Hezbollah's Use of Lebanese Civilians As Human Shields: the Extensive Military Infrastructure Positioned and Hidden in Populated Areas
Intelligence and Terrorism Information Center at the Center for Special Studies (C.S.S) December 5, 2006 To the reader: We have recently completed a comprehensive study entitled “The use of Lebanese civilians as human shields: the extensive military infrastructure positioned and hidden by Hezbollah in populated areas. From within the Lebanese towns and villages deliberate rocket attacks were directed against civilian targets in Israel.” The study was based on a wide range of materials which have not previously been used. The issue of the terrorist organizations’ use of human shields is important for understanding the dilemma faced by the State of Israel and international community as they confront terrorism, not only in Lebanon but in the Palestinian Authority- administered territories and in other arenas around the world. The forum examined the situation of people with disabilities in Arab society in Israel, and commissioned surveys and studies on that population which provide the basis for this report. The studies contributed to formulating a comprehensive four-year proposal which aims to advance the status of people with disabilities in Arab society in Israel. In light of the importance of the information collected and the possibility that other organizations can benefit from this information, JDC Israel has decided to publish the findings in Hebrew, Arabic, and English for policy makers, professionals, service providers, and organizations for people with disabilities. We would like to thank the members of the forum for their assistance and advice, as well as their willingness to contribute to the planning. The names of the forum members are listed in Appendix 2. Special thanks are due to the authors of the comprehensive papers. They are listed on pages 11 and 12 in the Introduction section for their intensive and professional efforts. This report integrates the content of those papers. We would like to thank the agencies that funded the efforts which led to the publication of this report, and which have provided support for the four-year plan based on the findings of the report and the work of the forum. -

Yossi brought his expertise to the mission of promoting Regional Economic Development in Israel. A pivotal member of the Regionalism Experts forum, he played a key role in forging policy recommendations for a new regional layer of governance in Israel which were accepted by Israel’s Ministry of Interior in November 2020. Yossi, who passed away in December 2020, left an imprint not only on society, but in the Dr. Yossi Bachar hearts of everyone that had an opportunity to know him, and his 1955-2020 legacy will continue to provide a guiding light for us. -
