It is a teaching and research program of interdisciplinary studies in the humanities, social sciences, and some natural sciences. This concept had long been in existence; however it was only accentuated on 01 January 1984 during the proclamation of Brunei Darussalam’s independence. This concept is often uplifted as the soul in literary works’ creation especially in poetry as an attempt to generate community thinking and appreciation towards the concept. Most of the creative works, especially poems that was produced in Brunei Darussalam are in the form of community moral development by instilling the sense of monotheism to Allah and inculcate sacred life values based on Islam.

INTRODUCTION Brunei Darussalam is a small and wealthy Malay Islamic sultanate on the North West coast of Borneo. Once, the dominant power of the Borneo coast as far north as the Philippines Brunei saw its power and territory reduced in the 19th century, when external pressures forced the loss of Sarawak to Rajah Brooke and Sabah to the British North Borneo Company. In the late 19th century a steady deterioration in economic and political stability led the British Government to impose a resident in 1906 with authority to reorganize the administration and revenue systems and to provide a measure of stable government. The discovery of oil in the late 1920s resulted in great prosperity, though only slow national development. After the Japanese occupation, which passed relatively calmly for the local population, economic development gradually gathered pace. Internal independence came in 1959 and full independence in 1984. National wealth consists mainly of oil revenues, though there are slow, but determined efforts to diversify into commerce and industry so as to counteract the exhaustion of oil resources expected in the next century. Recent national development plans have placed emphasis on the development of human resources through education and training to support diversification. The most striking factor in Brunei’s development has been the transition from absolute poverty at the turn of the century, through a period of gradual increase in prosperity until the 1950s, when there were still few roads, little education and only basic infrastructure, to a takeoff in the 1960s when Brunei rapidly became a modern society with a high standard of living for the majority of the population.

The degree was awarded to Yang Amat Mulia Pg Setia Negara Pg (Dr) Hj Mohd Yusuf Pg Hj Abdul Rahim, who is also a Legislative Council member, for his role in promoting peace and ties between Japan and Brunei. On hand to present the award was Hiroshima University Executive Vice-President Tetsuji Okamoto, DDS PhD, at a ceremony at the Japanese Embassy in Kiarong. YAM Pg SN Pg (Dr) Hj Mohd Yusuf, who will turn 92 in May, was among three former students from Southeast Asia who survived atomic bombings in Hiroshima and Nagasaki that forced Japan to surrender in the Second World War.     16 Borneo Research Bulletin Vol. 36 MEMORIALS NEGARA BRUNEI DARUSSALAM: OBITUARIES 2005 Introduction This memorial comprises obituaries of Bruneians or of persons having associations with the sultanate. The domestic list includes nine persons, most notably one ofthe ceteria empat (a very-high ranking nobleman) and one ofthepehin menteri, the highest-ranking non-nobles. One renowned actor departed the stage during the year, along with a prominent Taiwanese settler, a young lavvyer, and a brave gentleman who perished while trying to rescue his grandfather. In December 2004 three members of one family were victims of what appears to have been a multiple murder; a court case is in progress. An expatriate French banker was killed in a car crash. Several prominent Britons who had dealings with Brunei/NBD departed during 2005. Another section deals with military personnel. The next categories are "visitors," "scholars," and "widows." The text concludes with a miscellaneous group of persons. In these cases there are either uncertainties of identification or incomplete information about their Bomean connections. This paper is a continuation of "NBD: Obituary 2004" which appeared in BRB 2004 (pp. 8-16). The terminal date is 31 December 2005. The opportunity is taken to notice some deaths from the closing weeks of 2004 which were not included last time. Bruneians The most notable departure during the year was undoubtedly Yang Amat Mulia Pengiran Pekerma Setia Diraja Sahibul Bandar Pengiran Haji MohdAli bin Pengiran Haji Mohd Daud (1916-2005), who died on Thursday 16 June 2005 at the age of eighty-nine. His funeral, held on the same day, was attended by HRH the Perdana Wazir, on that occasion doubling as Deputy Sultan.

