    On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Upon the foundation of the Kingdom of Serbs, Croats and Slovenes (Kingdom of SHS) on December 1,1918, it was necessary to determine the exact number and structure of the population in the new state. To this end, a census was taken in the whole territory of the Kingdom of SHS on January 31, 1921} The census of 1921 was the first all-encompassing census in the territory of present-day Republic of Macedonia, taken with the use of a modern statis­ tical methodology. In the official publication released in 1932, which included statistics about the religion, native language, gender and age of the population, the Vardar part of Macedonia was officially part of the province of South Ser­ bia.1 2 The published statistics of the censuses are the fundamental statistical source for studying the changes to the size and structure of the population be­ 1 Censuses are a pragmatic need of a state, being a product of the growth of the state and its administration, and of the need to obtain a precise image of the struc­ ture of its society.     Republic of Macedonia Government of the Republic of Macedonia Law on Territorial Organization of the Local Self-Government in the Republic of Macedonia 11 December 2003 CONTENTS of the Law on Territorial Organization of the Local Self-Government in the Republic of Macedonia I. GENERAL PROVISIONS Article 1 This law regulates the territorial organisation of the local self-government in the Republic of Macedonia, establishes the municipalities, determines the territory of the municipalities and the City of Skopje being a particular unit of local self-government, determines the names, seats and boundaries of the municipalities, determines the type and names of populated places, joining, division and change of boundaries of the municipalities and the City of Skopje, as well as other issues regarding the territorial organisation of the local self- government. Article 2 The establishment of new municipality (joining, division and change of boundaries) and change of the name and seat may be done only with changes and amendments of this law, following prior consultation with the citizens of the respective territory, in a manner determined by law. Article 3 The territory of the municipality covers populated places with cadastre municipalities determined in accordance with a law. Populated place and its cadastre municipality may be a part of one municipality only. Article 4 Boundaries of the municipality are the boundaries of the cadastre municipalities of the populated places that are part of that municipality in the part[s] that border[s] on the adjacent municipalities. 2 Article 5 Each municipality has a name and a seat of municipality. The seat of the municipality is in one of the populated places within that municipality.
