of each race by the trophy coefficients. Take out will not eligible. In case of equality in points, equality is broken according to RRS A8. 19.7 Trophy racing coefficients: i. For RACE 1 –Halikarnas Cup (25-27 June 2021) 2 (two).

RACE 4 – Barbaros Hayreddin Paşa Cup (31 October 2021) for each inshore race is 1 (one), for each coastal race is 1,5 (one and a half). 19.8 Take out will not eligible.

20 HAUL-OUT RESTRICTIONS, DIVING EQUIPMENT AND PLASTIC POOLS Without taking written consent of the Race Committee or the Protest Committee, the boats will not be hauled out within the period from the preparatory signal of Friday 25 June 2021 until the expiry of protest time limit of the final race on Sunday 27 June 202; and from the preparatory signal on Friday 29 October 2021 until the expiry of protest time limit of the final race on Sunday 31 October 2021, they will be afloat and any diving equipment or any other equipment will not be used around the boat for whatever purpose.

21 RADIO COMMUNICATION 21.1 It is essential to make VHF marine radio on the boats and keep it open during the races. Unless otherwise specified, racing boats are required to listen to VHF channel 73 and channel 16 if possible. To listen to these radios to be able to get the information about the race on time. 21.2 The boats are not allowed to make voice or data transmission except for emergency cases during the race. It is not allowed to direct the races (directly or indirectly), give help, or ask for help by contacting the third parties via radio and/or mobile phones. 21.3 The boats are not allowed to make speech to direct, give instructions, inspire, or criticize the Race Committee. The Race Committee is not obliged to respond any radio messages.

22 TROPHIES AND PRIZES 22.1 Assessments will be made based on the races conducted (no race elimination). At the end of the series, the boats with the minimum scores in total will win a cup. 22.2 Halikarnas Cup: Prizes will be awarded to the first, second, and third place in each class. The team that finishes first will be awarded the Line Honors Cup. In each class, the first team to cross the line between the Knidos transit buoy and Deveboynu Lighthouse will be given a Knidos crossing special cup. (Transition times will be determined by the data received from the boat tracking device.) Boats competing in the IRC and ORC categories will be awarded the first, second, and third prizes separately for the overall IRC and ORC. 22.3 Cumhuriyet Cup: Awards will be granted to the first, second and third in each class. 22.4 Mavi Vatan Cup: Awards will be granted to the first, second and third in each class. 22.5 Barbaros Hayreddin Paşa Cup: Awards will be granted to the first, second and third in each class. 22.6 Presidential International Yacht Race Overall: Presidential International Yacht Race Overall award will be given to each of the boats that are first in the IRC 0,1,2,3,4, ORC A, B, C, Sportsboat A, B Overall, and TRAVEL classes according to their overall score. 22.7 Presidential International Yacht Race Trophy: The Presidential International Yacht Trophy will be awarded for one year to the boat that comes first in IRC classes 0,1,2,3,4 according to the total trophy score.

 The details of the award ceremony have not been finalized yet due to Covid-19 pandemic restrictions and the participation level during the award of the cups for the ranking boats and date will be announced later. 23 RESPONSIBILITY 23.1 Acceptance of Rules: Upon participation in this race, which is governed by the rules stated in this Notice of Race, any competitor and boat owner or the person in charge hereby declares that: i. the race will be managed in accordance with these rules, ii. they will accept the penalties to be imposed pursuant to the rules and other applications, that there will be final decision pursuant the Rules for the any events likely to be encountered on condition that rights to appeal and review are reserved and that they will not apply to any legal authority or courts based on such a decision. 23.2 Race Decision: Pursuant to RRS Basic Rules 4, the decision of a boat to take part in the race or the

Page 12 of 11 responsibility to continue the race only belongs to the boat owner or the person in charge or the competitors on the boat. 23.3 IOSYRC Club Management and Race and Protest Committees and the sponsors of the race (if any) organizing this race, bear no responsibility for the Notice of Race and Additional Race Instructions, race Route and the decisions taken thereof including any claims, losses, damages, death, and injuries likely to take place against the boats, competitors, boat owner or the person in charge as well as other crew during the races or the preparation phases of the same. The boat owner, person in charge and the participating competitors registered with the race hereby will be considered to have accepted this issue in advance. 23.4 The boat owner competing in that race or the boat owner is the person in charge of a boat. The boat owner in person, or the person authorized in written, will deal with the Race Organization Committee, Race Committee or Protest Committee throughout the race. The boat owner/person in charge is responsible for the radio communication or the verbal/written communication apart from himself or the authorized person. 23.5 Those, who are registered in the race, are considered to have acknowledged this Notice of Race, all rules referenced by this Notice of Race and that they have assumed all responsibility regarding COVID-19.

24 RIGHT TO USE VISUAL MATERIAL All competitors participating the race hereby accept in advance that Race Organization Committee and/or the Sponsors may perform any kind of visual recording or have the same performed, such record may be broadcast lively and/or in the form of a delayed broadcast without any period or time restriction and/or have the same broadcast, they may take photos and the photos may be used for any purposes.

25 EQUIPMENT AND MEASUREMENT CONTROL Boat owner and person in charge of the boat are jointly responsible for the boat measurements, validity of the statements during the record and compliance of the boat with the certificate. The boats may be subject to control without a need for any protest upon request by the Chairman of the Race Committee or any measurer assigned thereof before or after the race.

26 RACE COMMITTEE BOATS Race Committee Boat and Boats will carry “RC” flag. The deficiency in this respect will not be considered as a reason for Correction Claim.

27 TRASH DIPOSAL The boats are strictly prohibited to throw trash in the water. Protest Committee may take action for those acting to the contrary.

28 RACE CATEGORY WS Offshore Special Regulation (OSR) 2020-2021 Annex-B shall be applied.

29 ALTERNATIVE ROUTES Alternative Routes will be announced with an Additional Instruction. All race boats will be informed through the VHF channel 73 about which route will be applied in alternative geographical route application by displaying the route flag with a number thereon, such being not later than the warning signal.
