Saint Petersburg (St. Petersburg) is situated at the easternmost tip of the Gulf of of the . The exact geographical coordinates of the city centre are 59°57' North Latitude 30°19' East Longitude. St. Petersburg, located in the node of several major sea, river and land transportation routes, is the European gate of and its strategic centre closest to the border with the European Union. Inland waters constitute about 10% of the city territory. The total area (with administrative subjects) covers 1439 km². The population amounts to 5 225.7 people (as of January 1, 2016 by the data from the federal statistical agency “Petrostat”). St. Petersburg is the second (after ) largest city of the Russian Federation and the third (after Moscow and ) largest city in Europe. St. Petersburg is the administrative centre of the Northwestern Federal Region which is characterized by considerable potential in natural resources, well developed industry, a fine traffic network and furthermore provides contact of the Russian Federation with the outside world via the sea ports of the Baltic Sea and the Arctic Ocean. Culture St. Petersburg possesses a considerable historical heritage which facilitates social stability and harmonizes international and interdenominational relationships, encourages spiritual growth and fulfillment of the creative potential of an individual and the society as a whole. Tourism Nowadays St. Petersburg is a popular tourist and holiday center which attracts more and more tourists from other regions of Russia and foreign countries. St. Petersburg was awarded the title "Europe's Leading Destination 2015" according to the World Travel Awards, and the prestigious award "European Tourism Star" as a result of the contest of tourism promoting methods in the framework of the first European Festival of "Tourism and Strategy". In the TripAdvisor rating St. Petersburg is ranked the 1st in Russia, the 9th in Europe and the 17th in the world in the category of "Destination". The Administration of St. Petersburg pays great attention to the development of tourism as a promising course of economic development of the city, which is set in “Strategy of economic and social development of St. Petersburg until 2030”. The government program “Development of Culture and Tourism in St. Petersburg for 2015-2020” is currently under implementation. Decree of the Government of St. Petersburg dated 13.08.2015 №48-rp sets services market in the tourism sphere and hotel service as the top of the list of high-priority and socially important markets to promote competition in St. Petersburg. In 2015, St. Petersburg was visited by 6.5 million tourists: 2.8 million – foreigners (an increase of 4% compared to the year 2014); 3.7 million people – tourists from the Russian regions (an increase of 3% compared to the year 2014). An important attractive feature of the city is that foreign tourists coming to St. Petersburg with tourist groups on passenger cruise ships and ferryboats can enjoy a 72-hour visa-free stay in the city. By the end of 2015 St. Petersburg was visited by 482 thousand cruise passengers, which is 2% more than in 2014. More than a quarter of all the tourists who arrived on board of cruise ships were from (27%), 17% were from the USA, 11% from the UK St. Petersburg offers its guests a wide range of hotels of various types: from the 5-star category to small bed-and-breakfast hotels. At present, the total hotel room capacity of collective and individual means of accommodation in St. Petersburg constitutes over 30.5 thousand rooms. In 2016, it is planed to open two "Hilton" hotels with a capacity of 237 and 207 rooms on the territory of convention and exhibition center "Expoforum". A network of 11 information offices and pavilions of the St. Petersburg branch of State Public Establishment “St. Petersburg Tourist Information Bureau” operates in the city in order to create comfortable information atmosphere in St. Petersburg. The offices are located in the areas of vast tourist attendance and the transport hubs. Science St. Petersburg is one of the major scientific and educational centers of Russia accommodating over 10% of the country’s scientific potential in the form of over 300 scientific establishments, among them: 65 organizations within the Russian Academy of Sciences and other state academies, 10 state research centers, over 170 educational establishments of higher and professional education. Human resources in science and education of St. Petersburg amount to over 186 thousand employees of research facilities and higher educational establishments, 8 thousand Doctors of Sciences and over 25 thousand Candidate of Sciences. The Committee for Science and Higher Education is the authorized executive body of St. Petersburg in charge of professional education and science. The Committee for Science and Higher Education develops and implements a regional model of modernization and development of higher and secondary vocational education of St. Petersburg, the implementation of measures to develop the scientific sphere, as well as innovations in science and education of the city, ensures interaction with the federal education and science authorities.

Overview of St. Petersburg Professional Educational System The presence of a strong vocational training system, which is the largest sector of the social sphere with total funding from all sources more than 84 billion RUB (2014) providing jobs for more than 74 thousand teachers and other categories of workers, and providing training and socialization of more than 400 thousand students and other categories of students has been and remains an important competitive advantage of St. Petersburg, which value increases in the transition to a knowledge economy. In total over 15% of the economically active population of St. Petersburg (over 470 thousand people) operate and train in the sphere of the professional education. Currently, the system of professional education of St. Petersburg is presented by educational organizations of different forms of ownership and subordination of two levels of vocational education: higher and secondary vocational education, as well as scientific institutions that implement educational programs of higher education (training of highly qualified personnel). St. Petersburg professional education system includes: • 45 state civil higher educational establishments, including 6 subsidiaries of state civil higher educational establishments; • 37 private higher educational establishments; • 57 state professional educational establishments; • 27 state civil higher educational establishments with programs for middle-level specialists; • 6 private civil higher educational establishments with programs for middle-level specialists; • 4 private professional educational establishments.

Over 307 thousand students are currently receiving higher education at the state and private civil higher educational establishments of St. Petersburg. Every year the number of foreign students enrolled in institutions of higher education situated on the territory of St. Petersburg is constantly growing. Since 2010, the number of foreign students enrolled in higher education programs has increased by more than 1.7 times and in 2015 amounted to more than 23.2 thousand foreign students. The teaching staff of the St. Petersburg civil higher educational establishments amounts to 25 thousand people including 4.4 thousand Doctors of Sciences and over 13.4 thousand Candidates of Sciences. More than 63 thousand students are receiving education as middle-level specialists, the teaching staff at the professional educational establishments exceeds 5.4 thousand people. Approximately 1.4 thousand foreign students are receiving education at the secondary vocational educational establishments of the city. In 2015, the universities, colleges and research organizations of St. Petersburg have implemented more than 4400 agreements with partners from foreign countries and Russian regions In 2015, the organizations of St. Petersburg were visited by more than 1.0 thousand foreign delegations and more than 2200 foreign students attended the programs of academic mobility in St. Petersburg in 2015. In order to develop and strengthen the educational and scientific potential of St. Petersburg a number of major international and nationwide events in scientific and educational spheres were organized in 2015, including: • Final All-Russian Professional Skills Competition; • St. Petersburg Scientific Forum "Science and Society. All-Russian Professional Skills Competition for the students in the field of secondary vocational education 20-22.04.2015, the Ministry of Education and Science and Higher Education of the Russian Federation and the Committee for Science and Higher Education held All- Russian Professional Skills Competition for the students in the field of secondary vocational education in St. Petersburg: Radio equipment design, Maintenance and repair of electronic equipment (by industry), Welding production, which was attended by students of educational institutions from 30 federal subjects of the Russian Federation. 20.04.2015 a grand opening ceremony of the All- Russian Professional Skills Competition 2015 was held on the territory of the Peter and Paul Fortress with the participation of the Chairman of the Committee A.S. Maksimov, President of the Union of Industrialists and Entrepreneurs of St. Petersburg A.A. Turchak, President of the Association of Enterprises of Radio Electronics, Instrumentation, Communications, and Information and Telecommunications V.A. Shubarev. The competition took place on the basis of the professional educational organizations under jurisdiction of the Committee: St. Petersburg Technical College of Management and Commerce, and Petrovsky College with modern teaching and laboratory equipment according to the requirements of the Competition and ensuring a high level of training in these majors.

St. Petersburg Scientific Forum "Science and Society. Nanostructures: Physics and Technology"; St. Petersburg Scientific Forum "Science and Society. Nanostructures: Physics and Technology "was held on 22-26.06.2015 at the St. Petersburg Scientific Center of the Russian Academy of Sciences (RAS) and Nanotechnology Research and Education Center of the Russian Academy of Sciences (the Academic University). Over 500 people attended the Forum events, including the Governor of St. Petersburg Georgy Poltavchenko, the Director of the Department for Certification of Scientific and Scientific-pedagogical Employees of the Ministry of Education and Science of the Russian Federation I.A. Shishkanova, Chairman of the Russian Committee for Science and High Technology V.A. Chereshnev, Nobel Prize winners: Z.I. Alferov – the winner of the 2000 Nobel Prize in Physics (Russia), Hiroshi Amano – the winner of the 2014 Nobel Prize in Physics (), Steven Chu – the winner of the 1997 Nobel Prize in Physics (USA), Carlo Rubbia – the winner of the 1984 Nobel Prize in Physics (), Roger David Kornberg – the winner of the 2006 Nobel Prize in Chemistry (USA), Yuan Tseh Lee – the winner of the 1986 Nobel Prize in Chemistry (Taiwan, USA). Jean-Marie Lehn – the winner of the 1987 Nobel Prize in Chemistry () delivered a video message. 129 reports were made in plenary and breakout sessions of the St. Petersburg Scientific Forum, they included the following areas: Nanostructures' technology; atomic-size characterization of nanostructures; electrical, magnetic and optical properties of nanostructures; application of nanostructured devices in electronics, spintronics, and computer science; nanophotonics, microvoids and photonic crystals; new materials for nanostructures; nanostructures and life sciences; metamaterials.

Week of Science and Professional Education in St. Petersburg; 19-25.11.2015, Week of science and professional education was first held in St. Petersburg as a complex of the congress, exhibition and competitive activities in the science and education sphere of the city. The largest events of the Week of Science and Professional Education were: St. Petersburg Educational Forum (19-21 November, 2015), which held the exhibitions "Professional education of St. Petersburg" and "St. Petersburg – the city of science and innovation", a job fair for young professionals and a number of interactive activities; St. Petersburg Congress "Professional education, science and innovation in the XXI century" (24-25.11.2015), within its framework "round tables" were organized on the basis of the largest universities of St. Petersburg and the plenary session "Integration of science, vocational education and business as a the most important condition for the formation of the knowledge economy in St. Petersburg". The business program of the Week also included congresses, conferences, symposia, seminars and other important events in the scientific and educational sphere, which were held by higher education institutions and scientific organizations in St. Petersburg during this period. In addition to the activities of the business program, the Week included summarizing and awarding of the winners of the competitions held by the Committee for Science and Higher Education to select and support of professionally-oriented students and young scientists. The Week was not only the most important, but also the largest event in the scientific and educational sphere of the city in 2015. The Week program included a total of more than 100 events (conferences, symposia, congresses and seminars, including 15 international and 8 nationwide ones as well as "round tables", competitions, contests, festivals, public lectures and presentations), among which 25 events were held by the Committee for Science and Higher Education, more than 75 – by universities and research organizations of the city. In total, the events of the Week of Science and Professional Education were attended by over 19 thousand people, including visitors to the exhibitions "St. Petersburg – the city of science and innovation" and "Professional Education of St. Petersburg" – pupils, students and their parents, teachers and educational organizations, representatives of enterprises and organizations.

