PART II SCHEDULE SECTION TITLE D Scope of Work E Special Terms and Conditions RFP No. 017-007 10 Automated Parking Count System Virginia Railway Express SECTION D SCOPE OF WORK ___________________________________________________ D.1 OVERVIEW A. VRE seeks to procure a fully integrated automatic PCS solution to track parking space utilization data in select parking facilities throughout the VRE service area (Fredericksburg and Manassas), as well as to disseminate the current occupancy of the parking facilities to VRE administration users. The current VRE service area is shown below in Figure 1. Figure 1: VRE System Map RFP No. 017-007 11 Automated Parking Count System Virginia Railway Express B. All VRE stations are included in this Contract except for Union Station, L’Enfant, Crystal City, Alexandria and Franconia-Springfield. C. The Contractor shall provide all labor, supervision, equipment, material, hosted software, training and transportation necessary to complete the Scope of Work to the satisfaction of VRE. D. In the performance of this Contract, the Contractor shall comply with ATTACHMENT V.1 – GENERAL PROVISIONS and ATTACHMENT V.2 – GENERAL TERMS AND CONDITIONS FOR NON-PROFESSIONAL SERVICES (FOR SUPPLIES AND EQUIPMENT). E. The Contractor shall perform all work in accordance with ATTACHMENT V.3 – TECHNICAL SPECIFICATIONS included herein. D.2 GENERAL REQUIREMENTS A. The PCS must provide the entire end-to-end solution necessary to produce an accurate count of the number of occupied and available parking spaces in the parking facilities to include, parking lots and garages, and shall detect, count, relay, compute and store the number of available spaces. FAIRFAX COUNTY COMPREHENSIVE PLAN, 2017 Edition AREA III Pohick Planning District, Amended through 11-20-2018 Overview Page 1 POHICK PLANNING DISTRICT OVERVIEW The Pohick Planning District is located in the southwest portion of Fairfax County. This planning district is generally bounded by Braddock Road, Rolling Road, Hooes Road, the Occoquan River, Union Mill Road and Compton Road (see Figure 1). The Pohick Planning District is approximately 49,000 acres in size, which comprises 19 percent of the county. Major road access is via Braddock Road, Rolling Road, Old Keene Mill Road, Ox Road (Route 123), Fairfax County Parkway (Route 286), and Clifton Road. In this planning district, the Virginia Railway Express (VRE) regional/commuter rail service operates along the Manassas Line which carries passengers between Broad Run/Manassas Regional Airport to Union Station in Washington, DC. There are two VRE stations in the Pohick Planning District. Rolling Road Station is located on Burke Road west of Rolling Road, and Burke Center Station is located at Roberts Parkway south of Guinea Road. The Pohick Planning District is composed of two important watersheds. These are the Occoquan River, with tributaries draining west from Ox Road, and Pohick Creek, with tributaries draining east from Ox Road. Both watersheds drain to the Potomac River and Chesapeake Bay. With the exception of a relatively small area within the southeastern portion of the Pohick Planning District, the entirety of the Occoquan watershed within this planning district drains into the Occoquan Reservoir. The Pohick Planning District is primarily a residential area. Generally, the area east of Ox Road has developed predominantly with single-family detached houses and townhouses, as well as supporting commercial and institutional uses. -

The work was carried out in July and October of 2007 by Thunderbird Archeology, a division of Wetland Studies and Solutions, Inc., of Gainesville, Virginia, for Potomac Yard Development of Alexandria, Virginia. Initial test boring, along a +2300 foot section of the proposed path of Potomac Avenue, resulted in the discovery of a buried ground surface along the southernmost section of the study area. Subsequent Phase I investigations of the buried ground surface in a 500 foot section of this road, resulted in the identification of one new multi- component archeological site, 44AX0204. The prehistoric component of the site likely represents temporary use of the terraces and upland settings above a small stream that eventually emptied into the Potomac River. The historic component dates to the 19th century and is suggestive of a nearby structure. Additional archeological work was necessitated in April of 2009 by the construction of a sanitary sewer through site 44AX0204. -
