The publicity signs of the European Union and Latvia-Lithuania Programme will lead you during the journey and will invite you to stop off and to stay for a while in order to take a look at common input into the growth of the Latvian-Lithuanian border region. We hope this brochure will give you an opportunity to appreciate the positive changes in cooperation infl uenced by the Latvia and Lithuania Cross Border Cooperation programme, including the ideas generated, works undertaken and completed and that you will benefi t from the common ideals. OF THE REPUBLIC OF LITHUANIA Each year cross border cooperation between Lithuania and Latvia is Team of Regional Policy Department maturing and the countries are becoming closer. It is especially gratifying Ministry of the Interior of the Republic of Lithuania to have special instruments to support cooperation activities such as the Joint Programme under the European Territorial Cooperation Objective. Through the exchanges of ideas and by working towards common goals under the Latvia and Lithuania Cross Border Cooperation programme, the neighbours are becoming closer. Sometimes cooperation is the only way to resolve a problem when dealing with issues on the borders or without borders, such as the pollution of a river or accessibility to public health services, common fi re and rescue services, and ensuring a safe environment for the residents of the Latvian-Lithuanian border region. This requires people to work together. In this way, local and regional institutions, public institutions working in education and research, business support, environmental and other levels have the possibility to learn from each other and to deal with common challenges and fi nd common solutions. Citizens of Latvia who have reached the age of 18 by election day have the right to vote. (As amended by the 6 February 2014 Law) 2.(Deleted by the 6 February 2014 Law). 3. A person has the right to vote in any constituency. 4. Any citizen of Latvia who has reached the age of 21 before election day may be elected to the Saeima unless one or more of the restrictions specified in Article 5 of this Law apply. 5. NCCL plays an important role in organizing Norway-related companies in Latvia and supporting our joint efforts in enhancing economic relations between Norway and Latvia. When we look at the extension and variety of the presence of Norwegian companies in Latvia, we are highly impressed and as ambassador I am very proud of it. Since the 1990ies Norwegian enterprises in Latvia have been the backbone in the overall relations between our two countries and their activities represent valuable contributions to Latvias economy and welfare, both through employment, value- creation, investments, partnerships and payment of taxes. We hope that this will continue in the years to come - with the support from the Chamber and from the Embassy. NCCL and Embassy together is what we could call “Team Norway in Latvia”. The advantages of the region are its relief, nature, clean air and wonderful people. Next to the Baltic Country of Lakes lies a country with a poetic name “Bella Dvina”. This country is located in the area where the river Dvina – Daugava flows, which is well known since ancient times for the trade route “from Varangians to Greeks”. Looking at the map, one can conclude, that inhabitants of three countries – Russia, Belarus and Latvia – can consider the Western Dvina for their own. Its flow begins in Russia, and goes through Belarus. As it flows into Latvia, it is no longer Dvina, but rather Daugava, which then flows into the Baltic Sea. Active tourism throughout the year, fascinating cultural events, and picturesque sceneries – all of this comprises a unique mosaic, which provides true visual and aesthetical enjoyment. We offer you to get acquainted with the Baltic Country of Lakes – Latgale in Latvia, Aukštaitija in Lithuania, as well as the “Bella Dvina” region, which includes Latgale in Latvia and part of Vitebsk region in Belarus.

Þegar eina fyrirtækið í iðnaðarbæ lokar, upplifa íbúarnir félags- og fjárhagslegar afleiðingar og sækjast eftir vinnu í nágrannabæjum eða borgum. Lokun Ignalina kjarnorkuversins hefur valdið kaflaskiptum í bænum Visaginas, sem tilheyrði kjarnorkuverinu. Missir aðal atvinnufyrirtækisins og rússnesk fortíð bæjarins hafði mikil áhrif á líf íbúana. Afskekkt staðsetning Visaginas og að rússneska hélst aðal tungumál íbúanna eftir að Litháen endurheimti sjálfstæði sitt, dró úr atvinnumöguleikum íbúa Visaginas í öðrum bæjum í Litháen. Fyrsta markmið þessarar rannsóknar var að kanna hvaða augum þúsaldarkynslóðin lítur náttúrulegt umhverfi Visaginas og byggðina í ljósi hnattvæðingar. Hitt markmiðið var að kanna afstöðu unga fólksins til hlutverks fortíðar Visaginas sem „kjarnorkubær“ í þróun bæjarins.
