BACKGROUND AND JUSTIFICATION Mercy Corps is a leading global organization powered by the belief that a better world is possible. Mercy Corps Nepal is managing the BHAKARI program, supported by USAID’s Bureau for Humanitarian Assistance (BHA). BHAKARI is a unique model as a Multi-Year Emergency program, focusing on both increasing long-term food security while also responding to short-term emergency shocks, via an integrated, multi-sectoral approach with a strong emphasis on gender and social inclusion. Key sectors include disaster risk reduction, integrated agriculture, watershed management, and emergency assistance, and will be implemented in partnership with six district-level implementing partners, three national-level technical partners, and one international social enterprise partner, taking careful advantage to leverage work with other USAID implementers, donor programs, and key initiatives from the Government of Nepal. One of the components of the project is to provide emergency response to reduce harmful coping strategies and maintain food access in the immediate aftermath of a localized shock risk management measures take on an important role across all interventions. -

Situation Update of Karnali Province Surkhet / 22 April 2020 According to INSEC Humla District Representative Nanda Singh, the government has not responded to the fifth request for the rescue of senior citizens and students in Nepalgunj. Stating that the children of Humla are stranded in Nepalgunj, the parents have demanded rescue for the fifth time at the District Administration Office, Humla on April 21. As many as 190 Humla residents have been stranded in Nepalgunj since the lockdown began. The people of Humla, who are preparing to come to Humla from Kathmandu and other parts of the country, including India, have been stranded since March 23 due to the Lock-down. We have requested the Chief District Officer and local level officials five times, but no one has responded, said Teke Rokaya, a local leader. Chief District Officer Binita Bhattarai said that the rescue operation would be launched only after the details of the number of homeless people from each municipality are known. Similarly, the rice coming to Humla's Deuli Distribution Center and Sarkegad Depot has been stopped for a week on the way to Humla. Residents of the lower part of Humla were deprived of consuming rice after the ward chairperson of Chhayannath Rara Municipality-14 stopped them from coming to Humla. Three trucks carrying food to Humla were stopped at Bam village on April 17 under the direction of Nandalal Badhuwal, Ward Chairman of Chhayannath Rara Municipality-14. Chief District Officer of Mugu Krishna Kumar Niraula said that the rice was being stopped by the locals saying that the mule should be allowed to be carried by the villagers.
