A progress repoti was presented by the mission tasked with the ohservation of the early presidential elections in Azerbaijan. During this part-session, the Assembly was addressed by Mr Andrej Plenkovic, Prime Minister of Croatia, Mr Peter Pellegrini, Prime Minister of the Slovak Republic, and Mr Jean Asselborn, Minister for Foreign and Europeat1 Affairs of Luxembourg. Mr Thorbjom J agland, Secretary General of the Co:nncil of Europe, presented his communication to Assembly Members, Ms Maria Pejcinovic Buric, Deputy Prime Minister and Minister of Foreign Minister of Croatia, informed the Assembly in the context of the Croatian Chairmanship of the Committee of Ministers. Hon David Stellini and Hon Etiem1e Grech addressed the Assembly on Wednesday 27th June 2018 during the joint debate on the following three migraton themes "Extra-territorial processing of asylum claims and the creation of safe refugee shelters abroad", "Human rights impact of the "external dimension" of European Union asylum m1d migration policy: out of sight, out of rights?" and "International obligations of Council of Europe member States: to protect life at sea". Committees Delegates, besides attending the plenary, took part in the meetings of their respective political grouping and pmiicipated in the proceedings of the following Committees:- Hon Emanuel Mallia: Legal Affairs and Human Rights Committee; and (as subsititute) Political Affairs and Democracy Committee. Hon David Stellini: Committee on Migration, Refugees and Displaced Persons; and (as substitute) Committee on Culture, Science, Education and Media. Hon Jason Azzopm·di: Political Affairs m1d Democracy Committee; and (as substitute) Committee on Migration, Refugees and Displaced Persons. Hon Etie1me Grech: Committee on Social, Health and Sustainable Development; and (as substitute) Committee on Culture, Science, Education and Media. Hon Emmanuel Mallia, member on the Legal Affairs and Human Rights Committee, reports that: during the meeting on Monday afternoon, the committee had for its consideration, among other things, the 'Introductory Memorandum' on Item 5: Daphne Caruana Galizia's assassination and the rnle oflaw, in Malta and beyond: ensuring that the whole truth emerges; notwithstanding his objections backed by the UK representative, that item was dealt with hastily in just four minutes, depriving him of the oppmiunity to expound his arguments with regard to the content of the introductory memo and with regard to the suitability of the rappmieur, Mr Pieter Omtzigt, to repmi on this particular issue in tenns of the PACE code of conduct for rappmieurs; and subsequently, he called for a meeting on Wednesday with the Chairperson and secretariat of the Legal Affairs Committee, where, following his explanations, it was agreed that (i) he makes written submissions conceming his serious reservations and (ii) concmTently he requests that this item will be placed on the agenda of the September 1Oth Legal Affairs Committee meeting. The Conference has a new website on the Council of Europe portal: at the end of each session, short memorandums will be given on the website and on the social networks.

The European Commission is not responsible for the content. ACHEN Christopher H. Chris Achen holds the Roger Williams Straus Chair of Social Sciences at Princeton University. His primary research interests are public opinion, elections, and the realities of democratic politics. He is the author or co-author of six books, including Democracy for Realists (with Larry Bartels) in 2016, which has received widespread discussion and several awards. He has also published many articles. He is a member of the American Academy of Arts and Sciences, and has received fellowships from the Center for Advanced Study in the Behavioral Sciences, the National Science Foundation, and Princeton's Center for the Study of Democratic Politics. He was the founding president of the Political Methodology Society, and he received the first career achievement award from The Political Methodology Section of The American Political Science Association in 2007. He has served on the top social science board at the American National Science Foundation, and he was the chair of the national Council for the Inter-University Consortium for Political and Social Research (ICPSR) from 2013-2015. He is also the recipient of awards from the University of Michigan for lifetime achievement in training graduate students and from Princeton University for graduate student mentoring.     CONF/PRES/SPEECH(2021)2 End of mandate speech by Anna Rurka, President of the Conference of INGOs, at the meeting of the General Assembly of the Conference of INGOs on 28 April 2021 In 2015, when I was elected for my first term, I had a vision of a Conference of INGOs which knew how to analyse, conceive the future and act. A Conference with the courage to express opposing arguments and see the complexity where others saw complications, a Conference armed with proposals, intelligent in its diversity and respectful towards, what all public policies in the world have as a target: human beings. These two terms have been more than I could have imagined and projected in 2015. Human life, this is clearly what stands out after 6 years of my mandate : as an absolute value, as a guideline, a horizon, but also as the very concrete reality principle, which connects the Conference of INGOs and the Council of Europe to the field. It is through commitment to an individual’s life or by helping save them from oppressed situations that I understand that my function and action have meaning and can produce a real change in the life of the persons. For this to happen, I had a strong conviction, I believed deeply and strongly, even if no one believed anymore, because the failures and bad news are piling up. My meetings and connections with rights defenders who are not afraid to risk their lives for the freedom of all, marked my life forever. Thank you so much for that.