XX Assembly of Young Scientists and Specialists; On 18 December 2015, The Committee for Science and Higher Education of St. Petersburg with help of the Governor Georgy Poltavchenko held XX Anniversary of St. Petersburg Assembly of Young Scientists and Specialists. Assembly aims to promote the scientific, technical and educational activities for young people and annually brings together more than 700 participants from more than one hundred scientific and educational organizations of St. Petersburg chosen among the winners of grants and scholarship provided by the Government of St. Petersburg. The award ceremony for the scholarship holders of the Government of St. Petersburg and the winners of grants is traditionally held as a part of the Assembly. In 2015 the following people were awarded: 300 scholarship holders of the Government of St. Petersburg; 438 winners of grants for students from universities, located on the territory of St. Petersburg, post-graduate students from universities, industry and academic institutions located on the territory of St. Petersburg; 182 winner of competitive selection for grants for young scientists, young candidates of sciences (PhD) from universities, industry and academic institutions located on the territory of St. Petersburg.

Governor's New Year prom On 24 December 2015, a Governor's New Year prom was held in the White Hall of State Polytechnic University with the participation of the Governor of St. Petersburg Georgy Poltavchenko. 800 people were invited to this Ball: students of educational institutions of higher education and vocational educational institutions, post- graduate students of educational institutions of higher education and research institutions, who took part in the scientific and public life of their institutions during the year, were active in student government and had education, sport and work accomplishments. Also the participants of the Ball included the winners of contests and grants of the President and the Government of the Russian Federation for students and post- graduate students in areas of education (majors) corresponding to the priority areas of modernization and technological development of the Russian economics, the competitions held by the Committee: the competition "Student of the Year" in the system of higher education of St. Petersburg, grant competition for students, post-graduate students of universitiesand academic institutions located on the territory of St. Petersburg, the scholarship holders of the Government of St. Petersburg. A master class in ballroom historical dancing with learning of the chords and transitions was held for the participants of the Ball, the participants performed historical dances, which were the main to the Russian balls in XVIII-XIX centuries: polonaise, waltz, polka, thread the needle and quadrille. The participants of the Ball received gifts from the Governor of St. Petersburg Georgy Poltavchenko.

Education Pre-School Educational Establishments Pre-school education is provided by 1192 pre-school educational establishments which offer general enrichment, compensatory and recreational programs depending on the child’s individual and age characteristics: • 1054 kindergartens; • 14 establishments for pre-school and primary-school aged children; • 86 pre-school departments at general education schools; • 38 private educational establishments providing pre-school education.

As of 01.01.2016, 244 335 children attend the pre-school educational establishments; of them 242 235 children attend the state pre-school educational establishments and 2 100 children go to the private educational establishments. The number of general educational establishments amounts to 742, of them: • General education schools – 343; • General education schools with advanced study of certain subjects – 132; • Grammar schools – 74; • Lyceums – 44; • Primary schools – kindergartens – 12; • Primary schools – 5; • Educational centers – 12; • Boarding schools – 8; • Schools for children with special needs – 39; • Boarding schools for children with special needs – 17; • Correctional schools – 2; • Private general education establishments – 54.

The total number of schoolchildren reached 426 735 people, comprising 421 354 schoolchildren at the state general education establishments and 5 400 schoolchildren at the private general education establishments.

Supplementary Educational Establishments for Children Nowadays 59 supplementary educational establishments with 200 656 attendees operate in St. Petersburg. Departments of supplementary education also function at 422 schools and secondary professional educational establishments and provide supplementary education to 173 521 schoolchildren. The largest supplementary educational establishment is the Russian Federation is State-Supported Unconventional Educational Establishment “St. Petersburg City Palace of Youth Creativity”.

Professional Educational Establishments During the academic year 2015-2016, 49 professional educational establishments offering education in 143 disciplines (professions) are functioning under the supervision of the Committee for Education. High-skilled labor force is trained at 43 establishments, middle-level specialists are educated at 30 establishments, and 24 establishments prepare middle-level specialists as well as skilled labor force. The overall number of students amounts to 35 607 people. State funded educational establishment of supplementary professional education (professional advancement) for St. Petersburg specialists “Academy of Post-Graduate Pedagogical Training” – 1. State funded educational establishment of supplementary professional education Center for Professional advancement “Regional Center for Quality Assessment of Education and Information Technology” – 1.

Other educational establishments: • Information and training centers – 18; • Psychological and pedagogical centers, medical and community aid centers – 19; St. Petersburg’s educational establishments employ 72 696 teaching specialists. In September 2015 over 824 young specialists – graduates from higher educational and secondary vocational educational establishments – were recruited to the educational establishments.

Various events aimed at maintaining educational traditions are annually held in St. Petersburg, for example:

St. Petersburg Educational Forum St. Petersburg Educational Forum is a major event of the St. Petersburg academia. Its aim is to draw the attention of the society, social institutions and the business community to the problems of education, to facilitate interaction and sharing of experience between representatives of Russian regions and foreign countries, to expand interregional and international cooperation. In 2015 the Forum was attended by approximately 6000 people from various regions of Russia. The Forum’s business program included a wide range of events devoted to a range of current developmental issues of contemporary education: globalization of education, development of the civilization, influence of economic policy on staff training, distinctive features of the strategic initiatives offered by the St. Petersburg academia, and the use of modern technologies in education. A Nation-wide conference for heads of executive educational agencies of the constituent entities of the Russian Federation was held by the Ministry of Education and Science of the Russian Federation.

City festival of child and youth creativity for teams from supplementary educational establishments “Childhood is me and you!” “Childhood is me and you!” is a present-concert of creative and sport teams of children on the occasion of the St. Petersburg City Day. The concert facilitates the tradition of performance reports made by child and youth teams attending supplementary educational establishments. The concert shows various areas and possibilities of supplementary education for children in St. Petersburg. Mixed choirs, wind bands, accordion bands, choreographic and circus companies, pop and performance companies, theatre companies, young engineers, athletes, mariners, members of military-patriotic, social, touristic and regional historic unions take the stage during the concert along with winners of Russian and International competitions, champions of Russia and Europe.

Project “The infinite wonder of the world” Every year in May the steps of St. Isaac’s Cathedral welcome the Large Mixed Choir featuring over 5000 singers. These are representatives from various choirs of the Northern Capital. The choir first performed on St. Isaac's Square in 2013. The project received its name from a line in a poem by Alexander Block, a poet who lived and worked in St. Petersburg. The choir is accompanied by the symphony orchestra directed by Vladislav Chernushenko, art director and chief conductor of the St. Petersburg State Academic Capella, People's Artist of the USSR and laureate of Russia State Prizes. In 2014 the participants of the festival were greeted by the V.V. Putin.

City-wide dance project “Dancing Nevsky” timed to the St. Petersburg City Day. Thousands of people aged 10 to 35 from children and youth dance companies of folk, ballroom, sport, and contemporary dance along with popular pop singers perform on the dancing space of from to the embankment of the river . The participants perform five dances (pop dances, a waltz, a “chicken dance” and a Russian dance). The art director and the chief choreographer of the project is Alexandr Nosikhin, chief choreographer of “Rossijanochka” folk dance ensemble, laureate of the Governmental Award “Soul of Russia”, Honored Cultural Worker of the Russian Federation.

The festival of school graduates “Scarlet Sails” The revived St. Petersburg festival “The Scarlet Sail” honoring school graduates is held in June during the white nights. According to the tradition, the city graduation festival begins with a concert on and the Spit of . One of the most spectacular water shows in the world – a multimedia pyrotechnical performance – begins at night on the surface of the river . A brigantine with scarlet sails accompanied with a firework display from thousands of pyrotechnic barrels moves along the embankment for almost 3 kilometers. For half an hour dozens of searchlights with 7-kilometer-beams move in synch with the music of the festival.

Competition “Step into profession” “Step into profession”, the city stage of All-Russia competitions of professional competence, is annually held among the students of the St. Petersburg state professional educational establishments by the St. Petersburg Committee for Education. The competitions traditionally take place in the exhibition halls and the pavilions of “LENEXPO” Exhibition Complex. In 2015 the Region Championship “WorldSkills Russia” in 43 professions, disciplines and areas of competence in demand on St. Petersburg’s employment market was also held at “LENEXPO”.

Healthcare Service Development Public health is one of the major indicators of a city’s welfare. Measures and actions aimed at performing structural changes in the system of healthcare have been elaborated by the Committee for Public Health in accordance with a “roadmap” plan as well as the St. Petersburg Healthcare Development Program till 2020. The major areas of these changes are the following: − Facilitating a system of medical prevention which will include measures of preventing diseases and eliminating the risk factors of their development; − Making first medical care more available by means of opening joint practice centers in areas of mass residential development on the principles of public and private partnership; − Facilitating solutions to replace in-patient treatment. The Program “Development of Healthcare in St. Petersburg” for years 2015-2020 (hereafter referred to as “The Program”) has been endorsed by the Administration of St. Petersburg in order to ensure availability of medical aid; it increases the effectiveness of medical services; the volumes, types and quality of such services should correspond to the current incidence rate and the demands of the population as well as the achievements of the medical science. The total funding of the state program including extra-budgetary resources amounts to 875358870.5 thousand Rubles.