    1 PENTADBIRAN UNDANG-UNDANG ISLAM DI NEGARA BRUNEI DARUSSALAM PADA ZAMAN BRITISH1 Oleh Datin Dr. Hajah Saadiah DDW Hj Tamit Akedemi Pengajian Brunei Universiti Brunei Darussalam Bermulanya ugama Islam itu sebagai ugama rasmi bagi raja dan rakyat dengan pengislaman awang Alak Betatar yang dikenali dengan nama Sultan Muhammad Shah iaitu Sultan Brunei yang pertama. Hukum Kanun Brunei telah dijadikan dasar dan panduan dalam pentadbiran negara dan ugama. Sultan selaku ketua ugama dan para ulama menjadi penasihat dalam kedua-dua bidang tersebut. Kedatangan British ke Brunei dan penerimaan sistem residen telah membawa perubahan sama ada dari segi pentadbiran mahupun dari segi undang-undang. Undang-undang Islam telah dibentuk semula mengikut fikiran, fahaman dan pandangan orang British. Bidang kuasa undang-undang terhad dalam ruang lingkup yang sempit dan kandungannya terbatas dalam hal-hal undang-undang keluarga sahaja. Kertas kerja ini melihat perubahan-perubahan yang berlaku terhadap pentadbiran Undang-undang Islam setelah kedatangan British ke Brunei yang membawa wujudnya dualisma undang- undang. 1. PENDAHULUAN Dalam abad ke 15 dan ke 16 Masehi perkembangan agama Islam sangat pesat di Asia Tenggara termasuklah negeri Brunei. Agama Islam telah merubah fahaman, keadaan kehidupan rakyat dan corak pentadbiran pemerintahan raja-raja Brunei yang mana sebelumnya mereka dipengaruhi oleh agama Hindu dan Buddha. Sebagai bukti jelas wujudnya pentadbiran dan pelaksanaan undang-undang Islam di Brunei. Terdapat undang- undang Islam yang bertulis dan dikanunkan seperti Hukum Kanun Brunei. 2 Sultan-sultan Brunei telah melaksanakan undang-undang Islam secara berperingkat sehinggalah undang- undang Islam menjadi undang-undang dasar Negara Brunei Darussalam.Walau bagaimanapun kedatangan British ke Brunei dan penerimaan sistem residen tahun 1906 telah membawa perubahan kepada pentadbiran negara dan undang-undang.

Brunei adalah sebuah negara kaya dengan sistem pemerintahan kesultanan. Brunei mempunyai sejarah yang panjang. Hal ini terbukti dengan adanya sumber-sumber sejarah yang menjelaskan keberadaannya sebelum menjadi sebuah kesultanan Brunei. Sejarah mencatat bahwa Brunei sudah ada abad ke-6 Masehi, Brunei di sebut dengan Po-li, Po-lo,Pu-ni dan Bunlai. Perkembangan Islam di Brunei mulai terlihat dari masuk Islamnya raja Awang Alak Betatar setelah menikah dengan putri raja Johor. Dan mengganti nama dengan Muhammad Shah. Kesultanan Brunei terus mengalami kemajuan terlebih masa Sultan Syarif Ali. Perkembangan kesultananan Brunei Darussalam dalam bidang ekonomi didukung dengan letak yang strategis dan alam yang sangat mendukung, pelabuhannya aman dari angin ribut dan menjadi tempat transit kapal-kapal asing. Kesultanan Brunei Darussalam mengalami puncak kemajuan pada masa Sultan Bolkiah V (1485-1524) ia terkenal dengan sebutan Nahkoda Ragam karna kegemarannya mengembara . Di bawah kepemimpinan Sultan Bolkiah V Brunei menjadi Negara maju bahkan meliputi Sulu dan Filipina.
