Since inception, over five dozen residential electric customers have purchased electric vehicles and have taken advantage of this rate. In the first week of implementation, ALW received 206 payments from customers using credit or debit cards of which 70% of the payments were made over the phone. Therefore, maintaining and improving City streets early offers the opportunity for substantial savings. To assist with funding such maintenance and improvements, the California Statewide Communities Development Authority offers a pooled securitization program to assist local agencies in bonding against future payments to obtain funding for more projects today. On March 31st, the City, in partnership with the City of San Fernando, issued Total Road Improvement Project bonds (T.R.I.P) for the purpose of enhancing traffic control and expediting improvements to deteriorating roads within certain areas of the City. Since the City partnered with the City of San Fernando in issuing the bonds, Azusa will benefit from reduced issuance costs and better interest rates as compared to issuing stand-alone bonds. Additionally, the program does not require a pledge of General Fund revenues; rather the cost of the bonds will be paid using Measure R Revenues allocated by the Los Angeles County Metropolitan Transportation Authority (“MTA”). Below is list of projects approved by MTA with expected completion dates by 2018: Project Component Description of Project Component Estimated Cost Traffic Signal Improvements Equipment, radios, controllers, wiring/conduit, $1,740,000 wireless communication, countdown pedestrian heads, pikes, CCTV, 12” traffic signal heads. Central traffic control system Construct a Traffic Control Center that will allow 140,000 staff to remotely monitor and control the signalized intersections.

  • Chapter 2 Alternatives
Readers’ Guidance: This chapter reflects modifications to the proposed project that occurred subsequent to issuance of the Draft EIR/EIS in April 2004. Changes are shown in strikeout and underline format so that the reader can compare updated information to that shown in the draft environmental document. THIS PAGE INTENTIONALLY BLANK Alternatives CHAPTER 2 - ALTERNATIVES Background Transportation improvements for the San Gabriel Valley and adjoining areas have been the subject of study for several decades. Among past efforts was the creation of I-210, the Foothill Freeway, for which planning was initiated in 1955. Implementation of that freeway plan continues today. As early as 1980, transportation planners envisioned the use of the former Atchison Topeka-Santa Fe Railroad’s Pasadena Subdivision alignment as part of a countywide rapid rail network. The first outgrowth of this vision was the initiation of planning for Phase I of the Gold Line in the late 1980’s. Local governments have been keenly interested in how that right-of-way might be best used to improve mobility. In light of the pending acquisition of the former Atchison Topeka-Santa Fe railroad right-of- way (completed in 1992 with Proposition C funds), the Los Angeles County Metropolitan Transportation Authority (LACMTA), in cooperation with the Foothill Cities Transportation Task Force and the San Bernardino Associated Governments prepared a study that resulted in issuance of the Northern San Gabriel-San Bernardino Valley Transportation Corridor Preliminary Planning Study in 1992. In 1993, LACMTA and the Foothill Task Force Cities commissioned an Environmental Impact Report (EIR) to evaluate the impacts of light rail and commuter rail east of the planned Sierra Madre Villa LRT station.
