Culture and Enterprise What is the animating “spirit” behind what may appear to be the coldly calculating world of markets and business enterprise? Though often mathematically modeled in dry terms, markets can be looked at instead as meaningful domains of human activity. To economists, markets have been seen as nothing but objective “forces” or allocation “mechanisms.” This book, however, argues that they can be seen as involving the human spirit, personal expression and moral commitments. It presents the view that markets are not so much things that need to be measured as meanings that need to be narrated and interpreted. The aim of this book is to introduce two scholarly fields to one another, economics and cultural studies, in order to pose the question: How does culture matter to the economy? When we look at the economy as a legitimate domain of culture it transforms our understanding of the nature of business life. By viewing markets as an integral part of our culture, filled with the drama of human creativity, we might begin to better appreciate their role in the world. Don Lavoie is the David H. and Charles G. Koch Professor of Economics at the School of Public Policy, George Mason University. Emily Chamlee-Wright is Associate Professor of Economics and Management at Beloit College. Jürgen Habermas (1992a: 453) The economy, just like the democratic polity, requires more than the institutional guarantees of the constitutional state. Economists have had much of value to say about business decision-making, about the efficiency conditions for the success of individual business enterprises, and about the material and institutional conditions that are conducive to economic prosperity, but rarely do they pay attention to the question of culture. Yet it may well be that it is attention to this more “spiritual” realm that will most help us to understand the workings of the economy. The events over the past decade in the former soviet sphere illustrate well the fact that neither of the fundamental components of a free society, neither its relatively democratic political character nor its relatively entrepreneurial economic environment, can emerge without what Jürgen Habermas calls the “supportive spirit of cultural traditions and patterns of socialization.” An active democratic participation in the public sphere does not arise automatically upon the declaration of the overthrow of a dictator. A flourishing market economy does not automatically arise from the ashes of a centrally planned economy the moment somebody declares the end of communism and the institution of a formal system of property rights. Political and economic freedom is not simply the absence of government controls over the economy and of dictatorial authority.
