AMO is looking for member feedback on electronic permitting (e-permitting) platforms and if you are exploring opportunities to implement/improve/upgrade a platform.

An e-permitting platform allows citizens to apply online for building permits, demolition permits, development consultations, etc. It has been proven to reduce the administrative burden on building officials and streamline the permitting process from initial application to final inspection. Implementing e-permitting platforms also aligns with the Government of Ontario’s interest of unlocking efficiencies and digitizing administrative processes to help reduce costs.

AMO is exploring a potential partnership with a vendor that can offer members the ability to implement an e-permitting solution for their community. If there is interest from the sector, AMO will continue researching and exploring procurement to find an appropriate vendor.

Gradual Return to COVID-19 Response Framework

Ontario has announced that we are moving to a regional approach and maintaining the shutdown in the majority of the public health regions in Ontario, including the Stay- at-Home order and all existing public health and workplace safety measures.

When safe to do so, the Province will gradually transition each region from the shutdown measures to a revised and strengthened COVID-19 Response Framework: Keeping Ontario Safe and Open (the "Framework").

With improving local trends of key health and public health indicators, 3 regions will be moving back to the Framework at the Green-Prevent level on Wednesday, February 10, 2021 at 12:01 a.m. and will no longer be subject to the Stay-at-Home order:

• Hastings Prince Edward Public Health; • Kingston, Frontenac and Lennox & Addington Public Health; and • Renfrew County and District Health Unit.

The Stay-at-Home order will continue to apply to 28 public health regions until Tuesday, February 16, 2021.

For Toronto, Peel and York regions, it is expected that the Stay-at-Home order will continue to apply until Monday, February 22, 2021. Final decisions by the Province will be subject to review of the trends in public health indicators at that time.

The Framework has been updated to allow a safer approach to retail. Limited in- person shopping in Grey-Lockdown zones will be permitted with public health and safety measures, such as limiting capacity to 25 per cent in most retail settings. In addition, public health and safety measures in retail settings will be strengthened for other levels of the Framework. All public health measures such as wearing a face covering and maintaining physical distancing will continue to be required.

The Province is also introducing an "emergency brake" to allow for immediate action if a public health unit region experiences rapid acceleration in COVID-19 transmission or if its health care system risks becoming overwhelmed. If this occurs, the Chief Medical Officer of Health, in consultation with the local medical officer of health, may advise immediately moving a region into Grey-Lockdown to interrupt community COVID-19 transmission.

The provincial emergency declared under s 7.0.1 of the Emergency Management and Civil Protection Act (EMPCA) will end as of 11:59 pm, Tuesday February 9, 2021.

The 31 orders currently in force under the EMCPA have been extended to February 23, 2021 and will be extended further if necessary. O.Reg.55/21 (Compliance Orders for Retirement Homes) is currently in effect until February 19, 2021. 30-day extensions of these orders can occur after February 19 with Cabinet (LGIC) approval. These extended orders should be posted in the next day or so.

Parts of Conservation Authority Act Proclaimed

On February 2, 2021, some specific provisions in the Conservation Authorities Act were proclaimed to start changes to conservation authority governance, for consistency in administration, transparency, and financial accountability, as well as increased municipal and provincial oversight of conservation authority operations. These provisions include those requiring 70 per cent of municipally appointed members to be elected officials, with provision for the Minister to permit less than 70 per cent on application by a participating municipality.

Immediate action is not required on the part of conservation authorities or by municipalities related to the provision requiring 70% of municipally appointed members be elected officials. Current members should complete the remaining duration of their appointments. As new members are appointed, conservation authorities should be appointing members in a way that complies with this new requirement.

A participating municipality may also apply to the Minister of the Environment, Conservation and Parks requesting an exception to this 70% requirement. The request should include the rationale for the request, and what proportion of members the municipality is proposing to be elected officials. Requests should be sent to [email protected].

