Full Discription „Strategy for Investment Attraction to Urban Areas in LV-LT Cross-border Region - 2014 WILLINVEST”, Project Nr. LLV-390 INVESTMENT PACKAGE SMART PARK Description of location/building/territory The Territory of a former military town (later Border Guard School campus), total area around 10 hectares. The main use of the land – other land (method of use – public territories), land is managed by Visaginas municipality on loan basis. The buildings within the territory will be demolished, the territory developed, the engineering communications reconstructed. By 2017 the land will be fully prepared for investors. The territory has communication, power, water supply, sewerage, and centralised heating systems. Good transport infrastructure: good access to the area via an asphalt road; there is a large parking lot and a freight transport parking lot. Less than 500 m away there is a railway line, which is not used at the moment but could be restore if required. The town itself has roads. Access to Visaginas is possible by car via an asphalt road; the city is around 2 km away. ~ 1 km to Visaginas industrial zone. ~ 7.5 km to Ignalina Power Plant; ~ 25 km to international highway A6 Kaunas (LT)–Zarasai (LT)–Daugpilis (LV) DISTANCES TO BORDER CROSSING POINTS: ~ 25 km to state border crossing with the Republic of Latvia, ~ 70 km (across Lithuanian and Latvian territories up to the international crossing point with Belarus (Visaginas (LT)-Zarasai (LT)-Daugpilis (LV)-Silene (LV)-Urbany (BY)); ~ 200 km (across Lithuanian and Latvian territories up to the international crossing point with the Russian Federation (Visaginas (LT)-Zarasai (LT)-Daugpilis (LV)-Rezekne (LV) - Burachki (RU) DISTANCES TO EUROPEAN CAPITALS AND MAJOR CITIES: ~ 600 km from Visaginas to St. Petersburg (RU); ~ 820 km to Moscow (RU); ~ 235 km from Visaginas to Minsk (BY); ~ 250 km from Visaginas to Riga (LV), ~ 50 km to Daugavpils (LV). Project field Industrial park (priority – energy sector, innovation technology areas) Brief description of the project / Market overview Visaginas Municipality's strategic direction – Visaginas – Centre of Excellence for Energy. Visaginas is known both in Lithuania and in Europe as an energy city. It has many skilled, yet narrowly-specialised employees. Following the closure of Ignalina nuclear power plant, some of them are involved in the decommissioning works. Visaginas has accumulated unique experience in the use and decommissioning of nuclear objects and seeks to become a world-renowned leader and expert in safe and effective decommissioning of nuclear power plants with RBMK reactors. These competences can be applied and developed in the planned technology and innovation park – SMART PARK. SMART Park is a platform for generating and implementing innovative technology solutions. Target direction of the park – saving of energy resources. All park's buildings will be autonomous – heating, power and technical water will be provided from the renewable resources set up in park's territory. The common complex will be home to developing small and medium businesses and holding educational and scientific projects. An Energy Research Centre is also expected to be set up in the park's territory. SMART Park's development areas: 1. Energy, energy solutions, biotechnologies in energy field. Development of energy innovation cluster and its integration into European Union. 2. Creation of favourable investment conditions: a developed area fully completed engineering infrastructure, project development support, cooperation. 3. Installation of renewable energy sources in SMART Park. 4. Development and production of SMART Park's innovations, installation of pilot/test projects/products of SMAR Park's companies in Visaginas City. Visaginas becomes a demonstration platform for innovative technologies - a SMART CITY. SMART Park's residents will be able to work in areas other than energy resources and energy products. Nowadays, energy saving is relevant in all business areas; therefore, companies in all areas, which work in innovation technology field, can become SMART Park's residents. Why SMART Park (vision): 1. Fully developed territory, new engineering networks. 2. Installed renewable energy sources – lower facility maintenance and production costs. 