The most notable event was Georgy Poltavchenko’s appointment to the post of St Petersburg governor. In his previous role of the RF President’s Representative in the Central Federal District, Poltavchenko had defi nitely failed to achieve much in the public sphere, and proved himself one of the most lackluster offi cials of this rank. -

Our team has been working hard on building a conference that is fun and engaging, but also challenging and informative. We hope that you all find this to be true, and that you take this opportunity to learn something new about the world and yourself as we deal with the Syrian Civil War from the perspective of the Russian Federation. As for me, my name is Bryan Metzger, and I’m a junior studying International Relations and (hopefully!) minoring in Arabic at Stanford University. My interests are in international security and the Middle East, and just this past summer, I interned at the NATO Strategic Communications Centre of Excellence in Latvia, a center focused on the issue of Russian disinformation and its effect on the NATO alliance. Thus, you can see why I would be excited to host this committee! I’ve also been doing some version of MUN for the past 4 years, ranging from class simulations to high school conferences to a couple of college conferences. I also chaired the China Committee at PACMUN 2017 as we tackled a number of issues, including the South China Sea. I’m originally from Albuquerque, NM, but I have some family ties to Hawaii through my dad’s side of the family, so it’s nice to return once again to the beautiful island of Oahu. -

Passport of St. Petersburg Saint Petersburg (St. Petersburg) is situated at the easternmost tip of the Gulf of Finland of the Baltic Sea. The exact geographical coordinates of the city centre are 59°57' North Latitude 30°19' East Longitude. St. Petersburg, located in the node of several major sea, river and land transportation routes, is the European gate of Russia and its strategic centre closest to the border with the European Union. Inland waters constitute about 10% of the city territory. The total area (with administrative subjects) covers 1439 km². The population amounts to 5 225.7 people (as of January 1, 2016 by the data from the federal statistical agency “Petrostat”). St. Petersburg is the second (after Moscow) largest city of the Russian Federation and the third (after Moscow and London) largest city in Europe. St. Petersburg is the administrative centre of the Northwestern Federal Region which is characterized by considerable potential in natural resources, well developed industry, a fine traffic network and furthermore provides contact of the Russian Federation with the outside world via the sea ports of the Baltic Sea and the Arctic Ocean. THE POLITBURO 2.0 AND THE ANTI-ESTABLISHMENT WAVE Summer 2019 THE POLITBURO 2.0 AND THE ANTI-ESTABLISHMENT WAVE This report is based on the results of non-formalised expert interviews with representatives of the Russian political class. The expert panel was formed in 2012 and has been regularly updated since then, currently totalling more than 100 experts. CONTEXT In our anniversary report on Politburo 2.0, published in August 20171, we made several forecasts, which were verified in the following two years. The Politburo 2.0, an informal decision-making structure that has developed around Vladimir Putin, has been preserved after the 2018 presidential election. The composition of the Politburo 2.0 has been undergoing a gradual rotation. The key changes to date include the entry of Nikolay Patrushev, the secretary of the markedly strengthened Security Council, into full Politburo 2.0 membership, the return of businessman Gennadiy Timchenko, the preservation and strengthening of positions of Igor Sechin and Arkadiy Rotenberg, the transition of the State Duma Speaker Vyacheslav Volodin to the rank of candidate member, as well as a decrease in the number of candidate members, mostly due to the weakening influence of the representatives of large private companies. Only players serving as supervisors of significant industries and projects remain in the major league of the Russian political elite. Further deterioration of Russia’s relations with the West, as we had forecast, pushes the Politburo 2.0 to opt for the mobilisation scenario. This entails an increase in the role of the Security Council’s apparatus, which is becoming the fourth element of the “Big Government”2 – alongside the Presidential Administration, the government per se and the key state corporations. -

