Reporting Period: 13 March to 19 March 2014 Donor: OFDA/USAID Submission Date: 19 March 2014 Incidents Update: During the reporting period 21 natural disaster incidents were reported. North Region: Balkh Province: As per the information obtained from ANDMA on 16 March, due to heavy rainfall and flash flood, 42 families were affected in Yulmarab and Noor Khuda areas of Mazar City. A joint assessment was carried out by ANDMA, IOM, NRC, Save the Children and WFP on 16 – 17 March. The findings of the assessment indicated that only one family was affected in Yulmarab area and two families were affected in Noor Khuda area. The assessment team’s recommendations regarding the needs of the affected families were referred to ANDMA. In a separate incident, as per the initial report obtained from ANDMA on 16 th March, around 90 families were affected in several villages of Chemtal district on 8 March. The families were affected mainly as a result of heavy rainfall. ARCS will assess the needs of the affected families, as the area is very uncertain for humanitarian agencies to access. The assessment outcomes will be shared once ARCS local volunteers finalize the assessment. West Region: Farah Province: As per the initial information shared by ANDMA, a flash flood affected an unknown number of families in Posht Rod, Anar Dara, Bala Bluk districts and Farah city. An adhoc PDMC meeting was held on 15 March to assign an assessment team for the verification of the affected families and their emergency needs. Three assessment teams comprised of IOM, WFP/PAT, ANDMA, DoAIL, ARCS and DoRR were formed to assess the affected districts. The assessment is ongoing; IOM will coordinate the response once the assessment is finalized. Ghor Province: Based on the information obtained from ANDMA, the continuous heavy rainfall caused a landslide in Bara khan area of Cheghcheran city, which resulted in closure of the road between Ghor and Herat. The road was cleaned and reopened for traffic; no damages to the houses were reported. In a separate incident reported by ANDMA, due to flash flood in Taiwara district, an unknown number of families were affected and several houses were damaged/ destroyed. The assessment of the affected areas has yet to be conducted. The bad conditions of the roads and security concerns have resulted in the delay of the assessment. ANDMA will hold an adhoc PDMC meeting on 19 March to discuss and assign joint assessment teams. Herat Province: As per the initial information obtained from ANDMA on 17 March, due to flash flood, some families were affected in Rubat Sangi village of Guzara district, IOM in coordination with ANDMA and other humanitarian actors conducted a joint assessment on 18 March. The findings of the assessment indicate that no severe damages to the houses were observed and there was a need for NFIs and food items. Therefore, the assessment team recommended canceling the caseload. In addition, due to strong windstorm, billboards and branches of the trees were broken that has resulted in the death of a person while nine individuals sustained injuries. Eastern Region: Nangarhar Province: Based on the information obtained from ARCS, 49 families were affected as a result of heavy rainfall in four districts (Deh Bala, Pache Ragam, Shirzad and Kama) on 16 March. A PDMC meeting was held on 19 March where joint assessment teams were assigned to assess the affected districts. IOM is part of the joint assessment and will provide the needed NFIs and emergency shelter based on the findings of the assessment. Kunar Province: As per the initial information obtained from ANDMA, due to the recent heavy rainfall, 23 families were affected in six districts (Dara-I-Pech, Wata Pur, Nurgal, Chawkay, Asmar, Shegal) on 16 March. An adhoc coordination meeting was held between ANDMA and cluster members on 17 March to assess the initial information, identify the damages to houses throughout the province and assign the assessment teams. Four assessment teams comprised of IOM, ANDMA, WFP, NRC and ARCS were formed to assess the affected areas on 18 March. The assessment will be finalized by 19 March and based on the findings of the assessment, IOM will coordinate the response with all partners. Laghman Province: As per the initial reports from ANDMA on 17 March, due to heavy rainfall 42 families were affected in Mihtarlam, Alishing, Daulatshah and Alingar districts. IOM, ANDMA, CoAR, WFP and RRD initiated a joint assessment on 18 March. The assessment is still ongoing; IOM will coordinate the interventions with partners as soon as the assessment is finalized Nuristan Province: Based on initial information obtained by ARCS, on 16 March Laghman, Mihtarlam district, a damaged house , 19 March 2014, IOM as a result of an avalanche, two people died and four individuals sustained injuries in Parun district. In a separate report shared by the provincial governor, several avalanches occurred in different parts of Nuristan. Fortunately no damages