Medical and demographic indicators of population health For decades the birth rate in St. Petersburg remained below the level that ensures simple replacement of the parental generation with the generation of children. Since 1999, the birth rate in the city is gradually increasing, the only exception is the 2005 rate. And since 2012 the birth rate exceeds the death rate: the natural population growth is recorded in the city. The increase of life expectancy in the St. Petersburg observed in recent years is the result of a complex factors, including the general (prior to the beginning of the crisis) improvement of the socio- economic situation in the city, and specific measures for reduction of mortality because of individual causes of death (in 2014 – men – 69.83 years old; women – 78.68 years old, both sexes – 74.57 years old). The dynamics of population size is one of the most objective indicators of prosperity in society. The population of St. Petersburg amounted to 5 222 thousand people on January 1, 2016, which is 8.1% above the 2010 level. The growth rate in 2010 was 0.7%. During the period of 2011–2015 the average growth rate was 1.3%. By the beginning of 2016 the city's population increased by 30.6 thousand people. At the same time, according to the data provided by “Rosstat”, the natural increase for January-December 2015 amounted to 8 712 people, migration gain according to the data provided by "Petrostat" for January- November 2015 years – 20 502 people (for the same period in 2014 – 48 633). According to the data provided by “Rosstat” for 2015 in total, 70 725 people were born in St. Petersburg and 62 013 people have died. The crude birth rate was 13.6 per 1,000 population, which is higher than in the Northwestern Federal District (12.5 per 1,000 people.) and Russia as a whole (13.3 per 1,000 people.). As of January 1, 2016, women accounted to about 55% in the structure of the population of St. Petersburg (2 835.7 thousand women), of which 1 322.6 thousand – women of fertile age – 15-49 years old. Children population of St. Petersburg (0-14 years old), according to "Petrostat", in 2015 amounted to 679.0 thousand people, which is 5.7% more than in 2014 The proportion of first births in recent years has reduced (from 64.9% in 2005 to 52.4% in 2014), while the percentage of the second, third and subsequent births is growing. The mortality rate of the population of St. Petersburg in the last 10 years has tended to decline. According to the data provided by “Rosstat” for January-December, 2015, the absolute number of deaths in the city amounted to 62 013 people. The mortality rate was 1 193.5 per 100 000 population (according to "Rosstat"), the mortality rate in the Northwestern Federal District in 2015 was 1 337.7 per 100 000 population, in the whole Russia – 1 306.6 per 100 000 population. The distribution of deaths by its causes in recent years is in the same form of three major classes: diseases of the circulatory system, neoplasms and external causes account for 85.8% in the total, 14.2% are all other causes of death. One of the key demographic indicators of socio-economic development of the city is the infant mortality rate. In St. Petersburg it settled down and according to the data provided by “Rosstat” for 2015 is one of the lowest in the Russian Federation (in 2015 – 4.4 per 1000 live births). According to the data provided by “Rosstat” in 2015, 311 children died aged up to 1 year. The absolute number of children who died increased by 27 cases compared with 2013. The leading causes of infant mortality are diseases of the perinatal period and congenital malformations (birth defects). Constant comprehensive analysis of the infant mortality rate, taking into account the structure of perinatal losses, helps to stabilize and further reduce the index as well as safe each child's life. The number of women of fertile age (15-49 years old) in 2015 amounted to 1322.6 thousand people, which is 2.3% above the 2010 level. The growth rate in 2010 was 0.3% per year. During the period of 2011–2015 the average growth rate was 0.5%. The resident number of children (0-14 years old) in 2015 amounted to 679 thousand people, which is 22.3% above the 2010 level. The growth rate in 2010 was 1.8% per year. During the period of 2011–2015 the average growth rate was 4.1%.

Hospital care for adult population, including the development of hospital replacing technologies In 2015, the bed capacity of the adult hospital network under city control included: 24 899 beds (in 2014 – 26 253, in 2013 – 27 160 beds), which accommodated 721 411 patients (in 2014 – 700 236, in 2013 – 668 731), in adult hospitals under federal control network – 8 183 beds (in 2014 – 8 813, in 2013 – 8 915 beds), which accommodated 205 574 patients (in 2014 – 189 368, in 2013 – 194 092). By the end of December, 2015, the medical organizations under city control for adult population had 23 657 beds for day and night stay (in 2014 – 25 166, in 2013 – 26 126 beds), and in the adult hospitals under federal control – 7 993 beds (in 2014 – 8 586, 2013 – 8 702 beds), which accommodated respectively 666 030 and 198 598 patients, which is higher than in 2014 at the hospitals under city control by 2.8%, while under federal control – by 8.4%. In the adult hospitals under city control there were 1 242 beds for day stay (in 2014 – 1 062, in 2013 – 1 033 beds), in the hospitals under federal control – 190 beds (in 2014 – 227, in 2013 – 213 beds), which accommodated 55 381 and 6 976 patients, which is higher than in 2014 by 6.2% and 12.3%, respectively. In order to develop the hospital replacing technologies the work of the day care beds is significantly intensified which provides their activity in adult hospitals under city control in 2 shifts, and in the adult hospitals under federal control in 1.4 shifts. In 2015, the average length of patient stay in adult hospitals under city control decreased and amounted to 12.9, and in federal institutions – 12.3, in 2014 the average hospital stay was 14.0 and 12.7 respectively. In the city aftercare hospitals average hospital stay increased and amounted to 27.1 (in 2014 – 26.1), in psychiatric hospitals it has decreased and amounted to 74.1 (in 2014 – 77.0), in tuberculosis hospitals it has increased and amounted to 104.7 (in 2014 – 100.8). Indicator of work for day and night bed in 2015 in the city adult hospitals has increased and amounted to 354 days, in federal institutions it was 304 days, in 2014 the indicators were 349 and 269, respectively. Indicator of the day and night stay bed rotation in 2015 in the city adult hospitals increased to 27.3 (in 2014 – 25.0), in federal institutions – to 24.7 (in 2014 – 21.1). Indicator of hospital mortality for day and night stay bed in the city and federal adult hospitals in 2015 remained at the same level as in 2014 – 3.9 and 0.5 respectively. In 2015, it was continued to implement the Plan of structural reforms of health institutions, which provides a set of measures for the restructuring and optimization of the number of beds in adult inpatient facilities under city control. The most significant structural changes were made in regards to general and specialized adult hospitals of St. Petersburg. Optimization of capacity of hospital beds in general and specialized adult hospitals was carried out in order to: 1. Improve the quality and efficiency of the specialized medical care delivery; 2. Bring the conditions of the health care delivery in accordance with the requirements of SRR (Sanitary Rules and Regulations) 2.1.3.2630-10 "Sanitary requirements for organizations engaged in medical activities" in respect of the established minimum space per bed in the wards of different purposes and capacities; 3. Further develop the hospital replacing technologies in process of the health care delivery to the citizens. Changes in the structure and the number of hospital beds of the health facilities of the city were carried out in accordance with the relevant regulations of the Committee for Public Health. These changes do not reduce the level of availability and quality of health care for citizens. At the same time due to the understaffing of some health facilities in the city, the employment of medical personnel is carried out within current staffing levels of medical institutions. According to the recent data, the organizational changes in the structure of specialized inpatient facilities for adults led to budget savings in the amount of 337 645.91 thousand RUB in 2015. In 2016, the activities for the organizational changes in the structure of public health institutions of St. Petersburg will continued.

Disease Prevention and Formation of Healthy Lifestyle The health centers created in state-financed health care organizations became an important element in the system of a healthy lifestyle in St. Petersburg. 22 health centers for adults and 7 health centers for children have been operating in St. Petersburg since 2009. In health centers they constitute individual programs for the citizens to promote healthy lifestyles, taking into account risk factors. 404 013 people, including 70 258 children contacted the health centers during the period of their activities; 62 508 of them are considered to be healthy (21.6%) 226 884 people had functional disorders (78.4%). Every year the number of citizens who contacted the health centers increases in St. Petersburg, it is becoming popular to take care of your health, to live a healthy lifestyle. This indicates a high level of information and communication activities existing among the residents of St. Petersburg and the strengthening of motivation for a healthy lifestyle. According to the rapid analysis of 2015, more than half of the citizens expressed their respect for the work and rest schedule (57.5%), sufficient physical activity (60.5%), balanced diet and therefore overweight (59.8%) or underweight (51.1%), as well as total or primary lack of bad habits (63.8%). St. Petersburg organized a campaign in the framework of the World No Tobacco Day and the International No Smoking Day in 2015: everybody could be screened to identify the smoking status, to receive doctor's recommendations how to quit smoking after the results of medical examination and get health education materials. As part of the measures aimed at reducing the alcohol abuse and prevention of alcoholism, the following campaigns were held by the Committee for Public Health in conjunction with the St. Petersburg State Health Care Institution "City Center of Medical Prevention": - 12.02.2015 – "It's trendy to be healthy" in the division No. 2 of the Library of the Kalininsky district of St. Petersburg (125 participants); - 24.04.2015 – World Health Day at the mall "Cascade" in Krasnogvardeisky district of St. Petersburg (together with St. Petersburg State-financed Health Institution "Municipal Polyclinic No. 17" (298 participants) ; - 24.04.2015 – Show Festival of students' creative teams of medical, pedagogical colleges, colleges of art and culture to promote a healthy lifestyle (98 participants); - 15.05.2015 – Family Day (97 participants); - 02.06.2015 – "Smoking is no longer trendy!" (together with St. Petersburg State-financed Health Institution "Municipal Polyclinic No. 17" (81 participants) As part of the promotion activities, it is continued to provide information on the websites: • www.takzdorovo.ru information on forming a healthy lifestyle for all population categories • www.narkomaniinet.ru drug-related issues; • www.teeninfo.ru (a forum for young people). The websites are designed to consult the population on a wide range of issues related to health maintenance and promotion as well as the first medical aid and social services to minors, including victims of violence. Also, the information on the results of activities aimed at promoting a healthy lifestyle for the residents of St. Petersburg is published, including the popularization of culture of healthy nutrition, sports and wellness programs, prevention of alcoholism and drug addiction, tobacco consumption control. The measures aimed at promoting a healthy lifestyle are actively implemented in St. Petersburg, including the popularization of culture of healthy nutrition, sports and wellness programs, prevention of alcoholism and drug addiction, tobacco consumption control on the basis of interdepartmental interaction of the executive bodies of state power, public, non-profit and religious organizations.

