No. 01-04-07/126/20-06-2012, we would like to inform you that we have not proceeded to official designation of our airlines, due to temporal character of operations as the agreed in the MOU signed on 24* of April and according to the practice followed by our side, as regards Russian air carrier's temporary operations, official designation is not deemed necessary. But, if you find it obligatory to officially designate airlines, even for temporary operations, we have no objection to forward these designations through diplomatic channels. Till receipt of these official letters - which have already been forwarded to our Ministry of Foreign Affairs in order to be sent to your Authorities at the soonest possible - we axe kindly asking you to accept: Aegean Airlines to operate on the routes Thessaloniki-Yekaterinburg v.v., Thessaloniki-Nizhniy Novgorod v.v. and Thessaloniki-Perm v.v. and Astra Airlines on the routes Thessaloniki - Novosibirsk v.v., Thessaloniki-Omsk v.v., Thessaloniki-Tyumen v.v., Thessaloniki - Volgograd v.v., Thessaloniki- Sarn^a-aiKlTbessalomki-Ufa. First of all we confirm that yesterday we received the letter of the Embassy of Greek Republic in Russian Federation concerning the provisional designation of two Greek carriers between Thessaloniki and nine points in Russia. At the same time, due to a very long period of our bilateral correspondence in order to clarify what Creek air carriers will be finally designated on each mentioned route, FATA approved on May 22, 2012 the Astra Airlines flight program for the whole Summer-2012 season. The sent to FATA only 09 June, 2012 Forms R of the second Greek carrier Aegean Airlines can not be confirmed due the Astra actual operations on the same routes. Taking into consideration that the flights could not be operated without the approval of Greek Civil Aviation Authorities Astra Airlines has already opened and continues its own sales and are actually operating flights from Thessaloniki to several points in Russia in accordance with FATA confirmation on May 22, 2012. Taking into account your position fixed in the last letters concerning the designation of Aegean Airlines on routes which are still serving and selling by Astra Airlines we should have a clear understanding about the passengers already booked on Astra Airlines flights till the end of the current IATA season. With this regards we ask you to confirm and guarantee that in case if Aegean Airlines is designated on the above mentioned routes instead of Astra Airlines the already booked Astra's passengers will be carried out by the new designated Greek carrier.     MEMORANDUM OF UNDERSTANDING BETWEEN THE AERONAUTICAL AUTHORITIES OF THE RUSSIAN FEDERATION AND THE HELLENIC REPUBLIC Delegations representing the Aeronautical Authorities of the Russian Federation (hereinafter referred to as the Russian Delegation) and the Hellenic Republic (hereinafter referred to as the Hellenic Delegation) met in Thessaloniki, Greece on 4m - 5th February 2015 to discuss matters related to further development and strengthening of the bilateral air transport relations between their respective countries. The name lists of delegations are attached hereto as APPENDIX I. The discussions were conducted in a cordial and friendly atmosphere and the two delegations decided as follows: 1. The Protocol amending the Air Transport Agreement (ATA) Both Delegations discussed the proposed by the Hellenic Delegation amendments to the initialled 24lh April 2012 "Draft Protocol amending the Air Transport Agreement between the Government of the Hellenic Republic and the Government of the Russian Federation signed in Athens on December 6th 2001". Both Delegations agreed on the new version of Article 13 paragraph 2, as proposed by the Hellenic Delegation, and noted that for the time being they cannot reach an agreement on the proposed amendments on Article 1 paragraph 4 and Article 13 paragraph 3 (d). The newly amended Draft Protocol is attached as APPENDIX II. 2. Amendment of the Annex to the ATA Both Delegations agreed to revise and replace the Annex to the ATA with a new one, which appears as APPENDIX III. 3. Among others, the state has imposed PSOs onto a number of routes that are either of questionable social value or which could prove financially self-sustainable without the need for a PSO after appropriate consultation with key stakeholders. In this context, and given the dearth of resources during a period of severe economic recession, it is necessary for the government to reconsider the structure of the PSO programme and adjust it to the new reality in Greece. In fact, as a first step towards this direction, the present paper seeks to gather all necessary information using the tools of marketing research, to study customer satisfaction and fulfilment of passenger needs on the PSO routes from/to Thessaloniki, the second largest city in Greece.
