The paper argues that Alavi’s state power structure, dominated by civil-military bureaucracy, has undergone a change in the last few decades. New forces like intermediate class, a segment of superior courts’ judges and some of the politicians known as electable(s) have been able to occupy space in the Pakistani state power structure. This was the first democratic transition from one elected civilian government to another in Pakistan’s modern history – and recognised as such by the EU, which fielded an EOM led by Chief Observer Michael Gahler MEP; Richard Howitt MEP had led, at the time, the EP Delegation which was part of the overall observation team. The 2012 talks had focused on the steps taken by Islamabad in rule of law and good governance issues, which had helped the country successfully apply for the EU’s special incentive arrangement for sustainable development and good governance – or, more colloquially, the GSP+ scheme, in effect since 1.1.2014. This arrangement, which was examined by the EP Plenary in December 2013, entails enhanced trade preferences, i.e. the full removal of tariffs on essentially the same products as those covered by GSP.     Taiba Zia Acid Violence in Pakistan 47% of Pakistan’s nearly 190 million population are women.1 The country ratified CEDAW in 1996.2 More than 15 years have passed since then but Pakistan still has a dismal women’s rights record, ranking 134 out of 135 countries in the World Economic Forum’s Gender Gap Report of 20123. By far the most egregious of these are crimes of violence against women, which range from “honor” killings4 and rapes to domestic violence and acid crimes. The Aurat Foundation, a local women’s rights organization, reports 8539 cases of violence against women in 2011, an alarming increase of 6.49% from the previous year. Of these, sexual assault increased by 48.65%, acid throwing by 37.5%, “honor” killings by 26.57% and domestic violence by 25.51%. The organization noted 44 cases of acid violence in 2011 compared to 32 in 2010. An important point to remember here is that these are only the cases reported in the media.5 Indeed, it is widely acknowledged that most cases do not make it to the media as women tend not to come forth with the crimes for a number of reasons, such as fear, stigma, lack of rights awareness, economic dependence on the perpetrators, lack of family and societal support, and mistrust of the police and judiciary, to name a few. Collecting data from isolated rural areas is also difficult. Valerie Khan, Chair of Acid Trust Foundation Pakistan, estimates acid attacks in Pakistan number 150 each year while Shahnaz Bokhari, chief coordinator at the Progressive Women’s Association, states that her organization has documented over 8800 cases of victims burnt by acid and fire since 1994.6 Bokhari adds the caveat that her figures are only from “Rawalpindi, Islamabad, and a 200-mile radius” and not the entire country.

The joint session of Parliament was held on 2nd June while the budget session of National Assembly started on 3rd June. On the same day, the Federal Budget 2014-15 was presented by the Finance Minister. The total outlay of budget 2014-15 is Rs. 4,302 billion, 7.9% higher than the size of budget estimates 2013-14. Net revenue receipts are estimated at Rs. 2,225 billion. The provincial share in federal revenue receipts is estimated at Rs. 1,720 billion during 2014-15. Another important figure is the share of current expenditures in total budgetary outlay which is 80.5%. A relatively smaller amount of Rs. 839 billion has been earmarked for development expenditures which is even lower than the estimates of Budget 2013-14 by 8.3%. The National Assembly approved the Finance Bill for fiscal year 2014-15, on 21st June, with total outlay of Rs. 4.3 trillion accepting some amendments moved by the government and rejecting all ones from the opposition benches. Following nine-day discussion, the 149-page Finance Bill moved by Minister for Finance, Ishaq Dar was passed by the House with majority in clause-by-clause reading.