International Cooperation in the Health Care System In 2015, the Committee for Public Health of St. Petersburg cooperated with 9 foreign countries (the UK, Germany, , Latvia, Norway, the USA, Finland, and Estonia) and international organizations in 30 programs. During the past year, the Committee for Public Health held 40 events which involved international participation and 20 events within the framework of inter-regional cooperation. The main areas of work for the Committee for Public Health within the framework of international cooperation are: • Cooperation in the project “Healthy Cities”. This is an international project of the European Bureau of the World Health Organization (WHO EURO) which has been developing for over 20 years. Today the project has transformed into a global movement; more than 1,000 cities in more than 30 countries in the WHO European Region are involved in the development of the project. St. Petersburg officially joined the movement "Healthy Cities" in 2013 at the V phase of the project (presentation of the accreditation certificate took place on November 26, 2013 in Smolny). The work on the creation of the governing body of the project "Healthy Cities" in St. Petersburg was completed in 2015. The Coordinating Council includes representatives of public authorities and public institutions, which are relevant to the issues of health and well-being of the population. The Coordinating Council is headed by the Vice Governor of St. Petersburg .A. Kazanskaya. • Cooperation with the Regional European Representation Office of the World Health Organization in international program against smoking. • Cooperation with the Tourism Offices of foreign countries, the Consulate General of the Czech Republic, the Consulate General of the Republic of Hungary to promote the development of medical rehabilitation programs abroad. Currently a special kind of tourism is being developed – medical tourism, and its important part are the programs of medical rehabilitation. This requires cooperation between the Russian health care, tourism and insurance companies as well as reputable international service providers. This program should help to facilitate cooperation in the sphere of medical rehabilitation. • Cooperation with the International pharmaceutical company MSD as part of development of a web portal for doctors UNIVADIS. Univadis is a competent and popular specialized Internet portal for health professionals of the world, it contains regularly updated database of medical information and educational resources for more than 24 therapeutic areas. • Co-operation with the Consulate General of Germany in St. Petersburg and the Delegation of German Economy in St. Petersburg within the framework of bilateral relations with Germany in the field of public health. On May 5, 2015 there was a meeting attended by the representatives of the Federal Ministry of Health of Germany, the University Medical Center Hamburg-Eppendorf (UKE), the Charite University Hospital in (Charité – Universitätsmedizin Berlin), Koch-Metchnikow foundation. The round table was devoted to the general principles of the organization of the German health system, the existing new technologies which can assist the psychiatry. • The cooperation with the Consulate General of Israel inSt. Petersburg within the framework of strengthening relations with medical institutions of Israel. • Cooperation with the President of the public movement "Heart to Heart International" in the framework of the program with the same name. "Heart to Heart International" is an American non-profit organization, it's been working in close collaboration with the Administration of St. Petersburg since December 1988, assisting in the provision of medical care to patients. Since June 1989, the movement "Heart to Heart International" has regularly organized visits to St. Petersburg for groups of doctors and health care professionals to provide surgical services to patients with heart and blood vessels diseases, and for the purpose of training and transfer of expertise in the field of pediatric and adult cardiology and cardiac surgery, epidemiological surveillance, and other fields of medicine, it also organized the delivery of medical equipment and materials. • Cooperation with the Center for AIDS Intervention Research (CAIR) in Medical College of Wisconsin (USA), within the framework of social-network involving PLHIV (People Living with HIV) into the health system services, as well as in the framework of improving of the system involving PLHIV into the medical service by improving social support. • The cooperation with Lappeenranta University of Technology (LUT) in the framework of the program "Healthy people: change management through monitoring and action". The main aim of the project: with the help of method which helps to determine the indicators of potential years of life lost in a specific area of St. Petersburg (Kalininsky District) to make recommendations to reduce the mortality rate. • Cooperation with the Center for Trade "Finpro" by the Consulate General of Finland for the Finland Care Project. FinlandCare Project is aimed at creating a positive image of Finnish medicine abroad, increasing its competitiveness and the development of cooperation between the medical community, hospitals and research institutions in Russia and Finland. Participants of the program are the leading hospitals and clinics in Finland and St. Petersburg. In 2015, the Committee for Public Health together with Finpro Trade Mission by the Consulate General of Finland in St. Petersburg launched la project to introduce and study the effectiveness of the Finnish cancer screening model in St. Petersburg (hereinafter – the Project). The development of cancer screening organization system is a priority for the public health service of St. Petersburg. Since 1984, the Finnish health care has gained successful experience in screening for breast cancer, with a detection rate of 95% in the early stages (0-I-II) and only 5% in the late stages. Also to agree on further action within the framework of the project the Finnish side offered to sign a Protocol of intent on the project of implementation and examination of usage effectiveness of the Finnish cancer screening model in St. Petersburg, it was made between the Committee for Public Health of St. Petersburg and the Trade Delegation Finpro by the Consulate General of Finland in St. Petersburg. This Protocol of intent was signed by the parties on 7 December 2015 in St. Petersburg.

Out of the 17 580 employees in the area of physical training and sport, 13 371 people have a degree of higher professional education, 829 specialists have a post graduate degree. From 2004 to 2014 the following programs were IMPLEMENTED in St. Petersburg: • Development program for physical education and sport, years 2004-2006; • Development program for physical education and sport, years 2007-2009; • Long-term purpose-oriented physical education and sport development program in St. Petersburg for 2010-2014; • Football development plan; • Tennis development plan.

In the course of IMPLEMENTATION:

From 2010 the following was done as part of implementing the long-term purpose-oriented physical education and sport development program in St. Petersburg: • 336 school sport clubs were opened at the premises of the St. Petersburg general educational establishmentы. Over 43 thousand people attend school sport clubs; • 533 sports grounds in residential areas were repaired; • sports schools under the jurisdiction of the Committee for Physical Culture and Sport and the Administration of St. Petersburg were repaired and renovated.

Design, construction and reconstruction of various sport facilities commenced in 2015 with the funding from the St. Petersburg city budget. Some of the facilities: − Football stadium in the western part of Krestovsky Island; address: 25 Yushnaya Rd, Krestovsky Island; − Youth Sport School in Krasnoselsky district; − Indoor youth sport ice rink with artificial ice in ; − Indoor ice rinks with artificial ice in Kalininsky, Krasnogvardeysky, Petrodvortsovy and Primorsky districts; − Specialized Children and Youth Sports School of the Olympic Reserve №1 in Frunzensky district.

Business makes a significant contribution to the development of the material base of the industry. The construction of indoor sports complex in 2015 with two ice arenas in Krasnogvardeisky and Nevsky districts of St. Petersburg was carried out according to the investment project "Gazprom for children". Commissioning of the first of them is scheduled for the I quarter of 2016, the second – for the IV quarter of 2016. The project of two brand new multi-purpose sport complexes with gym, swimming pool and ice rink was carried out for Kolpinsky and Petrodvortsovy districts of St. Petersburg. The construction of these facilities is scheduled for 2016.

Prominent sporting events to be held in St. Petersburg:  2016 – Hockey World Cup;  2018 – Football World Cup;  According to the performance results at official sport competitions 991 athletes joined Russian national teams, including summer sports – 852 athletes, winter sports – 139 athletes. In 2015 St. Petersburg hosted: 63 international and 71 national competitions such as: 46th International Marathon "", International Youth Football Tournament for the prize of the first Vice President of FIFA Valentin Granatkin, the International Football Tournament Commonwealth Cup, Women's Freestyle World Cup, National Competitions in Trampoline Jumping dedicated to the 71st anniversary of the liberation of Leningrad from the Nazi blockade, National festival of wrestling, National ping-pong tournament in memory of Tanya Savicheva, All-Russian competitions on biathlon for the prizes of Olympic champion A. Alyabiev, International Youth Sambo Tournament in memory of the heroic deed of the 6th airborne forces' troop, International competition "Palace Square Sprint", the World Championship in Fire and Rescue Sport, National swimming competition "Merry dolphin", National cycling competitions, World boxing championship among young men, International Race "Pushkin – St. Petersburg", Russian Triathlon Cup, World Draughts-64 Championship, the International swimming tournament for the prizes of Olympic champion V. Salnikov, National Sambo's Day, etc. At the international and national competitions St. Petersburg sportsmen won 2046 medals of various values, including: At the VII Winter School Olympics Russian pupils team from St. Petersburg won 3rd place, they lost only to the teams of Moscow and the Moscow region. At the VII Russian Summer School Olympics St. Petersburg team won 2nd place in the team championship, and lost only to the Moscow team. The world champions of 2015 were: Ekaterina Yurlova (Biathlon) – the individual 15 km race, Elizaveta Tuktamysheva (figure skating), Arthur Ershov (cycling, track), (rhythmic ), Alexey Pavlenko (freestyle), Nikolay Kovalev (fencing), (), Natalia Vorobyova (women's wrestling), Alexandra Paskevich (synchronized swimming), Tatiana Kashirina (weightlifting). Candidates in preparation for participation in the 2016 Summer Olympics in Rio de Janeiro are 154 sportsmen from Saint Petersburg. In 2015, there were 6 meetings of the Commission on Accreditation of regional public associations of sports federations in St. Petersburg and 41 federations were accredited.

The main objectives for 2016: - Preparation of candidates for the national teams of the Russian Federation to participate in the XXXI Summer Olympics & XV Paralympic Games 2016 in Rio de Janeiro (Brazil), III Winter School Olympics of Russian youth and II Winter Youth in Lillehammer (Norway); - Participation of national teams of St. Petersburg in the III Russian Winter School Olympics of Youth and the II School Olympics of Russian sports schools; Organizing and conducting of 42 international, 80 national and 706 municipal competitions for Olympic, non-Olympic and technical kinds of sports in St Petersburg.

Competitions among family teams in the framework of a television program "Dad, Mom, Me are sports family" The recording of the program "Dad, Mom, Me are sports family" continued on TV channel "St. Petersburg" with the assistance of the Committee for Physical Culture and Sport. 36 competitions were attended by 96 family teams. This TV project received the "TEFI" award – for the highest achievements in the field of Television Arts of the Russian national TV industry.

Russian sports complex "Ready for Labor and Defense" (GTO). Since January 2015, general educational institutions of St. Petersburg began the testing of All- Russian sports complex "Ready for Labor and Defense" (GTO). This year, the performance of the GTO Complex in a test mode is organized in 582 educational organizations of St. Petersburg, which is 89% of schools, implementing the general education programs. The total number of students involved in the testing was over 200 thousand people, 24% of the total number of students attending "physical education" classes. As a result of the "United decade of GTO" among students of educational institutions of St. Petersburg at the age of 11-15, 1610 students have met the requirements to get the awarding decorations of GTO Complex, 245 students were awarded with the the gold decorations, 894 received the silver ones and 471 – the bronze ones. The centers for testing of the GTO Complex are established in the form of structural units as part of a regional plan for the implementation of the GTO Complex on the basis of district centers of physical education, sport and health.

Veterans' Sports In 2015, there were more than 45 city competitions organized among veterans in the following kinds of sport: swimming, basketball, ski jumping, volleyball, chess, athletics, orienteering, triathlon, judo, which were attended by over 2 800 people. Athletes of the older age categories took part in the 33 national and international competitions, winning 119 gold, 121 silver and 104 bronze medals.

Adapted Physical Education (Adaptive Sports) 51 citywide, 22 national and 4 international competitions in adaptive sports among disabled persons and persons with disabilities were held in St. Petersburg in 2015. The sports teams of Saint Petersburg participated in 104 national events, winning: 108 gold, 76 silver and 72 bronze medals and in 64 international competitions, winning: 90 gold, 54 silver and 41 bronze medals. 5 athletes from St. Petersburg attended the XVIII Winter Deaflympics in 2015 held in Khanty- Mansiysk and Magnitogorsk, from 28 March to 5 April, as a part of the Russian team. According to the results of the competition athletes won: 1 silver and 2 bronze medals.