Media Release Town of Midland on the front lines of Wastewater Surveillance during COVID-19 Pandemic

February 10, 2021 –The Town of Midland has joined the Ontario’s Wastewater Surveillance Initiative for COVID-19. The province is investing $12 million in the development of a province-wide COVID-19 wastewater surveillance network to track COVID-19 in communities across the province. The Ministry of the Environment, Conservation and Parks (MECP) selected the Town of Midland to be part of the Wastewater Surveillance Initiative with sampling and analysis beginning in February 2021.

Tracking the number of people who test positive for COVID-19 is one way to look at the overall level of COVID-19 activity in a community; however, not everyone with COVID-19 has symptoms or is tested, and waiting for test results takes time.

Studies have shown that a significant proportion of people with active COVID-19 infections shed the virus in their stool, sometimes even before symptoms start. Midland’s Wastewater Treatment Facility collects and treats wastewater from across the municipality, which allows for centralized measuring of the level of the COVID-19 genetic material (known as RNA) present in the wastewater. The testing captures both asymptomatic and symptomatic people. This data is another tool that can help shed light on whether the number of infected people in Midland is increasing, decreasing, or staying the same.

The Town of Midland will send weekly samples to the Ontario Technology University in Durham Region, where samples will be tested and results uploaded to a repository where municipalities, health units, and the provincial and federal governments can review the results and plan the appropriate response in those communities. Locally, the Simcoe Muskoka District Health Unit will use data from the Wastewater Surveillance Initiative to better determine the impact of COVID-19 in Midland, and the response needed. In addition, in May 2020, the Town of Midland’s Water & Wastewater team began working with the COVID-19 Wastewater Consortium of Ontario (CWCO), a McMaster University initiative whose main goal is to pool resources in an effort to assess current situations, build capacity, and identify cost- effective, science-based solutions for municipal infrastructure. The Town of Midland collected 11 weeks of wastewater samples during the end of wave one of the COVID-19 pandemic in Ontario to the beginning of wave two, in support of the CWCO’s COVID-19 wastewater tracking initiative.

“Wastewater surveillance provides an additional tool that Public Health can employ in conjunction with other sources of information, in effectively understanding and responding to COVID-19 within communities,” says Dr. Zobia Jawed, Project Lead, CWCO initiative.

“Our team was excited to go above and beyond in support of both the Ontario Wastewater Surveillance Initiative and the CWCO initiative,” said Andy Campbell, Executive Director of Environment & Infrastructure. “Throughout the past 9 months our team has become technical experts in testing and sampling, and we look forward to supporting both initiatives to help identify more effective ways of responding to the COVID-19 pandemic.”

OPP OFFICERS SAVE OVER 200 LIVES BY ADMINISTERING NALOXONE

38 percent increase in overdose occurrences

(ORILLIA, ON) - The Ontario Provincial Police (OPP) has saved 210 lives by administering naloxone since frontline officers were equipped in September 2017. The opioid crisis continues to affect people from communities across Ontario, which is evident from the continued increase in opioid-related overdoses as well as the number of occurrences where officers have had to administer naloxone to save a life.

Key statistical information on opioid-related overdoses and naloxone administration from September 2017 to February 2021* includes:

• The majority, 68 per cent, of naloxone recipients were male and 32 per cent were female. • The average age of naloxone recipients was 34.8 for females and 35.5 for males. • Most incidences occurred inside a residence. • The majority of opioid-related overdoses occurred in OPP's Central and West Regions. • There was a 38 per cent increase in overdose occurrences attended by the OPP from 2019 to 2020.

The OPP continues to provide victims with referrals to community specific resources and advising the public about harmful substances. See www.opp.ca/opioids for more information. Additional details as well as an officer's experience with administering naloxone can be found at www.opp.ca/news.

The OPP has created a framework to support those individuals suffering from substance use disorder, while holding drug traffickers who cause these overdoses accountable. OPP Officers Out Conducting R.I.D.E. Checks on North Simcoe Trails and Roadways

(MIDLAND, ON) - Members of the Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP) implemented the R.I.D.E. (Reduce Impaired Driving Everywhere) Program on roads and trails over the January 29-February 5, 2021 time period here in North Simcoe. In an effort to increase road and trail safety, officers checked 324 vehicle drivers at 15 R.I.D.E check stops and 257 snowmobile operators at 22 separate R.I.D.E check stop locations throughout the detachment area.