3. Highly-qualified, educated, experienced and motivated employees speaking several languages. 4. Funding opportunities provided by the local Labour Exchange: subsidies for creating jobs, paying salaries, training staff. 5. Possible project funding according to EU 2014-2020 financial period. Projects implemented in Visaginas are subject to special criteria for tendered business projects. Priority criteria (+10 points) applicable to the following measures: Intelektas LT (in Visaginas); SmartInvest LT; SmartInvest LT+; InoKlaster LT; InoKlaster LT+; Inkubatoriai LT; Eco-inovacijos LT; Eco-inovacijos LT+ ;Regio invest LT+; DPT pramonei LT+; Žmogiškieji ištekliai Invest LT+; Pameistrystė LT; Inomokymai LT (in Visaginas). 6. Tax benefits, 7. Possibilities. Land lease agreement is signed within a month. Construction permissions are issued immediately. Nature of manufacturing activities has not been defined. Use of energy resources is unlimited. Cooperation with Ignalina Nuclear Power Plant, which is implementing a decommissioning project – opportunities to propose innovative products in this process. Potential clients and partners European Union, Belarusian, Russian businesses and scientific institutions. Partners – Visaginas Municipality Administration, INPP region business incubator, INPP region municipalities, State Enterprise Ignalina Nuclear Power Plant, Visaginas Technology and Business Vocational Education and Training Centre. Project stages / Financial indicators Stage 1. Preparatory works (Visaginas Municipality Administration in charge, duration – 2 years): 1. Territory development by using EU, state and municipal support: existing buildings will be demolished; the territory will be cleaned up, the land levelled. Project value – 1.7 million euros. 2. Installation of engineering networks, transport and communications by using EU, state and municipal support: reconstruct communication, power, water supply, sewerage, and central heating systems, install renewable energy source systems (solar batteries, wind power plant, drilling wells, heat pumps, etc.). Project value – around 2 million euros. 3. Setting up of bicycle/pedestrian paths from Visaginas to SMART Park (EU, state and municipal support). 4. Establishment of research laboratories (open access centre) in SMART Park (EU, state, municipal and business support). 5. Selection of SMART Park's operator, preparation of activities and procedures package 6. SMART Park's publicity campaign and marketing, organisation of trainings (EU, state and municipal support). Stage 2. Establishment of SMART Park (Visaginas Municipality Administration in charge, duration – 2 years): 1. Construction of initial, test buildings (possible partial EU support for business companies, planned additional points in tenders for investments in Visaginas Municipality). 2. Active search for investors. 3. Establishment of initial companies. 3. Beginning of activities of the established companies. Lokun Ignalina kjarnorkuversins hefur valdið kaflaskiptum í bænum Visaginas, sem tilheyrði kjarnorkuverinu. Missir aðal atvinnufyrirtækisins og rússnesk fortíð bæjarins hafði mikil áhrif á líf íbúana. Afskekkt staðsetning Visaginas og að rússneska hélst aðal tungumál íbúanna eftir að Litháen endurheimti sjálfstæði sitt, dró úr atvinnumöguleikum íbúa Visaginas í öðrum bæjum í Litháen. Fyrsta markmið þessarar rannsóknar var að kanna hvaða augum þúsaldarkynslóðin lítur náttúrulegt umhverfi Visaginas og byggðina í ljósi hnattvæðingar. Hitt markmiðið var að kanna afstöðu unga fólksins til hlutverks fortíðar Visaginas sem „kjarnorkubær“ í þróun bæjarins.

Ir pir- retai apgyventos miausia čia norės apsigyventi sugrįžę iš emigracijos ir didžiųjų miestų Saulius Stanaitis lietuviai. Tačiau tai bus ne taip greitai ir ne taip gausiai, kaip norėtųsi. Rūta Ubarevičienė teritorijos 2012–2013 m. Lietuvos socialinių tyrimų centro Visuomenės geogra- fijos ir demografijos institute buvo vykdomas nacionalinės mokslo programos „Socialiniai iššūkiai nacionaliniam saugumui“ mokslinių Lietuvos apgyventos teritorijos retai tyrimų projektas „Lietuvos retai apgyventos teritorijos ir jų gyven- tojai“. Monografijoje skelbiama dalis šio tyrimo metu surinktos ir apibendrintos medžiagos.