Youth Policy In St. Petersburg, almost every fourth person is a representative of the younger generation aged 14 to 30. Our city has been and remains a center of attraction for talented youth, so youth policy is an important direction in the activity of the city government. State youth policy should be considered as a system of formation of priorities and measures aimed at creating conditions and opportunities for successful socialization and effective self-realization of young people, the potential development in the interests of society and the state. The main objectives of the Youth Policy in St. Petersburg are: - The involvement of youth into social practice and its awareness of the potential of self-development, support of scientific, creative and entrepreneurial activity of the youth. - The formation of an integrated support system for initiative and talented youth with leadership skills. - The development of civic consciousness and patriotism among the youth, promoting the development of legal, cultural and moral values among young people. - Assisting young people experiencing difficulties in socialization. According to the reports of December 2015 there are more than 1 million 188 thousand young people aged 14 to 30 in St. Petersburg, which is 22.9 percent of the total population. Of course, in order to most effectively reach such a category, you need to adjust different factors in one interacting system at the city level: relevant state executive authorities, public institutions, the Third Sector (Volunteer Sector). The main areas of the State Youth Policy 1) Creating a system of civil and patriotic along with spiritual and moral education for young people including events commemorating those who died defending their Homeland; 2) Developing effective models and forms of involvement for young people in various labor and economic activities, including labor associations, students' labor unions, developing youth job placement centers, providing job counseling for young people; 3) Developing voluntary activity of young people including work in the anti-alcohol and anti-drug areas; 4) Developing a system of information and social education on issues pertaining to the life of young people as a part of the society, providing young people with an easy access to information about new conditions and opportunities; 5) Implementing measures to discover and promote talented young people and the products of their innovative activities; 6) Ensuring support and development of a system of establishments for youth affairs including their material and technical basis; 7) Creating a system of training, and forming mechanisms of continuing education for specialists who deal with youth affairs; 8) Facilitating interregional and international youth cooperation including the organization of youth exchange; 9) Facilitating youth entrepreneurship including activities in the innovative economic sectors; 10) Facilitating the formation of healthy lifestyles in young people including the organization of recreation and leisure for youth; preventive measures against drugs, alcohol abuse and tobacco smoking; 11) Assisting young people experiencing difficulties in socialization; 12) Providing assistance at the place of residence in establishing youth self-organization and self- administration in school, student and labor bodies.

Labor potential The situation at the St. Petersburg labor market was under constant control in 2015. According to the data provided by “Rosstat” for the IV quarter of 2015 the average level of unemployment (with International Labor Organization (ILO) Approach) amounted to 1.9% of the economically active population in St. Petersburg (hereinafter – EAP), the level of employment in the economy – 72.4% of the population aged 15-72, which exceeds the average value for the regions of the North -West Federal District (67.8%) and Russia as a whole (65.3%). According to the data provided by “Petrostat”, the number of employees (without figures for small business enterprises) in January-December 2015 amounted to 1 476.0 thousand people, which exceeds the figures for the same period in 2014 by 0.5%. The average nominal wages per employee accrued in January-December 2015 (preliminary figures) equaled 43 685 Rubles – 7.9% higher than the average wages in 2014. The level of the registered unemployment (ratio of unemployed citizens to the average number of economically active population in 2014) at the end of December 2015 equaled 0.47% of the EAP (0.39% of the EAP at the end of December 2014). At the end of December 2015 the Employment Agency Vacancy Bank of St. Petersburg (hereinafter – the Employment Agency) listed 53.8 thousand vacancies (at the end of December 2014 – 82.8 thousand vacancies). Herewith the number of the blue-collar jobs' vacancies decreased from 78% to 68.6% from all the vacancies. Labor market strains (the number of unemployed people registered with the employment agency, counting on one vacancy) at the end of December 2015 amounted to 0.44 person / position (at the end of December 2014 – 0.23 person / position).

Transport infrastructure Public Passenger Transport

Municipal passenger transport In St. Petersburg passengers are carried by the following municipal passenger transport: • Metro (underground); • Above-ground electric transport; • Buses; • Suburban railway transport; • Taxi-cabs.

The annual volume of transportation with the help of St. Petersburg’s public municipal passenger transport amounts around 2 billion trips (on average 5 million trips a day): • Metro (underground) – 40%; • Buses (“public” and “commercial”) – 40%; • Above-ground electric transport – 17%; • Suburban railway transport – 3%;

Route network of the St. Petersburg passenger transport consists of:  5 underground railway lines (length of the operating track – 113.6 km, 67 stations, 74 entrance lobbies, 7 connection hubs), operated by State Unitary Enterprise “St. Petersburg Metro”;  42 tram routes (790 trams), operated by St. Petersburg State Unitary Enterprise “Gorelectrotrans”;  45 trolleybus routes (640 trolleybuses), operated by St. Petersburg State Unitary Enterprise “Gorelectrotrans”;  390 “public” bus routes with passenger landing allowed only at official bus stops (2156 buses of large and extra-large capacity), operated by St. Petersburg State Unitary Enterprise “Passagiravtotrans” and 15 private transport companies;  290 “commercial” bus routes with passenger landing allowed at any spot not prohibited by the traffic rules (3070 buses of medium capacity), operated by 16 private transport companies;  Railway networks (around 100 stations and platforms within the administrative borders of St. Petersburg), operated by JSC “North-Western Suburban Passenger Company”;

Transportation Volume in 2015:

• above-ground public municipal transport (“public” and “commercial” routes of scheduled transportation and passenger landing only at official transport stops (trams, trolleybuses, buses)) – 222,4 million km; • metro (underground) – 211,4 million car-km.

Municipal water passenger transportation During the 2015 navigation period St. Petersburg’s water transport featured one route of Primorskaya line. The route went along the Bolshaya Nevka river and further into the river bed of the Neva river with intermediate stops. During the navigation period May-October 2015, 35.9 thousand passengers were transported along the route.

"St. Petersburg City quays" Project The "St. Petersburg City quays" project is being implemented in order to ensure equal access to the quay infrastructure for all companies engaged in transportation on the rivers and canals of St. Petersburg, in places, the most popular for the passengers transported by ships. 8 public quays were organized in 2015, in the framework of this project at the following addresses: − Arsenalnaya embankment, boat ramp across from the Lenin Square; − Admiralteiskaya embankment, boat ramp No. 10; − Angliyskaya embankment, across from Alexander Garden, boat ramp No. 2; − Universitetskaya embankment, Rumyantsevsky boat ramp; − Primorsky prospect, lower the 3rd Elagin bridge; − Mytninskaya embankment, lower Kronversky bridge; − Dvortsovaya embankment, across from the ; − Petrovskaya embankment, in the intersection with Michurinskaya St. The volume of traffic on the water transport routes (excursion and walking routes, tourist routes, transport routes) in St. Petersburg amounted to 2.063 million people in 2015.

St. Petersburg Transport Infrastructure

Current Situation Nowadays 79 dispatch offices and 116 turn-around areas are used to provide transportation of passengers by above-ground public municipal passenger transport. St. Petersburg State Unitary Enterprise “Passagiravtotrans” has at its disposal 6 depots and 1 subsidiary, St. Petersburg State Unitary Enterprise “Gorelectrotrans” has at its disposal 5 tram depots, 3 trolleybus depots and 1 combined tram and trolleybus depot; 1 bus terminal is used to provide inter-city and international bus transportation for passengers and baggage.

Prospects of Development A line of rapid off-street transit from to the closest subway stations ("Zvezdnaya", "Kupchino") is currently in the development stage. Light Rapid Transit lines are considered and elaborated as a possible way of connecting the cities of , Pushkin, and Yuzhniy with the nearest metro stations ("Rybatskoye", "Kupchino", "Zvezdnaya").

Municipal water passenger transportation During the 2014 navigation period St. Petersburg’s water transport featured one route of Primorskaya line starting at The Bronze Horseman monument (the English Embankment, at the Alexander Garden). The route went along the Bolshaya Nevka river and further into the streambed of the Neva river with the following intermediate stops: − The Summer Garden (, at the Summer Garden); − The Arsenalnaya embankment (at the Lenin Square); − The Petrogradskaya embankment (at building 18, Petrogradskaya embankment); − The Aptekarskaya embankment (at building 5, Akademika Pavlova street); − Chyornaya rechka (Primorskiy prospect, at “Chyornaya rechka” metro station); − Staraya Derevnya (Primorskiy prospect at the Tretiy Elagin Most (3rd Yelagin bridge)).

During the navigation period May-December 2014, 45.5 thousand passengers were transported along the route.

External Passenger and Cargo Transport Sea port “The Big Port St. Petersburg” The Sea port “The Big Port Saint Petersburg” (hereafter referred to as The Big Port) is located on an island of the Neva estuary in the which lies in the eastern part of the in the Baltic Sea. The boundaries of the Big Port include the Neva estuary and the Neva Bay, Kronshtadt, and the St. Petersburg complex of anti-flooding protective constructions (the dam). During winter navigation the Big Port provides vessels with icebreaking assistance. Transshipment at the Big Port is performed by 31 stevedoring companies. The cargo turnover of the Big Port in 2015 amounted to 51,5 million tons. Stevedoring companies are currently redirecting their activities to work with sophisticated cargo transported in containers.

Multifunctional Sea Cargo Complex (MSCC) “Bronka” The first construction phase of the project MSCC "Bronka" was completed in 2015. The facility was commissioned for operation. The container terminal area is 107 hectares; the rolling cargo terminal area is 57 ha. The length of the dock line of: the container terminal is 1 220 m (5 quays), the rolling cargo terminal – 630 m (3 quays). In September 2015, MSCC "Bronka" took the first commercial ship – the ship Finnmill with the equipment load moored to the quay No. 2. The ship delivered 25 marine tractors with carrying capacity of 35 tons each, having an increased capacity and enhanced design of the basic units as well as 25 container chassis. The machinery is designed for port work when it will enter the first stage of the planned capacity. The throughput capacity of the I stage of MSCC "Bronka" will allow to handle 1.45 million TEU containers and and 260 thousand units of Ro-Ro cargo. In the future it is planned to increase the capacity of the complex to 1.9 million. TEU containers and and 260 thousand units of Ro-Ro cargo per year.

St. Petersburg Passenger Port “Marine Façade” The Passenger Port of St. Petersburg “Marine Façade” (hereafter referred to as “Marine Façade”) was constructed in less than five years with active support from the Government of the Russian Federation and the Administration of St. Petersburg. In 2011 the specialized passenger port, the first and only of its kind in Russia, passed into the ownership of St. Petersburg as had been defined in the purpose-oriented program “Implementation of the investment project of developing a marine passenger terminal on Vasilyevsky Island”. “Marine Façade” is a modern marine terminal which meets all the safety requirements and can harbor 7 cruise vessels and ferryboats simultaneously. The volume of the passenger flow through “Marine Façade” in 2015 reached 491,8 thousand people; 223 vessels called into the port. In the course of its operation “Marine Façade” has become an important venue for cruise and ferry industries, thus making St. Petersburg one of the most attractive centers of international tourism.

