It is a part of Province No. 2 in Central Terai and is one of the seventy seven districts of Nepal. The district shares its boundary with Bara in the east, Chitwan in the west and Bihar (India) in the south and west. There are 10 rural municipalities, 3 municipalities, 1 metropolitan, 4 election regions and 8 province assembly election regions in Parsa district. The total area of this district is 1353 square kilometers. There are 15535 houses built. Parsa’s population counted over six hundred thousand people in 2011, 48% of whom women. There are 67,843 children under five in the district, 61,998 adolescent girls (10-19), 141,635 women of reproductive age (15 to 49), and 39,633 seniors (aged 60 and above). It means agriculture is the main occupation of the people of Parsa. 63% is the literacy rate of Parsa where 49% of women and 77% of Men can read and write. The route extends from Lazi, then goes through Jiacuola mountain by tunnel with 45km length, going through Jiacuo county and arriving Dingri. After Dingri, the route extends to west along with Pengqu river valley, going through Zhaguo, then arriving Gangga. Extending to southwest from Gangga, the route goes under Labujikang peak by a 42km tunnel, then arriving Yalai, then Nielamu and Zhangmu. The nature gradient between Nielamu and Zhangmu is 110‰, line mileage 20km, thus the rack rail technology or the linear motor driving should be considered for train to climb the steep slope more than 110‰. Another possible scheme is to build an 88km tunnel with a 28‰ gradient between Gangga and Zhangmu for going under Himalaya, so as to avoid the 110‰ steep slope between Nielamu-Zhangmu.

Jumla is the unique place where rice is cultivated in the highest altitude (3000 m) in the world. To find out changes in rice production due to climatic effect, six VDCs of Jumla were chosen for the study. Household survey, participatory rapid appraisal, farmers’ group discussions and desk review were used for collecting data. Rice varieties Chandannath-1 andChandannath-3 were disseminated by the formal seed system with the aim of increasing rice productivity. Despite the replacement of local varieties by improved ones the production trend seems to be stagnant. One of the factors on stagnant of rice production in Jumla is due to the lack of desirable variety with genetic traits of early maturity, less nutrient requirement compared to Jumli Marshi to cope up with the climate congruently supporting to cultural practices regarding the unique rice production systems of Jumla.
