In view of the future construction of the “Shelter-2” and decommissioning of the three closed reactor blocks it is expected that the traffic through the exclusion zone will considerably increase in the next years and those large amounts of possibly contaminated metal scrap, construction material and equipment will leave the zone. There is also a risk of illegal movement of radioactive waste into the zone, possibly also through the international border, which could make the zone to an illegal dumping ground for radioactive waste. As practice shows theft of nuclear materials cannot be excluded.

The Chornobyl Exclusion Zone can be considered a place of the technological, socio-cultural and political crisis. The zone arose rather as a result of that crisis - it is a symbol of the dead political system and utopian Soviet ideals. In Western literature the expression «cultural Chernobyl» which distinguishes the constituent basis of «spiritual extinction» is often used in relation to the mental and spiritual crisis of the post-Soviet society. In fact, after the collapse of the USSR, Ukraine, rising on the ruins of the Chernobyl nuclear power plant, was held hostage to the disaster and it became a mnemonic place of rethinking of the post-Soviet life in general by gradually becoming a transit meeting place for West and East.

Perceptible increase of radiation background on the large areas was caused by the accident at the Chernobyl Nuclear Power Station. All the Northern part of the Right-Bank Ukraine, 80 % of the area of Belarus, 17 regions and republics of the Russian Federation were affected because of it in various degrees. [4]. Radioactively contaminated territory of the exclusion zone has become a unique model system for the study of population-genetic transformations, caused by the changes in the direction and intensity of natural selection [3].The results of some studies show the preservation of the stable high level of mutation variability of organisms even after a long time since the accident at the Chernobyl NPS [1, 7]. Therefore, the aim of the work is to determine the level of mutagenic activity of radionuclide contamination, with the help of the frequency and spectrum of cytogenetic disturbances, in winter wheat of the exclusion zone in the long terms after the accident at the Chernobyl NPS. To study the genetic consequences of radioactive contamination of the soil in the area near Chernobyl NPS in 18, 19, 20 and 25 years after the accident, was applied ana-telophaze method of cytogenetic analysis of chromosomal abnormalities in the meristem of primary roots of winter wheat (Triticum aestivum L.,) of such breeds as Odessa Albatross, Donetsk 48 and Zymoyarka.

Opportunity for joint work. 2 Problem Description The problem in general: radioactive releases and contamination of the large territories after Chernobyl and Fukushima accidents Chernobyl and Fukushima accidents: close levels of contamination with radiocesium and close areas affected Difference between the two accidents: presence of the fuel component radionuclides (90Sr, TUE etc) in the fuel particle form from Chernobyl NPP. These 137Cs, kBq/m2 radionuclides deposited mainly in the near 30-km zone of accident. 3 Problem Description The present stage of the problem solution: the tasks of the acute phase of the accidents have been solved. In context of Chernobyl accident we are at the phase of elimination of the long-term consequences.