Marine Terminal Regular ferry connection St. Petersburg – Helsinki commenced in April 2010 (transport operator “St. Peter Line”, vessel “Princess Anastasia”). New ferry lines St. Petersburg – Stockholm and St. Petersburg – were brought into operation in April 2011 (operator “St. Peter Line”, vessel “Princess Maria”). The first ferry passage took place on March 31, 2011. In 2015 the Marine Terminal welcomed 177 ferryboats; the number of passengers who arrived in St. Petersburg exceeded 296 thousand people. In 2015 the berths of the English Embankment and the Lieutenant Schmidt Embankment saw 59 cruise vessels, the number of passengers reached 22,3 thousand people.

Railway Transport In the course of 2015, 55.7 million passengers used railway transport and stops/ halt stations of the Petersburg railway hub, among them: • For long-distance traffic – 8.0 million people; • For suburban traffic – around 47.7 million people. St. Petersburg ranks second after the hub according to the volume of railroad freight activity across Russia. The territory of St. Petersburg accommodates 2 Eurasian transportation corridors: “North-South” and “Transsib”, as well the Pan-European Transport Corridor №9. The St. Petersburg railway hub comprises 423 km of railways. The volume of freight activity in the hub in 2015 reached 51.7 million tons. The St. Petersburg railway hub operates as a sorting facility for external economic freight traffic and companies from other regions with destinations to Finland, the Baltic States, and the ports of the Baltic Sea; 10 railway destinations converge in the hub. The core of the railway hub is 5 railway stations. The railway has developed storage and production facilities which enable to provide a full cycle of primary and supporting activities. Railway transport is chiefly represented by Oktyabrskaya Railway, a branch of JSC “”, the dominant company in the industry. In 2011 “High-Speed Smart Rail Transport” Technological Platform was approved at a meeting of the Governmental Committee for High Technologies and Innovations. The technological platform is essentially a communication instrument used to encourage efforts in creating promising commercial technologies, new products (services), to attract additional resources to research and development and involves participation of all the interested parties (business, science, state, civil society).

” Train The topic of developing high-speed transit has always stayed one of the priority issues. In December 2009 high-speed electric trains started regular scheduled service between Moscow and St. Petersburg (3 paired runs per day: in the morning, in the afternoon, in the evening). The trains currently run according to a stable timetable (from 4 to 7 paired runs a day). Creating rail transit between Moscow and St. Petersburg has considerably improved and simplified passenger transportation, and thanks to high- speed “Sapsan” trains such trips have become habitual for many business people and tourists. High-speed “Sapsan” trains cover the 600-km distance from the center of St. Petersburg to the center of Moscow in less than 4 hours. The points of departure and arrival are the Moscow Railway Station and the Leningrad Railway Station located in the historic and business parts of the cities close to metro stations. “Sapsan” or “VelaroRus” trains were designed and constructed especially for Russian railways by “”, a major German mechanical engineering group corporation. The train can reach the speed of 350 km/h; however the average motion speed is around 250 km/h. Occupancy (train capacity) of high-speed trains "Sapsan", following the route St. Petersburg – Moscow – St. Petersburg, is more than 76% in the working days, and more than 68% at the weekend, which is the highest rate of all train types traveling in this direction. In 2015, the number of high-speed trains "Sapsan" per day amounted to 11 pairs, including 2 pairs which are double trainset of 20 cars.

” Train High-speed “Allegro” trains started operation on the route St. Petersburg – Helsinki on December 12, 2010. The new trains cover the 407-km distance between the cities in 3 hours 36 minutes and make stops at , Vainikkala, Kouvola, Lahti, Tikkurila and Pasila. Each train consists of I and II class carriages with seats. For the first time in the contemporary history of the Russian railway, the required custom control procedures are performed during the trip, which allows avoiding lengthy delays at customs control border stations, thus shortening the travel time and increasing the comfort of passengers. Occupancy (train capacity) of "Allegro" trains, following the route St. Petersburg – Helsinki – St. Petersburg, is more than 38% in the working days, and more than 35% at the weekend. In 2015, the number of Allegro trains per day amounted to 4 pairs.

Air Transport The St. Petersburg Aviation Hub comprises a group of interconnected air transport infrastructure facilities: airports, airfields, heliports, landing fields intended for the use of commercial civil aviation, general aviation, as well as state aviation. Development of the St. Petersburg Aviation Hub plays an extremely important role in the social and economic growth of the Northwestern Federal District in general, and has a positive effect on encouraging commercial and trade relationships, thus contributing to the development of business relationships and tourism.

High-speed train "" High-speed train "Lastochka", created on the basis of platform, was developed by the German company Siemens AG. It consists of 5 cars, the total length of the entire train is up to 130 m. The electric train can reach the speeds of up to 160 km / h. In 2015, High-speed train "Lastochka" worked on the following routes: St. Petersburg – Vyborg – St. Petersburg, St. Petersburg – Volkhovstroy – St. Petersburg, St. Petersburg – Lyuban – St. Petersburg.

“Pulkovo” Airport “Pulkovo” Airport is one of the biggest, dynamically developing airports, which ranks third (after airports of the Moscow Aviation Hub – “Domodedovo” and “Sheremetyevo”) among the Russian airports according to the number of transported passengers. According to the results of 2014 the passenger flow at “Pulkovo” airport reached 13.4 million passengers. The passenger flow on domestic flights amounted to 7.8 million passengers (increased by 8%), on international flights – 5.6 million people (decreased by 22%). Major Russian air carriers in 2014: “Rossiya”, “”, “”, “Siberia” (S7), “”. Major foreign companies in 2015: Lufthansa, Uzbekistan Airways, Emirates, Air Berlin, and Turkish Airlines

"Pulkovo" Cargo Terminal CJSC "Pulkovo Cargo Terminal" (hereinafter – CJSC "PCT") carries out the ground and terminal handling of any air cargo, delivered or shipped to / from airport "Pulkovo", and is the largest air cargo terminal in the North-West of Russia. CJSC "PCT" processes the ground handling of mail and cargo carried on scheduled and charter flights of foreign and Russian airlines, provides agency services for booking and sale of air freight, customs clearance of air transportation, and also offers a wide range of storage (terminal) services and provides specialized processes. The total area of the cargo complex is 4.7 hectares, the production area – 12 thousand sq.m, about 6 thousand sq. m. are occupied by warehouses and delivery area, the average staff number is 250 people. Throughput of "Pulkovo" airport in 2015 increased by 6.3% in comparison with the data of 2010 and amounted to 27.0 thousand tonnes. Helicopter pads During 2011-2015 4 helicopter pads were built out of the budget funds of St. Petersburg and put into operation, they are located near the hospitals for immediate delivery of patients by the air ambulance helicopters. Further development of the air transport facilities network infrastructure is planned for the areas of major public health facilities, located within the ring road and major highways all around St. Petersburg.

Planned Development of Helicopter Landing Sites (Heliports) In accordance with the Decree of the St. Petersburg Administration № 832 dated 21.07.2009 the main principles and courses of development and location of air transport infrastructure are aimed at creating a helicopter traffic network in order to enable operations of emergency and rescue, medical, law enforcement services as well as for to be used commercial purposes. So far 4 helicopter landing sites on the territory of the following medical facilities have been brought into operation and are functioning successfully: State-Funded Institution “Saint-Petersburg I.I. Dzhanelidze Research Institute of Emergency Medicine” and St. Petersburg State-Funded Health Institution “Children's Municipal Hospital № 1”, on the territories adjacent to St. Petersburg State- Funded Health Institution “Municipal Hospital of Saint Righteous Martyr Elizabeth” and St. Petersburg State-Funded Health Institution “Alexandrovskaya Municipal Hospital”. Air transport facilities at the specified medical institutions are equipped with lighting navigational aids and fire extinguishing systems, are ready for acceptance and release of helicopters day and night in easy and difficult meteorological conditions within the certain weather limits. Further development of air transport infrastructure facilities is planned at major state medical institutions located in and around the Ring Motorway (Roundabout Motorway) and other major motorways along the perimeter of St. Petersburg.

St. Petersburg International innovative forum of public transport Smart Transport The annual St. Petersburg International Innovative Forum of Public Transport "SmartTransport" is attended and supported by the Ministry of Transport of the Russian Federation, the executive and legislative authorities of the Russian Federation, representatives of Russian and international business – agencies, professional associations, business and social media. A unique advantage of the Forum is the system consolidation of convention, exhibition and business programs. The aim of the Forum is to strengthen the status of the largest innovation platform that would help attract additional private investment and optimization of the urban passenger transport sector. "SmartTransport" Forum is the forum of specific solutions. The participants demonstrate modern rolling stocks, the latest generation components, innovative technology solutions, investment projects and much more. The first St. Petersburg International Innovative Forum of Public Transport took place in the period from 27 to 29 May 2015. The events of the Forum were attended by over 500 companies and enterprises in the sphere of urban passenger transport from 10 Russian regions and 11 countries, representatives of the federal executive authorities, legislative and executive authorities of the Russian Federation, non-governmental organizations, industry associations and unions. The business program was attended by more than 4 500 experts of the transport industry.

Participation of St. Petersburg in the European Mobility Week and the World Carfree Day (WCD). In 2015, St. Petersburg took part in European Mobility Week (16 to 22 September) and the World Carfree Day (22 September) for the first time. In the framework of the European Mobility Week 30 seedlings were planted in the of St. Petersburg, at the intersection of Krylenko St. and Iskrovsky Prosp., they gave birth to "Transportnikov Alley". It is expected that in the coming years, "Transportnikov Alley" will grow bigger and become green due to the planting of new trees. The users of city bike rentals were involved into organization of the Mobility Week, and a limited batch of electronic tickets "Podorozhnik" has been released for public transport passengers. On 22 September, the day of the World Carfree Day, the main events took place at Konnogvardeisky Boulevard and in the area of Bolshaya Morskaya St., adjacent to The General Staff Building. Konnogvardeisky Boulevard was accessible only to pedestrians, cyclists and public transport all day long. The interactive program was organized for residents and guests of the city in the center of the boulevard, there were city bikes rentals working and segway trips along Konnogvardeisky Boulevard for everyone under the slogan "Boulevard without cars". Great interest among the visitors of the event was aroused by the retro transport exhibition (museum buses and trolleys were placed directly on the boulevard, and available for everyone). The retro-buses and retro-trolleys ride with a sightseeing tour was organized along Nevsky Prospect at the end of the event. On the pedestrian section of Bolshaya Morskaya St. there was an exposition dedicated to environmental friendly kinds of transport and the development of cycling in St. Petersburg.

