Indeed, the globalization has created new trends in term of migration local development which brought the peripheric regions to stay on the border of the global market. There is a need to understand and highlight the issues faced in the Ignalina region by both the tourism sector and the elderly population. This paper will analyse the relation between elderly population and the tourism activities. Furthermore, it will describe the role of both local governments and local businesses towards the regional development. It supposes that the elderly population should be involved in the touristic activities, as the Ignalina region has great possibilities to develop tourism for the inactive tourist such as activities that offer relaxation. In accordance to Ignalina NPP Unit 1 Closure Law, the Government of Lithuania approved the Ignalina NPP Unit 1 Decommissioning Program until 2005. For enforcement of this program, the plan of measures for implementation of the program was prepared and approved by the Minister of Economy. The plan consists of two parts, namely technical- environmental and social-economic. Technical-environmental measures are mostly oriented to the safe management of spent nuclear fuel and operational radioactive waste stored at the plant and preparation of licensing documents for Unit 1 decommissioning. Social-economic measures are oriented to mitigate the negative social and economic impact on Lithuania, inhabitants of the region, and, particularly, on the staff of Ignalina NPP by means of creating favorable conditions for a balanced social and economic development of the region. In this paper analysis of planned radioactive waste management technologies, licensing documents for decommissioning, other technical-environmental and also social-economic measures is presented. Specific conditions in Lithuania important for defining the decommissioning strategy are highlighted. INTRODUCTION There is only one nuclear power plant in Lithuania - the Ignalina NPP (INPP). It is situated in the northeast of Lithuania near the borders of Latvia and Belarus, on the bank of the largest Lithuanian body of water, Druksiai lake. The Ignalina NPP is a vital component in Lithuania's energy balance because it is producing more than 70 % of the total electricity production in Lithuania. -

„Strategy for Investment Attraction to Urban Areas in LV-LT Cross-border Region - 2014 WILLINVEST”, Project Nr. LLV-390 INVESTMENT PACKAGE SMART PARK Description of location/building/territory The Territory of a former military town (later Border Guard School campus), total area around 10 hectares. The main use of the land – other land (method of use – public territories), land is managed by Visaginas municipality on loan basis. The buildings within the territory will be demolished, the territory developed, the engineering communications reconstructed. By 2017 the land will be fully prepared for investors. The territory has communication, power, water supply, sewerage, and centralised heating systems. Good transport infrastructure: good access to the area via an asphalt road; there is a large parking lot and a freight transport parking lot. Less than 500 m away there is a railway line, which is not used at the moment but could be restore if required. The town itself has roads. PUBLIC AUDIT REPORT Summary Report of the Results of Audits of Municipal Control and Audit Services MANAGEMENT OF MUNICIPAL REAL ESTATE 16 November 2020 No. YE-9 SUMMARY Relevance of the Summary In 2018, the National Audit Office of Lithuania (NAOL) carried out an audit of the state real estate management1, during which it was found that the management of state real estate does not generate adequate benefits, poorly linked to efficiency, and there are no long- term real estate management guidelines. In 2019, having assessed that the municipalities in the country may face similar problems, the NAOL invited municipal control and audit services to carry out a coordinated audit of the real estate managed by municipalities, the aim of which was to assess whether real estate is managed in municipalities in a targeted and complex manner, whether it is used efficiently and serve the greatest benefit to the public. The coordinated audit was joined and carried out by 55 out of 60 municipal control and audit services 2. Municipal control and audit services (hereinafter SKATs) assessed the management of real estate held by municipalities by the right of ownership, while the NAOL assessed the management of the state-owned real estate transferred to municipalities by the right of trust.
