Introduction This report summarizes the findings from both years of the evaluation (2006/7, hereinafter the first year, and 2007/8, hereinafter the second year) of the implementation of the Israel Emergency Campaign Initiative for Children and Youth in the Galilee and Gaza border areas (hereinafter the IEC Initiative). The evaluation was funded by the United Jewish Communities (UJC/Jewish Federations of North America, hereinafter UJC). 1.1 The Initiative to Rehabilitate the Galilee and Gaza Border Areas – General The initiative for children and youth in the Galilee and Gaza border areas is part of a more extensive initiative implemented in these areas. The goals of the Initiative were based on a holistic strategy to enhance the quality of life and empower residents by focusing on three areas – long-term educational needs, economic development and community empowerment through post- traumatic therapy – which were incorporated in both educational and community empowerment programs (UJC, undated). The Initiative included the following elements (Kahana, 2008): Strengthening crisis services through training: In order to create a system of emergency services within the local authorities, social workers and other professionals from different population groups, including educational staff, received special training. Expansion of existing programs: This was done by increasing the number of localities in which existing programs were implemented and by intensifying the work in localities where the programs were already being implemented. Examples of programs that were expanded include: The MALEH (Alternative Learning Space) program, for high school students on the verge of dropping out; the Third Half of the Summer Semester program to improve matriculation grades; the centers for demobilized soldiers and young people who have completed National Service; The Municipality Promotes Employment program; supportive communities

Adalah is the leading Arab-run NGO that utilizes “legal measures,” such as litigating cases before the Israeli courts and appealing to governmental authorities based on legal standards and analysis to secure rights for Palestinian citizens of Israel. Adalah intensively addresses issues of discrimination against Palestinian citizens of Israel as a group, as a national minority, and speaks from a minority perspective in its legal interventions. In order to achieve these goals, Adalah: brings cases before Israeli courts and various state authorities; advocates for legislation; provides legal consultation to individuals, non-governmental organizations, and Arab institutions; appeals to international institutions and forums; organizes study days, seminars, and workshops, and publishes reports on legal issues concerning the rights of the Arab minority in particular, and human rights in general; and trains stagaires (legal apprentices), law students, and new lawyers in the field of human rights.

    1 FACT SHEET iataskforce.org Topic: Religion – Druze Updated: June 2014 The Druze community in Israel consists of Arabic speakers from an 11th Century off-shoot of Ismaili Shiite theology. The religion is considered heretical by orthodox Islam.2 Members of the Druze community predominantly reside in mountainous areas in Israel, Lebanon, and Syria.3 At the end of 2011, the Druze population in Israel numbered 133,000 inhabitants and constituted 8.0% of the Arab and Druze population, or 1.7%of the total population in Israel.4 The Druze population resides in 19 localities located in the Northern District (81% of the Druze population, excluding the Golan Heights) and Haifa District (19%). There are seven localities which are exclusively Druze: Yanuh-Jat, Sajur, Beit Jann, Majdal Shams, Buq’ata, Mas'ade, and Julis.5 In eight other localities, Druze constitute an overwhelming majority of more than 75% of the population: Yarka, Ein al-Assad, Ein Qiniyye, Daliyat al-Karmel, Hurfeish, Kisra-Samia, Peki’in and Isfiya. In the village of Maghar, Druze constitute an almost 60% majority. Finally, in three localities, Druze account for less than a third of the population: Rama, Abu Snan and Shfar'am.6 The Druze in Israel were officially recognized in 1957 by the government as a distinct ethnic group and an autonomous religious community, independent of Muslim religious courts.     Equality and Integration of the Arab Citizens in the Misgav Region: A Report from Sikkuy-Misgav September 2001 Preface The terrible events of October 2000 symbolized for us – Jewish Israeli citizens and residents of the Misgav Region – an existential watershed. When the demonstrations were over and things went back to what passes for normal, many of us began to feel that assumptions and conventions in place over the last 50 years are no longer valid. Almost instantaneously, we have entered a new era in the common life of Jews and Arabs in the State of Israel – and here in the Galilee. In November 2000, we gathered for the first time, a group of about 40 Jewish residents of Misgav who wanted to work together to remedy the existing civic inequality. We called ourselves “The Third Article” – after the article in Israel’s Declaration of independence which guarantees “absolute civic equality” for all citizens of the state. Our goal, as an activist group, was formulated as follows: “In the State of Israel, Arab citizens are discriminated against. This contradicts the declared values of the state, as anchored in law. As citizens of the state and residents of Misgav who view equal rights and civic partnership as cornerstones of democracy, we must put this matter on the public agenda and act to bring about its remediation in our area.” Subsequently, we decided to joint Sikkuy, which is working on the national level for the same goal, so as to avail ourselves of its support and experience. In light of this decision, we renamed ourselves “Sikkuy in Misgav,” but the underlying idea remains unchanged: to make civic equality, as a value, the focal point of our activism as a group of ordinary citizens.