The New Federal Structure: More Centralized, or More of the Same? Steve Solnik October 2000 PONARS Policy Memo 161 Columbia University Almost immediately after being sworn in as president in May 2000, Vladimir Putin began restructuring the institutions that regulate center-periphery relations in the Russian Federation. In part, Putin has expressed a straightforward concern that the "vertical" dimension of power must be strengthened if federal laws are to be implemented. More subtly, however, he has also warned of the dangers of a fragmented legal or economic space in Russia. Putin has argued that foreign investors will continue to shun Russia unless it presents itself as a unified market and an arena in which property rights are equally respected in all regions. To these stated ends, Putin has begun dismantling the patchwork of bilateral agreements and treaties concluded by former President Yeltsin with many of Russia's subnational units (i.e., oblasts, krais, and republics.) These agreements, beginning with the 1994 bilateral "treaty" with Tatarstan, allowed some regions to opt out of the unified national tax system, to place conditions on the service of conscripts from their territory, to claim exemptions from various clauses in the federal constitution, and to enjoy special fiscal benefits. One of Putin's first acts as president was to pressure Bashkortostan's president Murtaza Rakhimov to relinquish that republic's special tax status and to reintegrate itself into a unified national fiscal system. According to Putin, President Mintimer Shaimiev of Tatarstan similarly agreed to forego some of the benefits granted to the republic in the landmark 1994 treaty. -

Dear friends! I am glad to welcome the publication of a new directory dedicated to investment in the industry of St. Petersburg! During its existence the edition became the real guide for business people on industrial investment pro jects of the Northern Capital. St. Petersburg is the largest industrial, transport, scientific and educational and tourist center of Russia and Europe. Today the city takes the leading positions in many indicators of economic and social deve lopment. Following the results of 2017 the index of industrial production in St. Petersburg in comparison with 2016 amounted to 105.5 % (on average in Russia — 101.0 %). In 2017 the volume of dispatched industrial production in St. Petersburg amounted to 2866.8 billion ru bles — 106.6 % compared to the level of 2016. The contribution of the industrial complex in the formation of a profitable part of budgets of all levels in comparison with other sectors of the city economy is the highest one — 46.5 %. Along with traditional sectors — shipbuilding, power and heavy engineering — the modern innovative hightech enterprises are being created and successfully work. Automobile and medicalpharmaceutical clusters became the real drivers of city economy. Important competitive advantages of St. Petersburg are the favorable business climate and competent human resources, the developed infrastructure and fast access to the main markets of Russia and the European Union. The Government of Saint Petersburg pays priority attention to implementation of pro duction investment projects, the balanced development of urban areas, including so-called “industrial belt”. Companies and investors implementing modern technologies are offered tax incentives and other preferences. -

Putin's Federal Reforms Reintegrating Russia 's Legal Space or Upsetting the Metastability of Russia 's Asymmetrical Federalism GORDON M. HAHN A n indicator of whether President Vladimir Putin's policies will strengthen or weaken Russia's fragile semidemocracy is his reform of federal-regional relations. On assuming the Russian presidency in May 2000, Putin placed at the top of his agenda a policy of strengthening the Russian state's "executive verti- cal" and reintegrating the Russia Federation's economic and legal space. Many Russian and Western analysts interpret Putin's federal reforms as a course that, intentionally or not, will re-establish a tsarist-style unitary state, even Soviet-style centralization. Nikolai Petrov has argued that although Putin's goal is not the dis- mantling of either Russian semiderocracy or federalism, his policies are leading to just such an outcome.' Leonid Smirnyagin has argued the very opposite: that although Putin's federal reforms have been intentionally "antifederalist," they have functioned to strengthen Russian federalism.2 In reality, the policy appears to have a sophisticated and yet ambiguous intent and inspiration. Federal authorities have documented thousands of violations of the Russian Constitution in various regional constitutions and laws. According to Russian democrat Vladimir Lysenko, a third of Russia's regions are authoritarian, with constitutions and laws that violate the Russian Constitution and its provisions on dernocracy and civil rights.3 For example, in Tatarstan, Komi, and several other regions, laws allow the local government to appoint, sometimes with the legisla- ture's approval, mayors and district (raion) heads. Federal law requires that such officials be elected by popular vote.
