A progress repoti was presented by the mission tasked with the ohservation of the early presidential elections in Azerbaijan. During this part-session, the Assembly was addressed by Mr Andrej Plenkovic, Prime Minister of Croatia, Mr Peter Pellegrini, Prime Minister of the Slovak Republic, and Mr Jean Asselborn, Minister for Foreign and Europeat1 Affairs of Luxembourg. Mr Thorbjom J agland, Secretary General of the Co:nncil of Europe, presented his communication to Assembly Members, Ms Maria Pejcinovic Buric, Deputy Prime Minister and Minister of Foreign Minister of Croatia, informed the Assembly in the context of the Croatian Chairmanship of the Committee of Ministers. Hon David Stellini and Hon Etiem1e Grech addressed the Assembly on Wednesday 27th June 2018 during the joint debate on the following three migraton themes "Extra-territorial processing of asylum claims and the creation of safe refugee shelters abroad", "Human rights impact of the "external dimension" of European Union asylum m1d migration policy: out of sight, out of rights?" and "International obligations of Council of Europe member States: to protect life at sea". Committees Delegates, besides attending the plenary, took part in the meetings of their respective political grouping and pmiicipated in the proceedings of the following Committees:- Hon Emanuel Mallia: Legal Affairs and Human Rights Committee; and (as subsititute) Political Affairs and Democracy Committee. Hon David Stellini: Committee on Migration, Refugees and Displaced Persons; and (as substitute) Committee on Culture, Science, Education and Media. Hon Jason Azzopm·di: Political Affairs m1d Democracy Committee; and (as substitute) Committee on Migration, Refugees and Displaced Persons. Hon Etie1me Grech: Committee on Social, Health and Sustainable Development; and (as substitute) Committee on Culture, Science, Education and Media. Hon Emmanuel Mallia, member on the Legal Affairs and Human Rights Committee, reports that: during the meeting on Monday afternoon, the committee had for its consideration, among other things, the 'Introductory Memorandum' on Item 5: Daphne Caruana Galizia's assassination and the rnle oflaw, in Malta and beyond: ensuring that the whole truth emerges; notwithstanding his objections backed by the UK representative, that item was dealt with hastily in just four minutes, depriving him of the oppmiunity to expound his arguments with regard to the content of the introductory memo and with regard to the suitability of the rappmieur, Mr Pieter Omtzigt, to repmi on this particular issue in tenns of the PACE code of conduct for rappmieurs; and subsequently, he called for a meeting on Wednesday with the Chairperson and secretariat of the Legal Affairs Committee, where, following his explanations, it was agreed that (i) he makes written submissions conceming his serious reservations and (ii) concmTently he requests that this item will be placed on the agenda of the September 1Oth Legal Affairs Committee meeting.