Parking space Large-scale infrastructure projects aimed at ensuring the high quality of the urban environment and living standards are annually implemented in accordance with the Strategy-2030 (state program "Development of the St. Petersburg Transport System 2015-2020"). An important step towards solving the problem of traffic reduction in St. Petersburg was the organization of a modern parking space. The Government of St. Petersburg decided to organize a pilot zone of the paid parking in the central historical part of the city. The project was started on 3 September 2015. The coverage area (at the moment) – 27 of the 29 streets bounded by Nevsky and Ligovsky Prospects, Kirochnaya Street and the Embankment. The length of the area – about 15.3 km. Capacity of the parking space – 2 895 parking lots. Results: reduction of congestion of the parking space on the road network within the boundaries of the pilot areas to 42.7% in the first week of paid parking, as of 21 September.

Bridges of St. Petersburg St. Petersburg is characterized by an extensive transport system, in which an important role is played by the bridge constructions. This is primarily due to the specific geographical landscape: the city is full of rivers, their arms, ducts and channels with a total length of 300 km. At the moment the technical maintenance of bridges, embankments, viaducts, tunnels, road pipes and others in carried out by St. Petersburg State-financed Institution "Mostotrest" in order to ensure their reliability, safety of vehicles and pedestrians on them, as well as providing the work of drawbridges and conditions of navigation under the bridges and in the movable spans of the bridges. So, the company carries out the maintenance of 713 highway structures, including: - 417 bridges, including 18 – draw bridges; - 50 viaducts and transport junctions; - 40 transport and pedestrian tunnels; - 9 pedestrian overpasses; - 66 culverts; - 97 embankments.

This list includes the maintenance of 120 bridges and embankments, which are the objects of cultural heritage, and they have to meet specific technical requirements. Each of these objects is unique and requires a different approach for maintenance and renovation. The strict requirements are also applied to them in terms of appearance and preservation of the historic appearance. The priority is to ensure the functioning of the drawbridges and tunnels, in 2015 the bridges were raised more than 2 thousand times.

Means of Communication As of January 1, 2016 the communications network comprises: • 1 million 95 thousand landline phones; • 18,17 million SIM-cards (349 cards per 100 residents) for mobile communication. Approximately 330 Internet service providers operate on the territory of St. Petersburg. Use of information and telecommunication technologies by the population of St. Petersburg: • 185 personal computers per 100 households; • 79% of adult residents are active Internet users; • оver 3,8 million personal computers are operated in St. Petersburg. Out of 537 public services listed on the St. Petersburg Portal of Public and Municipal Services (gu.spb.ru), 189 are provided by electronic means of communication.

Innovation Sector St. Petersburg traditionally appears at the top of various innovation ratings. According to the official statistical data as well as to the regularly published ratings of regional innovation activities, St. Petersburg with its innovative potential traditionally ranks among the top three Russian innovation centers. In October 2015 in Moscow at the Forum and Technology Show "Open Innovations" Association of Innovative Regions of Russia presented the rating of the most innovative regions of Russia where Saint Petersburg took the first place. Moscow took the second place; took the third one. Based on the “Innovation cities Index: Global” published by “2thinkNow” Innovation Agency (Australia), St. Petersburg ranks 48 among the 442 innovation cities of the world, 33 positions higher compared to the results of 2014 (Moscow ranks 45). The highest-ranking London has 57 points. Whereas St. Petersburg received 49 points. Milan, San-Diego, Houston, Orlando, Düsseldorf, Marseilles and Taipei received the same amount of points. Strategy of economic and social development of St. Petersburg for the period up to 2030 (Strategy) is being implemented in St. Petersburg. The State Program “Development of Industry, Innovative Activity and the Agro-Industrial Complex in St. Petersburg” for 2015-2020 was developed and adopted in order to implement the Strategy in 2014. The main objective of the Program is facilitating the innovative and technological development of the economy and increasing its effectiveness. Achieving the objectives during the implementation of activities required by the state program will contribute to the revitalization of the investment process, stimulate technological modernization of production and increase industrial competitiveness. Modernization of the industry will allow decreasing the existing technological inferiority to foreign manufacturers and increasing the innovative activity of St. Petersburg’s enterprises. With consideration of the specified objectives, the State program comprises 3 sub-programs: − "Development of St. Petersburg Industry"; − "St. Petersburg Innovative Development"; − "Agricultural Development and Regulation of the Agricultural Commodities, Raw Materials and Food Products Market". The “St. Petersburg Innovative Development” Sub-program (Sub-program), which main goal is the development and effective use of St. Petersburg innovation potential, provides for implementation of measures in the following areas: − Encouraging St. Petersburg innovative companies to create and manufacture high-technology and competitive innovative products; − Protecting intellectual property rights; − Stimulating demand; − Facilitating cluster development; − Facilitating introduction of composite materials, structures and products made of such materials. As part of the implementation of measures to stimulate the innovative activity of St. Petersburg for the creation and production of high-tech and competitive innovative products, as well as the protection of intellectual property rights it's very important to support innovative companies of St. Petersburg by funding a part of the costs related to: − the performance of research and (or) development activities involving the universities and research organizations located on the territory of St. Petersburg in the amount of 50 percent of the costs, but not more than 3 million rubles; − Legal protection of intellectual activity and means of individualization in the amount of 50 percent of the costs, but not more than 400 thous. rubles. In order to implement the Program there is an annual competition for the St. Petersburg Government Prize for the best innovative product (the Prize) in the line of demand stimulation. The Prize was established in order to promote innovation in the city, to expand traditional markets and create new demand for innovative products of industrial companies, to create the high-tech jobs and further develop the industrial production in St. Petersburg. In 2015, the Prize of the Government of St. Petersburg was awarded to 9 organizations in St. Petersburg for a total amount of 5 million RUB. (In 2014, the Prize budget was 4 million RUB). The total Prize fund in 2016 will amount to more than 6 million RUB. St. Petersburg pays great attention to the issues of innovation development, creation of conditions for stimulating innovation entities as well as the introduction of innovations and the creation of high- tech industries. A system of regional and federal organizations of innovation infrastructure and development institutions at all stages of the innovation cycle is currently operating in St. Petersburg. It includes more than 50 organizations, including business incubators, technology parks, shared knowledge centers, engineering centers, as well as venture capital and investment funds, federal development institutes. Each of them works with a large number of entrepreneurs – from 20 to 500 or more, and the range of support tools includes all the components from the development of technology and the creation of the prototype to the formation of business models and fund-raising. An important tool for the development of innovations in the region is JSC "Saint-Petersburg Technopark" which includes the created "Ingria” Business Incubator (Business Incubator). In order to obtain assistance in the development of projects and attract venture capital investments, business incubator residents get the qualified support for the following areas: investment, technology, consulting and training, provision of infrastructure and business services. For example, the technology transfer program is being implemented, it is activity of the business incubator, which facilitates the transfer of innovative solutions from the developer to the manufacturer. As part of the residency in the business incubator startups are supported in the most important areas, such as investment promotion, marketing, HR and work with mentors. In 2015, the business incubator "Ingria" entered the top ten business incubators in Europe (6th place in the ranking of UBI Global). At the end of 2015 the total volume of investments attracted by residents of the business incubator has exceeded 2 billion RUB, 74 residents earned more than 765 million RUB, and total revenue of residents for the period of 2009-2015 exceeded 3 billion RUB. The unitary nonprofit organization "Foundation for Development of St. Petersburg Industry" (the Foundation) created by the Government of St. Petersburg started its work and the acceptance of applications from industrial enterprises of St. Petersburg. The Foundation's budget for 2016 amounts to 1 billion RUB. The Foundation offers favorable conditions for co-financing of projects aimed at developing new high-tech products, modernization and creation of competitive industries on the basis of the best available technologies. The Foundation supports projects that aim solely to produce civilian industry product. To implement the industrial and technological projects the Foundation provides targeted loans on a competitive basis at the rate of 5% per annum up to 5 years in the amount of up to 100 million RUB, which will stimulate the flow of direct investment in the real sector of economics. The loans should be provided with floating charge. An important element of innovation and industrial ecosystems of St. Petersburg is Saint Petersburg Center for Import substitution and localization (Center) created in September 2015 at the site of the exhibition center "Lenexpo" (EXPOFORUM). The main objectives of the Center are: implementation of the import substitution policy through the use of mechanisms of contract system and internal procurement system of the Russian Federation; attraction of investments and promotion of localization of new production facilities; innovation and modernization of production. During the period of operation of the Center from September to December 2015 it held 15 thematic weeks, which included more than 2 100 negotiations, there were 53 agreements signed between the companies, more than 300 residents were represented. The business events of the Center were attended by representatives of federal and regional executive authorities, state corporations. Also an interactive Database of import substitution was created: www.base.importnet.ru, in which there are more than 32 000 commodity items of domestic production, more than 400 companies actively use this resource. City Government takes steps to stimulate the region's innovation policy. Every year there is a conference aimed at promoting and involving organizations in the scientific, scientific and technological activities on the territory of St. Petersburg and institutions of higher education of St. Petersburg, in international programs, cross-border cooperation programs and projects. One of the most important events in the field of innovations in the North-western region is the St. Petersburg International Innovation Forum. For eight years, the Forum has become one of the largest congress and exhibition events for St. Petersburg and Northwest Russia. The Forum format remains the same: along with the congress program, there is an exhibition of innovative companies and projects, innovative development institutions, infrastructure, innovation and investment funds. The Forum 2015 was attended by 384 foreign experts from 25 foreign countries (Finland, Switzerland, Australia and so on). It is 8 countries more than in 2014. 7 major international and interregional agreements were signed during the Forum (in 2014 there were 5 agreements signed), 65 business and presentation events, dedicated to the most relevant issues of innovation development were held, as well as more than 550 business meetings and negotiations (it is 170 meetings more than in 2014). The Government of the city is actively working in order to implement the activities of the Program to promote the introduction of composite materials, constructions and products and it will continue to do so in 2016. It is planned to hold a congress event aimed at the development of the industry of composites in the region. Also one of the important directions of work for the St. Petersburg Government is cooperation with the Foundation for Assistance to Small Innovative Enterprises in Science and Technology (the Foundation for Assistance) to support innovative projects in the region organizations. Thus, according to the results of 2015 the Foundation for Assistance involved funds in the amount of 877 million RUB for the implementation of 119 projects of St. Petersburg enterprises. In 2015, St. Petersburg Innovation portal began its work, there a company can create an account and publish information about its production, there is a "subcontracting" zone available where the enterprises and inventors have the opportunity to "find each other" and to make a contract. In 2016, it is planned to develop and improve the opportunities of "Subcontracting" zone and the portal as a whole. On 1 March 2016 the portal presented: registered users – 2 059, industrial enterprises – 574, projects – 67, products – 88, building materials – 35, infrastructure – 112, universities – 57, experts – 24.