No drivers were removed from the roadways or trails due to an impaired driving investigation at these R.I.D.E check stop locations.

Motorists and snowmobile operators are reminded that OPP officers conduct R.I.D.E 24 hours a day / 365 days a year in an effort to make our roads and trails the safest they can be against the incidence of impaired driving.

(MIDLAND,ON)- Snowmobile patrol officers from the Southern Georgian Bay detachment of the Ontario Provincial Police (OPP) were out on patrol of area Ontario Federation of Snowmobile Clubs (OFSC) trails and open spaces during the January 27 - February 6, 2021 period checking riders for impairment, equipment, speed and trail passes/licencing. Officers logged 1238 kilometers on their snowmobiles while on patrol checking 589 riders and their machines at 22 separate trail side locations including the Penetanguishene Rotary Champlain Wendat Park. Officers provided education to 17 operators in the form of verbal warnings and issued 26 offence notices upon operators under the Motorized Snow Vehicle Act including 11 improper mufflers charges throughout their North Simcoe patrol area.

Officers were also making the rounds checking in on five ice fishing huts checking for compliance under the Liquor Licence Act, Fish and Wildlife Conservation Act, Environmental Protection Act and other provincial acts.

Snowmobile operators are advised to check on trail conditions prior to heading out on the following internet web sites Ontario Federation of Snowmobile Clubs, Mid Ontario Snowmobile Clubs .

OPP Investigating Overnight Shooting Incident in Tay Township

(TAY TOWNSHIP, ON) - Members of the Southern Georgian Bay detachment of the Ontario Provincial Police (OPP) are currently investigating a male being shot in front of a George Street, Victoria Harbour residence at 8:03 p.m. February 11, 2021. The OPP Communications Center received numerous 911 calls from area residents reporting the sound of gun shots. Responding officers located and spoke with a male on George Street who was triaged at the scene by County of Simcoe Paramedics and transported to hospital where he was treated and released for injuries received in the incident.

Members of the OPP Central Region Crime Unit are assisting in this ongoing investigation which is believed to be an isolated incident.

TAKE NOTICE that the Corporation of the County of Simcoe enacted By-law No. 6883 to adopt Official Plan Amendment No. 6 to the Official Plan for the County of Simcoe on the 9th of February, 2021, pursuant to Section 17 and 21 of the Planning Act, R.S.O. 1990, c. P.13, as amended.

Official Plan Amendment No. 6 (County File: SC-OPA-1902) applies to all lands within the County of Simcoe and as such, no key map has been provided in this notice.

THE PURPOSE and EFFECT of the amendment is to amend the County of Simcoe Official Plan to implement new policies within the County Official Plan that recognize the Age-Friendly Community (AFC) concept. The amendment encourages planning for complete communities including the provision of housing and services for meeting the needs of older persons by adding a new section 4.10 specific to Age-Friendly Planning, new definitions, and enhanced policies and objectives throughout the Plan.

PRIOR TO adoption of Official Plan Amendment No. 6, a statutory public meeting was held on November 24, 2020 to receive public input on the proposed official plan amendment in accordance with Section 17(15) of the Planning Act, R.S.O. 1990. With the adoption of Recommendation CCW- 20-21 of the Committee of the Whole, Council deems it expedient to adopt Official Plan Amendment No. 6 to the County of Simcoe Official Plan.

PUBLIC INPUT in the form of oral submissions were not received at the Public Meeting. Written submissions were received in advance and following the public meeting. The effect of these comments are have been incorporated into the County Official Plan, which is identified as Schedule 3 to the County staff report Item CCW 2021-019. The County is satisfied that these comments were considered prior to adoption of Official Plan Amendment No. 6.
