As residents are aware the Division of Local Government have on approach from Local Government NSW commissioned a review into Local Government NSW. Council recently forwarded a submission to the review Panel on its ‘Future Directions’ paper. COUNCIL NEWS 07/08/2013

The big news of the week was the Gold Trails of which is an integral member winning the New Tourism Development Category at the Inland Tourism Awards held at Moree on 27 July 2013. The Awards commenced in 2004 and have evolved into a major tourism industry event for inland NSW. They provide tourism organisations and individuals the opportunity to achieve recognition for their success and promote tourism within their region. One of the main focus points of the awards is to develop quality regional tourism products within the tourism industry. The gold trails which depict a range of experiences involving the rich history of gold and bushrangers extends across a number of local government areas in the Central West. Each local government area along the trail has developed or is developing major attractions in their shire and also holds an annual event to “tell the story” of the gold and bushrangers in their respective areas. Weddin Shire is currently developing the O’Briens Hill area as a major tourism attraction and holds the annual Goldfest event which will be held again this year on Saturday 26 October 2013. Winning the award is a major achievement which is not only testament to high standard of tourism officers along the trail it also demonstrates the tremendous potential of the gold trails to become a major tourist attraction which will bring tourists to towns along the trail. As residents may be aware The Minister for Regional Development and Local Government the Hon Anthony Albanese MP has announced that $150 million will be made available to the Regional Development Australia fund (RDAF) to assist in building and renewing community infrastructure across Australia. Council has had funding of $159,679 approved however the availability of this funding is subject to a grant funding application process and the satisfying of funding criteria. The funding application was submitted for the Grenfell Medical Centre by the due date of 22 July 2013. This will be a facility the whole shire can utilise and benefit from. Having a state of the art Medical Centre will also assist us in attracting medical professionals to the Weddin Shire which has certainly been a problem for us in the last few years. Confirmation of the grant funding should be received in the near future. As previously advised the NSW government also recently announced that the Community Building Partnership Program will be conducted again in the 2013/2014 financial year with applications having opened on 19 June 2013 and closed on 31 July 2013. Grant funding of $200,000 was made available for every electoral district with an additional $100,000 for electorates identified with high unemployment rates. Burrinjuck had $200,000 allocated. Local Government Authorities (including Sec355 Committees) were able to apply on a $ for $ basis while local community organisations were able to apply for full funding. The Henry Lawson Festival Committee submitted a grant funding application for the Henry Lawson Statue and site preparation/installation works as a section 355 Committee of Council. The erection of the Statue will be a major tourist attraction and not only attract tourists which will then directly benefit local businesses it will also further promote Grenfell as the birthplace of a great Australian poet. The investigation into the reopening of the Blayney – Demondrille rail line is continuing with Transport NSW in the process of inviting registrations of interest (ROI) from interested operators to restore, operate and maintain the line on a commercially sustainable basis. The ROI will identify a minimum level of commercial interest required to support inviting Expressions of Interest (EOI) which is the next stage in the process. It is envisaged registrations of interest will be invited in the next few weeks. In regards to Councils works program the following works have been completed or are currently in progress. • Martins Lane sealing • Gravel Resheeting of various shire roads • Murrays Lane sealing • Various back lanes sealing The sealing of Murrays lane and various back lanes were originally scheduled in Councils previous years works programmes. However, they had to be rescheduled due to the requirement to reallocate Councils resources to the 2010 and 2012 flood damage programs. It was quite extraordinary to get two major flood events within two years of each other. Flood damage grant funding criteria stipulates that funds have to be spent within a certain timeframe which required the reallocation of Councils resources. The State Government’s Country Arts Support Program (CASP) has opened and provides small grants to arts and community organisations in regional NSW to run their own local arts projects. CASP grants are for small amounts of money ($500 up to $3000) and are available primarily to cover professional artist’s fees and their travel and accommodation. Local projects funded in the past have included drama workshops, community sculpture classes, tours of local theatre and music, artist in residence programs, a playwriting festival, poetry in the caves, exhibitions, public art, new additions to local arts festivals and lots of other creative, local arts initiatives. Any community based incorporated group can apply. Applications close Tuesday 1 October 2013. See www.regionalartsnsw.com.au/grants/casp/ for further information. A new exhibition is currently on display at the Grenfell Art Gallery titled ‘Life is a Patchwork’ from 30 July – 24 August. It is a magnificent display of quilts by local quilters including Debbie Stevens, Julie Hughes, Petal Davies, Joanne Simpson, Jan Atchison, Jenny Penrose, Pat Soley, Kay Nokes, Keryl McCann, Jeanette Grimm and Anne West. With the diversity of quilts hanging this will be a wonderful exhibition and well worth a visit to the gallery to see.
