The Del Norte Fire Safe Council volunteered for the task of coordinating the local effort to develop a fire safe plan. The Council received a grant from the US Forest Service Economic Action Program in 2003. The specific purpose of the grant was to fund the creation of a plan to identify and prioritize projects to reduce wildfire risk through the implementation of fuel hazard reduction, community education, and pre-fire suppression in Del Norte County. ForEverGreen Forestry was contracted to develop the plan through the collection of appropriate and necessary information regarding fire safety in Del Norte County (e.g. research, stakeholder input, etc.) using a collaborative process, and to document these efforts in a comprehensive fire safe plan. The Plan, in short, identifies risks and mitigations to reduce risks from wildfire in Del Norte County. It also provides residents with a step-by-step guide on how to fire-safe their homes, structures, and community, and how to best deal with an impending wildfire.

    Analysis Item 28: Department of Forestry 2020 Fire Season Analyst: Matt Stayner Request: For the Department of Forestry, Fire Protection Division, acknowledge receipt of a report on the 2020 fire season; acknowledge receipt of a report on losses on private lands of timber, buildings, fencing, livestock, and grazing land capacity if the land is expected to be unavailable for two or more grazing years; increase the General Fund appropriation by $29,306,763 for approximately 75% of the state’s estimated share of net large fire costs; increase the General Fund appropriation by $938,587 for district deductibles; and increase the Other Funds expenditure limitation by $33,788,697 for the processing of payments and operations from the 2020 fire season. Analysis: Review of the Department of Forestry (ODF) Fire Protection Program Forest fire protection in Oregon is provided in three layers. The first of these is known as the base layer of protection and is achieved by a coordinated network of twelve fire protection districts including three independent fire protection associations. These local ODF districts are the first line of defense in fire detection and suppression. Local fire protection districts and associations provide personnel, equipment, and expertise to large-fire operations throughout the state. This base level of protection is included, with some exceptions, in the biennial budget for ODF and is in addition to the large-fire costs typically contained in the fire season reports. The second layer of protection is the statewide large-fire or emergency fire program, of which the majority of costs are unbudgeted. Emergency fire resources are coordinated on a statewide basis and pull personnel and equipment from throughout the agency, local protection districts, and contractors to augment the effort of the local fire district in which a large fire is located.

Career fire departments employ their personnel on a full-time basis and receive regular compensation. Call fire departments receive nominal benefits and are paid when called out. Volunteer fire departments receive no compensation. A combination department usually has a limited number of personnel as they use full and part-time staff that is augmented with a call force. Generally, career departments will be more expensive than combination departments, which will be more expensive than call departments, which will be more expensive than volunteer departments. Career departments are also known as full-time departments. Some fire departments are full-time by day but call by night and/or on weekends. There are almost 29,800 fire departments in the United States of which only about 15% are full-time departments 1 but protect almost 2/3rds of the population. Not knowing how many full-time departments there were in Connecticut, I did a little research and put the information in this document.