to the houses have been reported. ANDMA committed to provide cash assistance to the families who lost their family members. Southern Region: Uruzgan Province: Based on the initial information obtained from ANDMA and Governor Office on 17 March, due to recent heavy rainfall, which resulted in flash flood, around 2,300 families were affected in various districts (Dihrawad, Chinartu, Chora and Tirinkot districts). In addition, four people died and agricultural lands were flooded in Tirinkot, Gizab, Dehrawad, Chora and Uruzgan, Chora district, a damaged House, 18 March 2014, IOM Shahid Assas districts. Out of total affected, 300 families were displaced from Dihrawad districts and relocated to Trinkot city. Three joint assessment teams comprised of WFP, WHO, IOM, ARPD/UNICEF IP, UNHCR and Save the Children initiated the assessment on 18 March. Save the Children, ANDMA and ARCS assisted 800 affected families with the provision of NFIs, tents, household items and shelter kits. These families were in the worst conditions being badly affected by flood and heavy rainfall. The assessment is still ongoing; IOM has stocks of Uruzgan, Chora district, damaged crops, 18 March 2014, IOM NFIs and emergency shelter kits, which will be released after the findings of the assessment, are finalized. Helmand Province: As per the initial information obtained from ANDMA, due to the recent heavy rainfall, which resulted in a flash flood, 150 families were affected in Lashkar Gah city on 17 March. A joint assessment team comprised of IOM, ANDMA, WFP, IRC, DoRR and Governor Office representatives initiated the assessment of the affected areas on 18 March. 93 families were verified (13 in Sofian, 19 in Kalai Kona, 61 families in Tangai and Kolfack) mainly in need of NFIs, emergency shelter and food items. The assessment is still ongoing and as soon as the findings are concluded, IOM in coordination with partners will provide the recommended assistance. Southeastern Region: Paktia Province: As per the information obtained from ANDMA, due to flash flood some families were affected in Loty Kali village of Waza Zadran district on 16 March. An adhoc PDMC meeting was held on 17 March, where a joint assessment team consisted of IOM, ANDMA and CARE was formed to assess the affected area. Three families were severely affected and completely lost their houses; three members of the affected families died and 13 others sustained injuries. The families are hosted by their relatives, and as per the recommendation of the team, ANDMA provided food items while CARE covered their NFI needs. Central Highland Region: Daikundi Province: Based on the information obtained from district governor, as a result of an avalanche on 15 March, 3 houses were destroyed in Ygana Gham Qoal village of Khedir district. One woman and one ten-year-old boy died. 35 livestock were also killed. The road between district center and Ygana Gham Qoal village is closed due to heavy snowfall and accessing the district is not possible. ANDMA with other actors will assess the affected area once the road is reopened. In separate incidents on 14, 16 and 17 March, according to ANDMA, 5000 trees and 280 Jiribs of agriculture land was badly affected due to flooding in Kiti district. Fortunately no human casualties and no damages to the houses are reported. As a result of an Avalanche one house was completely destroyed, three persons died, three individuals sustained injuries and unknown number livestock were killed in two villages (Mir Ghulam and Aghal Sang villages) of Mira Mor. In addition, several avalanches occurred in the other four villages of Miramor district, fortunately no casualties and no damages to the houses were reported. The PDMC in Daikundi assigned assessment teams to visit the affected districts to assess and verify the needs of the affected families. IOM is closely coordinating with ANDMA and will intervene based on evident needs for NFIs and emergency shelter. Bamyan Province: Based on the information obtained from ANDMA, as a result of several avalanches on 17 and 18 March, six families were affected in Bamyan center, Panjab, Waras and Yakawlang districts. Five women also died in Panjab district. A PDMC meeting was held on 19 March, where joint assessment teams consisted of IOM, ANDMA, Solidarity, ARCS, DDMC and Save the Children were assigned to carry the assessment of the affected families. The assessment of affected families in Panjaw and Waras will be conducted by District Disaster Management Committee (DDMC), IOM, and ANDMA. ARCS will conduct a joint assessment in Bamyan center while ANDMA, Solidarity and Save the Children will conduct an assessment in Yakawlang district. IOM will provide the needed NFIs and emergency shelter based on the recommendation of the assessment team. Central Region: Kabul Province: As per initial information obtained from ANDMA on 15 March, an unknown number of families were affected in different parts of Kabul City (PD 4, 10, 14, 15 and 16).
