This past year marked the final full year at our 29 Sperling Drive Headquarters, a prominent landmark in Barrie since 1993. We look forward to consolidating our Service at one convenient location within our new Headquarters at the Barrie Simcoe Emergency Services Campus, 110 Fairview Road. I am grateful to the members of our Service who have gone above and beyond to ensure a smooth transition into our new Headquarters which will meet our growing needs as we enter this new phase in the history of the Barrie Police Service.

The inaugural Chief’s Gala was held in 2019 in support of the Child Advocacy Centre of Simcoe/Muskoka. The Gala was a fantastic evening of delicious food, wonderful entertainment and increased awareness of the Child Advocacy Centre’s multidisciplinary, child-friendly approach to child abuse, neglect, trauma, reporting, investigating and prevention. More than 200 guests attended the event, and more than $50,000 was raised for this critical community resource. Chief Kimberley Greenwood and the Barrie Police Service look forward to the 2020 Chief’s Gala and the opportunity to continue to raise awareness and funds for an organization that provides much needed support for those experiencing traumatic events.

COMMUNITY OUTREACH AND SUPPORT TEAM (C.O.A.S.T.) C.O.A.S.T. began full time operation in January of 2019 after several successful pilot projects. Since this time the Barrie Police Service has partnered with the Canadian Mental Health Association in an effort to increase access to mental health supports within our community. The program works within a flexible framework with several overarching goals. They work to support members of our community by referring and connecting them to valuable resources and organizations. Additionally, C.O.A.S.T. works to keep those members of our community experiencing a mental health crisis out of the criminal justice system by providing appropriate and timely supports. By connecting community members with resources outside of policing and hospital services, they can divert future interactions and better support these individuals within the community. C.O.A.S.T. works collaboratively with several community partners in an effort to benefit the most vulnerable and at-risk members in our area.

RESCUE: FAMILY HELPED OFF THE ROCKS

In the summer of 2019, the Marine Unit saw a family in distress near the City of Barrie Marina. The children were on a floatation device, and although they were responsibly wearing life jackets, they had drifted into the rocks. While the adults were trying to help them from the boat, they also got caught in the same hazard. The Marine Unit was able to promptly identify the problem and respond immediately to provide assistance. City of Barrie Marina staff and by- standers helped the children off of the flotation device and onto shore to receive first aid treatment for minor injuries.

Junior Constable Camp is an award-winning JUNIOR CONSTABLE CAMP PARTNERSHIPS Barrie Police Service program developed for ‘at-risk’ youth in the Barrie community. In total six one-week camps for youth aged 9-12 were held in the summer. This camp provided life skills and fun activities that included seminars on mental health, a trip to Horseshoe Resort, introduction to first-aid, swimming at the lake and so much more.

At the beginning of the week, campers are sworn in as Junior Constables of the Barrie Police Service and at the end of the week a graduation ceremony is performed where parents and family members are invited to see first-hand the positive connections their child has made. 26 INVESTIGATIVE SERVICES CANADIAN FRAMEWORK FOR COLLABORATIVE POLICE RESPONSE ON SEXUAL VIOLENCE

In October 2017, the Barrie Police Service was responsible for assembling a group of prominent police leaders in order to address sexual violence within their communities. A partnership of 17 police services emerged with the objective of developing a Framework that would not only be useful to police, but helpful to victims and survivors of sexual violence.

In December 2019, the Canadian Framework for Collaborative Police Response on Sexual Violence was launched at a national level. The Canadian Framework for Collaborative Police Response on Sexual Violence will provide police services across with a framework of leading practices to address sexual violence. This work will continue to evolve, and as a result, will inform the ongoing development of good and appropriate practices. This response encourages evidence-based, trauma-informed investigations, while improving on our support for victims and survivors of sexual violence. This national response serves as a foundational guide on which municipal, regional, provincial and national police organizations can build their own policies, inclusive of sexual violence reviews. This approach demonstrates the commitment to always provide a robust, transparent and fulsome response to sexual violence within our community.

27 INVESTIGATIVE SERVICES JOINT & INTERNAL FORCES OPERATIONS

PROJECT SHOREHAM

Project SHOREHAM began in July, when members of the Barrie Police Service and the Ontario Provincial Police (OPP) initiated a Controlled Drugs and Substances Act investigation into an identified group responsible for the importation, wholesale and street-level distribution of cocaine, fentanyl and methamphetamine. The investigation revealed the drugs were being conveyed from the Greater Toronto Area to locations within , including Barrie and Angus, and from there were being trafficked and distributed throughout other areas of Simcoe County and the District of Muskoka.

The initial search warrant was executed on a storage locker located in the Town of Innisfil in early September by the Barrie Police Service, who were assisted by the OPP. As the investigation expanded north from the County of Simcoe and into the District of Muskoka, the effective engagement and subsequent deployment of the OPP brought the investigation to a successful conclusion. The timely execution of additional search warrants again yielded positive results and seizures of both opioids and methamphetamine, in addition to other controlled substances and firearms.

29 INVESTIGATIVE SERVICES JOINT & INTERNAL FORCES OPERATIONS

PROJECT TEMORA In December 2018, the Ontario Provincial Police in partnership with the Barrie Police Service and the Canada Border Services Agency began investigating allegations involving the immigration of foreign/non-citizen employees by a cleaning company and individuals based in Barrie. The victims would be transported daily by the company/individuals to work as cleaning sub-contractors at hotel and resort properties located in central and eastern Ontario. The victims were made to live in squalid conditions in Barrie and Wasaga Beach while being forced to work for a cleaning company that controlled their wages and left them with minimum compensation, sometimes less than $50 a month. In February 2019, a number of search warrants were simultaneously executed at locations in Barrie and Wasaga Beach resulting in 43 victims being freed and four Barrie residents charged.

35 EXECUTIVE SERVICES EVIDENCE-BASED WORKING GROUP

The Barrie Police Service is dedicated to moving towards a more evidence-based policing model that encourages proactive policing practices that develop both critical and analytical thinking skills. Our Evidence-Based Working Group has engaged members from all areas of the Service to share their ideas for research projects, while collaborating with facilitators from the Canadian Society of Evidence-Based Policing (CanSEBP) to teach them practical research skills. These transferable skills help equip our members with the knowledge they need to make informed decisions that encourage sustainable policing models while engaging the members to think critically and see trends and potential solutions to repetitive crimes and community problems. 36 EXECUTIVE SERVICES DIGITAL EVIDENCE MANAGEMENT SYSTEM

Digital evidence management (DEM) systems are an innovative way of managing the ever increasing amount of digital evidence being collected as part of police investigations. DEM allows the Barrie Police Service to collect, transfer, manage, retrieve, redact and share evidence with ease.

The Barrie Police Service and the Barrie Crown Attorney’s Office (CAO) commenced a joint pilot program utilizing Evidence.com in November 2018. Select units/officers were chosen from various areas of the Barrie Police Service and were provided basic training to work with the product and test it in our law enforcement environment. During the pilot, the product was used successfully to develop a structured process to capture, manage and share digital evidence with the CAO, Provincial Traffic Court and Federal Crown Attorney.

After the successful pilot with the CAO, the Barrie Police Service commenced the implementation and training of personnel. It is anticipated that by the end of the first quarter of 2020, all use of DVD/CD’s, hard drives and thumb drives will cease, and the DEM solutions will be the sole source used by all of our officers to capture, manage and share digital evidence. Not only will the use of DEM increase officer efficiency, but it will mitigate the risk of lost digital evidence.

In excess of 40,000 pieces of digital evidence captured since implementation.
