Brief Analysis While some international sanctions against Iranian civil aviation have been lifted, Tehran's insistence on using Mahan Air and other companies to send personnel and weapons to Syria may jeopardize the industry's future. s the aviation community and international media fixate on recent Boeing and Airbus orders by Iranian A airlines, Tehran continues to quietly purchase secondhand aircraft and parts through smaller companies, actively circumventing terrorism-related sanctions against certain airlines and individuals. By combining military and civil aviation components, Iran seeks to bolster its regional airlift capability, but any companies associated with such activity -- even indirectly -- are putting themselves in the crosshairs of U.S. sanctions policy. THE 'SYRIAN EXPRESS' AIR BRIDGE T he Islamic Revolutionary Guard Corps-Qods Force has long used pseudo-civilian resources to help Iran's allies in Syria. In addition to close support from Mahan Air (see next section), the IRGC has set up its own cover airlines and service companies to provide logistical assistance and boost revenue. The main airline operated by the IRGC and its Pars Aviation Company is Pouya Air. Its predecessors, Pars Air and Yas Air, were designated as terrorist entities in 2012 by the United States, which accused them of transporting weapons to the Syrian regime. -

US DEPARTMENT OF THE TREASURY PRESS CENTRE – 29 AUGUST 2014 WASHINGTON – Today, the U.S. Department of the Treasury announced actions targeting a diverse set of entities and individuals under various Iran-related authorities, targeting Iran’s missile and nuclear programs, sanctions evasion efforts, and support for terrorism. The Department of State also announced additional actions under its authorities. These actions reflect the United States’ sustained commitment to enforce our sanctions as the P5+1 and Iran work toward a comprehensive solution to address the international community’s concerns over Iran’s nuclear program. More specifically: • Treasury designated four individuals and two entities pursuant to Executive Order (E.O.) 13382, which targets proliferators of weapons of mass destruction (WMD) and their supporters. Treasury also identified two aliases used by a previously sanctioned key Iranian missile proliferator. • Treasury designated two entities and three individuals tied to Iran’s energy industry pursuant to E.O. 13645. Treasury also identified six vessels pursuant to this authority. • Treasury designated one entity pursuant to E.O. 13622 for its provision of material support to the Central Bank of Iran in connection with the purchase or acquisition of U.S. dollar bank notes by the Government of Iran. • Treasury identified five Iranian banks that are subject to sanctions under E.O. 13599, which blocks the property and interests in property of the Government of Iran and Iranian financial institutions. • Treasury designated four entities and one individual pursuant to E.O. 13224 in connection with Iran’s support for terrorism. Treasury also identified one alias used by an Iranian airline that was previously sanctioned under this E.O. -

MEMORANDUM Should Boeing and Airbus sell planes to Iran Air? Iran Air and Mahan Air still ferrying militants and weapons to support Syria’s Bashar Assad At least 242 flights from Iran to Syria since the JCPOA commenced November 23, 2016 Executive Summary Earlier this year, Boeing and Iran Air announced a deal for the sale of 100 Boeing planes to the Iranian airline. In addition, Airbus had inked a deal for an additional 118 planes. On November 22, Airbus reported that it had received U.S. government backing for the export of these planes. The export license was granted by the U.S. Office of Foreign Assets Control, and allows Airbus to deliver more than $20 billion worth of jets to Iran Air. This follows initial licenses in September by the U.S. government to Boeing and Airbus to deliver jetliners to Iran Air. Iran Air was designated by the U.S. Treasury Department on June 23, 2011 for “providing material support and services to the Islamic Revolutionary Guard Corps (IRGC) and Ministry of Defense and Armed Forces Logistics (MODAFL).” MODAFL is designated under Executive Order 13382 for its proliferation activities.” Treasury stated that “commercial Iran Air flights have been used to transport missile or rocket components to Syria.” Treasury stated that “Iran Air has shipped military-related equipment on behalf of the IRGC since 2006 … Iran Air shipped aircraft-related raw materials to a MODAFL-associated company, including titanium sheets, which have dual-use military applications and can be used in support of advanced weapons programs.” It also stated that “rockets or missiles have been transported via Iran Air passenger aircraft, and IRGC officers occasionally take control over Iran Air flights carrying special IRGC-related cargo. -

In September, the U.S. Department of the Treasury issued initial export licenses for both companies to deliver the jetliners. RASG-MID/6-WP/15 17/08/2017 International Civil Aviation Organization Regional Aviation Safety Group - Middle East Sixth Meeting (RASG-MID/6) (Bahrain, 26-28 September 2017) Agenda Item 3: Regional Performance Framework for Safety SMS IMPLEMENTATION BY AIR OPERATORS (Presented by IATA) SUMMARY This paper provides the status of SMS implementation by Air operators registered in MID States and provides recommendation for the way forward to complete SMS implementation. Action by the meeting is at paragraph 3. REFERENCES - SST-3 Meeting Report 1. INTRODUCTION 1.1 Currently, implementation of safety management at the Service Provider level is variable, and is proving challenging to put in place the system as intended by Annex 19. 1.2 The MID-SST was established to support the RASG-MID Steering Committee (RSC) in the development, monitoring and implementation of Safety Enhancement Initiatives (SEIs) related to identified safety issues, including implementation of State Safety Programs (SSP) and Safety Management Systems (SMS). 2. DISCUSSION 2.1 The Third meeting of the MID Safety Support Team (MID-SST/3) held in Abu Dhabi, UAE, 10-13, recognized the need to monitor the status of SMS implementation by air operators, maintenance organizations and training organizations involved in flight training; in order to take necessary actions to overcome the challenges faced and to improve safety. 2.2 In this regard, the meeting agreed that IATA with the support of the ICAO MID Office will provide feedback and a plan of actions to address SMS implementation by air operators. RASG-MID/6-WP/15 - 2 - 2.3 The meeting may wish to note that Safety Management Systems (SMS) is an integral part of the IOSA program.
