Introducti on On July 16th 2010, following the completi on of the 20th session of the Bunge, the President of Tanzania dissolved the 9th Parliament. This event marked the end of the term for Members of Parliament who were elected during the 2005 general electi ons. Now that the last session has been completed it allows us to look back and to consider how MPs performed during their tenure. Did they parti cipate acti vely and represent their consti tuencies by asking questi ons and making interventi ons, or were they silent backbenchers? The Bunge is the Supreme Legislature of Tanzania. The Bunge grants money for running the administrati on and oversees government programs and plans. The Bunge oversees the acti ons of the Executi ve and serves as watchdog to ensure that government is accountable to its citi zens. To achieve all this, Members of Parliament pass laws, authorize taxati on and scruti nize government policies including proposal for expenditure; and debate major issues of the day. For the Bunge to eff ecti vely carry out its oversight role, acti ve parti cipati on by Members of Parliament is criti cal. MPs can be acti ve by making three kinds of interventi ons: they can ask basic questi ons, they can ask supplementary questi ons and they can make contributi ons during debates. Tanzania seems to be moving in the same direction. Although the elections are not due until late 2015, those aspirants who are considering standing for the top job are beginning to quietly mobilise their support. Speculation is now rife in political circles on the issue of who will succeed President Kikwete. Unlike some of his opposite numbers in other states, notably Zimbabwe, he is expected to comply with the law and retire at the end of his second term as all his predecessors have done. A number of prominent figures are expected to compete in the elections. One factor which could become crucial is a long established ‘under- standing’ that, if the president is a Muslim, as is President Kikwete, his successor should be a Christian. President Nyerere was a Catholic, former President Mwinyi is a Muslim and President Mkapa is also a Catholic. As both the Christian presidents have been Catholics the large Protestant community might be wondering when its time will come.

    Policy Note: 01/2010 Do they work for us? Eight facts about MPs in Tanzania 1. Introduction The Bunge, Tanzania’s Parliament, is one of the most important institutions in the country. Its importance is reflected in the resources allocated to it. For 2009/10, Tanzania’s Parliament was allocated Tshs 62 billion. Since Parliament comprises of 320 members, this amount averages to Tshs 194 million per MP. Most MPs (231) are elected by their respective constituencies, but a significant number (88), or about 28% of all MPs, have been appointed: 75 as special seats legislators and 5 as representatives from the Zanzibar House of Representatives. In addition Parliament comprises the Attorney General and 8 appointees by the President. One of Parliament’s core functions is to oversee the executive branch of Government. Parliament is to ensure that the country is well governed, that services are properly delivered to citizens, and that money entrusted to the Government is well spent and accounted for. In Parliament, MPs can hold the Executive to account by making three kinds of interventions: MPs can ask basic questions, they can ask supplementary questions and they can make contributions during debates. This note assesses the performance of MPs by considering how actively they participated in the sessions of Parliament. The period covered are the seventeen sessions of Parliament from 2005 to 2009 (the 18th session which started on 26th January 2010 is not included). 2. Eight facts about performance of Parliament All MPs are in a position to ask questions or make contributions though serving Government Ministers are unlikely to do so.

In the autumn of 2013, a report commissioned by the government’s Wildlife Division and the Frankfurt Zoological Society concluded that the elephant population of the Selous Game Reserve had dropped to 13,000, its lowest recorded level. This is a drop of 80% from the previ- ous survey in 2005, when there were an estimated 65-70,000 elephants. The cause of this decline was unrestrained, systematic poaching. At the current rate, in four years time there would no longer be any elephants left in the Selous. The Tanzanian government had no choice: it had to act. The result was Operation Tokomeza, a cross-services, multi-ministry attempt to end the poaching of large mammals in Tanzania.