Shipbuilding facilities located in St. Petersburg have unique potential. The shipbuilding cluster of St. Petersburg comprises 43 enterprises and organizations. Up to 80% of the scientific and engineering facilities and up to 30% of the production volume in the shipbuilding industry across Russia are concentrated in St. Petersburg. In October 2014 St. Petersburg’s shipbuilders celebrated their first professional holiday “St. Petersburg Shipbuilder Day”. Once in two years the International Maritime Defense Show is held in St. Petersburg with the participation of the Ministry of Defense of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Federal Service for Military and Technical Co-Operation, the Administration of St. Petersburg and JSC “Rosoboronexport”. The Show is one of the three major international events of this type. The format of the event includes a weapon demonstration, a maritime and defense exhibition of Russian and foreign manufacturers, a varied business program, visits to St. Petersburg defense contractors, ship demonstrations and gun practices.

Production of Machinery, Equipment, and Transportation Mechanisms Mechanical engineering accounts for a vast part of products manufactured in this branch of industry: steam, gas and hydraulic turbines, turbine generators and hydraulic turbine generators, reactors for nuclear power plants. The bulk of production is performed by JSC “Power Machines” which comprises the following production facilities in St. Petersburg: Leningradsky Metallichesky Zavod (Leningrad Metalwork Plant), “Electrosila” Plant, “Turbine Blades” Plant and "I.I. Polzunov Scientific and Development Association on Research and Design of Power Equipment". Nowadays JSC “Power Machines” is a major Russian and international manufacturer and supplier of comprehensive solutions in power-plant engineering, namely engineering, production, delivery, installation and assembly, maintenance service and modernization of equipment for thermal, nuclear, hydraulic, and gas turbine electric power stations. The enterprise ranks fourth in the world according to the volume of the installed equipment and is among the world top five major power companies with its 80% of the power plant equipment market in Russia and the CIS countries. JSC “” (“Izhorskiye Plants”) has long been a Russian leader in engineering, production, sales and maintenance service of machines and equipment for nuclear power plants. Furthermore, the company produces equipment and machinery for storage and transportation of spent nuclear fuel. Other major mechanical engineering enterprises of the city: JSC “Arsenal Machine-Building Plant” – an enterprise with a long tradition of manufacturing the latest patterns of military machinery and general civil mechanical engineering products, including a broad spectrum of space vehicles; JSC “GOZ Obukhovsky Plant” which manufactures transportation machinery and launchers for the latest air defense systems. JSC “ZVEZDA” specializes in manufacturing light high-speed diesel engines for the shipbuilding industry, railway transport and general-purpose use, as well as diesel generating sets and automatic power stations of the main, emergency and standby power service. LLC “IZ-KARTEX” produces high-performance equipment for all the main elements in the manufacturing chain of open-pit extraction and processing of natural resources, namely: drilling rigs, walking and track-type mining excavators, size reduction equipment. Nowadays St. Petersburg remains a leading Russian city in the area of transport engineering. The following companies are worth mentioning among the transport and equipment engineering organizations: JSC “Klimov” – development and production of complex aviation machinery (engines produced on the plant are installed in 95% of the Russian helicopter fleet), JSC “Oktyabrsky Electric Railway Car Repair Plant” – production and repair of underground carriages, JSC “Kirov Plant” – production of tractors and railway rolling stock.

St. Petersburg economy clusters St. Petersburg Cluster Development Center (CDC) operates since 2014 as a functional area of St. Petersburg Technopark OJSC. CDC provides the coordination of projects of small and medium-sized enterprises (SMEs) that are members of the clusters, it also performs the functions of a specialized organization of innovative regional clusters – methodical, organizational, expert, analytical and information support. Special economic zones (SEZ) Special economic zones (SEZ) is a large federal project aimed at regions development by direct foreign and Russian investments attraction to the hi-tech economy industries, import-substituting production, shipbuilding and tourism. Special economic zones are established for 49 years. SEZ resident retains a right to buy a land plot ownership at a discounted rate after they start production activitites. St.Petersburg Zone Infrastructure: Neudorf The Neudorf site is fully completed. It is divided into three areas: • The administrative area; • The production and testing area; • The customs area. Neudorf’s Administration & Business Centre includes an exhibition complex and has a gross floor area of 14,300 sqm. Its completed infrastructure includes a 18 MW gas-fired boiler house, electricity networks, 12.8 MW power supply facilities. Investors’ production business activities are supported by comprehensive transport and utility infrastructure, which includes a 0.7 km long road, a 3500 m3/h gas line, a 0.78 km long heating network, a 1.95 km water supply line, and a 2.7 km sewerage line. Customs house infrastructure has been built. Site fencing is equipped with video surveillance system. There two gatehouses to control entry of people and motor transport. The Neudorf site is not far from Peterhof, which is the location of a long-standing science complex that consists of 12 research institutes, the Laser Physics Centre, the Telecommunications Centre, St. Petersburg State University, Admiral Makarov State Maritime Academy, and numerous military colleges.

Novoorlovskaya The Neudorf site is fully completed. It is divided into four areas: • The administrative area; • The production and testing area; • The customs area; • The recreation area. The site’s design includes a business incubator with a technology transfer centre. The gross floor area is 15,000 sqm. Resident investors may build their own facilities in the production and testing area. For this purpose, 52 plots will be allocated with areas ranging from 0.3 to 3.3 hectares. The customs area will include an administrative building, perimeter fencing, customs control engineering structures, and checkpoint infrastructure. The recreation area is designed for leisure and sports activities. The Novoorlovskaya site will be equipped with: a 1.6 km long road, an computing system, a 2.6 km long telecommunications network, a 3.5 km heating line, a 9.6 MW power supply network, 0.9 km storm drainage with wastewater treatment facilities, a 4.5 km sewerage system, and a 3.4 km water supply pipeline. The Novoorlovskaya site is located in immediate proximity to several institutes of the Russian Academy of Sciences: Ioffe Physics and Technology Institute, Electrophysics and Electric Power Institute, and Applied Astronomy Institute.

As at 1 January 2016, SEZ resident investments exceeded RUB 15.3 billion with 1,643 new jobs created. SEZ residents have paid over RUB 4.6 billion of taxes to Russian budgets of all levels and non- budgetary funds. The SEZ’s social, transport, and engineering facilities are financed under an intergovernmental agreement from regional and federal budgets on a parity basis (as at 1 January 2016, the total planned government investments exceeded RUB 22 billion, with RUB 4.59 billion of federal budget funds and RUB 10.2 billion of regional budget spent).

Environmental Protection, Management of Natural Resources and Ecological Security of St. Petersburg St. Petersburg, as an independent constituent entity of the Russian Federation, exercises regional along with delegated federal authority and performs state functions in the sphere of environmental protection, management of natural resources and ecological security of St. Petersburg. The overall ecological situation in St. Petersburg can be characterized as stable. The conditions of the natural environment are constantly monitored with the help of regional systems of state ecological monitoring. The quality of air in St. Petersburg has not changed significantly over the last 10 years, despite a considerable increase in the amount of vehicles. Air is monitored in the real time mode by 22 fixed and 2 travelling automatic stations. The rivers and the canals of the city are under the supervision of specialized organizations which perform cleaning of the water bodies and their conditioning.

No common extractable resources are mined on the territory of the city. The main natural resource used in St. Petersburg is the underground waters, which are used for drinking and household needs along with the technical needs of the city, as well as for balneological purposes and as therapeutic-table water. The territory of St. Petersburg has 15 special protected natural areas covering 6 142.7 ha and comprising 4.3% of the total city area. In accordance with the General Plan of St. Petersburg, the number of special natural areas will be increased to cover approximately 6% of the city territory by 2025.

State natural Sanctuary “Shchuchye Natural Sanctuary “Komarovsky Bereg”, 180 ha. Lake”, 1157 ha.

A system of collecting hazardous waste from the population has been functioning in St. Petersburg for four years. Batteries, accumulators, medications with expired dates, mercury arc lamps and other types of hazardous waste are collected at each of the 111 municipal entities of St. Petersburg. The system of hazardous waste collection currently comprises 2 travelling collecting points called “Ecomobiles”, 8 fixed stations and over 200 terminals. The schedule of waste collection is published with reasonable notice on public information resources including the ecological portal www.infoeco.ru. The project is fully funded from the city budget. A significant part of all Russian oil products passes though the Northwestern Region which includes the water area around St. Petersburg. St. Petersburg is the largest Russian port city in the North West. During a navigation period approximately 9000 vessels annually sail along the Neva, around 2500 of them carry oil products. Protection of the water area and the adjacent territories from oil spills, as well as protection of the surface and the subterranean waters carries a great importance for St. Petersburg. For these purposes St. Petersburg uses its special ecological emergency services and modern oil and garbage collecting vessels able to cope even with large-scale oil spills. The readiness state of the “PILARN” ecological emergency service which liquidates oil spills in the St. Petersburg water area is 30 minutes till the start of operation and 4 hours till the emergency containment; liquidation of an oil spill up to 50 tons should not exceed 24 hours. The readiness state of the “Ecostroy” emergency service which deals with chemical, radiation, mercury pollution and oil spills on the territory of St. Petersburg: 15 minutes till the start of operation, 2 hours till arrival at the site in daytime and 2.5 hours at night; liquidation of an oil spill up to 5 tons should not exceed 24 hours.

Developing environmental consciousness in the city population is one of the important areas of work, since a positive long-term environmental effect can only be obtained by responsible behavior of all people towards their home. The following events are held in the city following the initiative and with the support of the city administration: the largest in Russia International festival of Ecological Movies “Green View”, the International Exhibition-Forum “Ecology of a Big City” – a unique venue for specialists, civil servants, representatives of the business community dedicated to ecological problems of cities and their solutions. The city is responsible for conducting regional state environmental surveillance, it monitors penalty charges for environmental damage, assesses and makes forecasts of environmental changes under the influence of natural and anthropogenic factors, performs state surveillance of waste disposal, state surveillance in the sphere of air protection, regional state surveillance in the sphere of use and protection of the water bodies; controls water resources management, performs regional state surveillance of geological surveys, rational use and protection of the mineral resources, surveillance in the area of wildlife use and habitat protection, surveillance of hunting activities on the territory of St. Petersburg. It ensures security of hydraulic engineering structures, preservation and development of reclamation works. The St. Petersburg Committee for Use of Natural Resources, Environment Protection, and Environmental Safety performs 113 state functions and public services.
