By far the biggest and most ambitious plan for the Rawai area, however, is a proposal for a hor- ticultural garden similar to Singa- pore’s Botanic Gardens, but much larger – as conceived by HRH Princess Maha Chakri Sirindhorn. The OrBorTor is seeking a budget of a billion baht for this project, to be constructed on 271 rai atop the promontory at the south end of Nai Harn Beach, where the three white power- generating windmills now stand. The biggest hurdle to this project is likely to be obtaining the necessary funds from central government which, in recent months, has been taking a scythe to just about every budget pro- posed by Phuket. Sales are still booming, and prices at the very top end of the market have already surpassed US$5 million, or 200 million baht, per home. Many developers take great care over environmental matters. Particularly at the top end of the market, they are aware that home- buyers are usually concerned about the environment, and would not want to live in homes the construction of which has caused environ- mental degradation. But there are still far too many examples of developers who plainly do not understand – or simply do not care – about the damage they are doing, so great is their desire to make big money fast. The 80-home development above Soi Siang Tai on the edge of Phuket City – to which the Governor recently called a halt – is only the latest example. This project violated just about every rule devised to mitigate environmental damage, and with predictable results; when it rained, homes in the soi downhill from the project were inundated with mud- Letters dy water.
