EUROPEAN PARLIAMENT 2014 - 2019 Delegation for relations with South Asia DRAFT REPORT on the 10th EP/Pakistan Interparliamentary Meeting (Islamabad & Lahore) 16 / 20 February 2015 by Ms. Jean Lambert, Chair of the Delegation ------------ 05/03/2015 PK/am 1/18 EN EN Introduction The last time the EP South Asia Delegation also led by Ms Jean Lambert MEP, visited Pakistan, was in late 2012; the country was already in pre-electoral mood, 6 months before the elections that saw the victory of the PML-N. This was the first democratic transition from one elected civilian government to another in Pakistan’s modern history – and recognised as such by the EU, which fielded an EOM led by Chief Observer Michael Gahler MEP; Richard Howitt MEP had led, at the time, the EP Delegation which was part of the overall observation team. The 2012 talks had focused on the steps taken by Islamabad in rule of law and good governance issues, which had helped the country successfully apply for the EU’s special incentive arrangement for sustainable development and good governance – or, more colloquially, the GSP+ scheme, in effect since 1.1.2014. This arrangement, which was examined by the EP Plenary in December 2013, entails enhanced trade preferences, i.e. the full removal of tariffs on essentially the same products as those covered by GSP. MEPs had thus welcomed the ratification of all the major human rights conventions directly linked to the scheme, as well as the lifting of a series of reservations on many of those, such as the ICCPR or the CAT.

  • Acid Violence in Pakistan
Taiba Zia Acid Violence in Pakistan 47% of Pakistan’s nearly 190 million population are women.1 The country ratified CEDAW in 1996.2 More than 15 years have passed since then but Pakistan still has a dismal women’s rights record, ranking 134 out of 135 countries in the World Economic Forum’s Gender Gap Report of 20123. By far the most egregious of these are crimes of violence against women, which range from “honor” killings4 and rapes to domestic violence and acid crimes. The Aurat Foundation, a local women’s rights organization, reports 8539 cases of violence against women in 2011, an alarming increase of 6.49% from the previous year. Of these, sexual assault increased by 48.65%, acid throwing by 37.5%, “honor” killings by 26.57% and domestic violence by 25.51%. The organization noted 44 cases of acid violence in 2011 compared to 32 in 2010. An important point to remember here is that these are only the cases reported in the media.5 Indeed, it is widely acknowledged that most cases do not make it to the media as women tend not to come forth with the crimes for a number of reasons, such as fear, stigma, lack of rights awareness, economic dependence on the perpetrators, lack of family and societal support, and mistrust of the police and judiciary, to name a few. Collecting data from isolated rural areas is also difficult. Valerie Khan, Chair of Acid Trust Foundation Pakistan, estimates acid attacks in Pakistan number 150 each year while Shahnaz Bokhari, chief coordinator at the Progressive Women’s Association, states that her organization has documented over 8800 cases of victims burnt by acid and fire since 1994.6 Bokhari adds the caveat that her figures are only from “Rawalpindi, Islamabad, and a 200-mile radius” and not the entire country.

Muhammad Umer Gurchani University of Montpellier Finding evidence for Partisan Reinforcement through graph analysis of political rivalries on twitter. Abstract The aim of this study is find out if Twitter users choose to expose themselves to diverse set of opinions on political matters or if they choose to listen to only one of the political adversaries, whom they already support in real life as proposed by theories of partisan reinforcement and the classic study of 1940-44 in Erie county [ CITATION Pau44 \l 1033 ]. This is a comparative study of two political rivalries on twitter; the first one is from USA and the other one from Pakistan. Network-Graphs are created from both rivalries to try to see if clusterization happens in a way that it will create an information bias in favor of one of the rivals. For the purpose of this study, I will only be focused on ‘follow’ relationship on twitter for the reason that it is an indicator of choice for twitter users who want to expose to themselves to ideas being promoted through Twitter accounts of these Politcians[ CITATION Mye14 \l 1033 ]. I further aspire to find out if the balkanization effect of internet is evident on twitter[ CITATION Als05 \l 1033 ]. Introduction Twitter is one of the main social media websites on internet with an active and a vibrant user- base of about 310 million users[ CITATION 1620 \l 1033 ]. It is quickly becoming one of mainstream information sources in both politics and entertainment industry. It is therefore hard to ignore the impact of twitter on political arenas all around the world.

Pakistan National Human Development Report Unleashing the Potential of a Young Pakistan The front cover of this report represents a vi- sual exercise depicting Pakistan’s youth as a 100 young people. Our wheel of many colours represents the multiple dimensions of what it means to be young in Pakistan today. Based on national data as well as results of our own sur- veys, the Wheel presents a collage of informa- tion on Pakistan’s young people (details in Chap- ter 2). This tapestry shows the diversity as well as vibrance of our youth, while also highlighting the inequities and hurdles they face as young Pakistanis. We chose the Wheel as this Report’s motif and cover art, because it represents not only the basis of our hopes for the future, but also our concerns. Diagram inspired by Jack Hagley’s ‘The world as100 people’. Pakistan National Human Development Report 2017* Unleashing the Potential of a Young Pakistan *NOTE: The data (including national statistics, survey results and consultations) in this report was mostly completed in 2016. Published for the United Nations Development Programme (UNDP) Human Development Reports: In 1990, Dr. Mahbub ul Haq produced the first Human Develop- ment Report, introducing a new concept of human development focusing on expanding people’s opportunities and choices, and measuring a country’s development progress though the richness of human life rather than simply the wealth of its economy. The report featured a Human Devel- opment Index (HDI) created to assess the people’s capabilities. The HDI measures achievements in key dimensions of human development: individuals enabled to live long and healthy lives, to be knowledgeable, and have a decent standard of living.
